BRUSSELS - NATO allies said yesterday that there would be no "business as usual" with Moscow until Russian troops withdraw from all parts of Georgia, but members of the Western alliance disagreed on the extent to which Moscow should be more permanently isolated.
The alliance also said it would form a NATO-Georgian commission to help Georgia move toward eventual NATO membership.
