PORTSMOUTH, N.H. - The state's health department is reviewing its policies after discovering federal money it administered paid a convicted child rapist who allegedly worked with minors.

Police said Jeremy Semprebon, 39, of Rye, had access to minors twice while working as an education prevention coordinator for AIDS Response Seacoast in Portsmouth.

Officials also allege that he failed to notify the agency and other nonprofits he worked with that he had been convicted of aggravated rape against a 5-year-old in Strafford County in 1995.

Dr. Jose Montero, the state's public health director, said no background check had been required since Semprebon worked with adults. He said a background check would have been mandated if Semprebon had worked with children. Montero said the agency is now considering background checks to see whether applicants have past crimes directly related to the jobs they seek.

Health department officials told the New Hampshire Union Leader that Semprebon was paid with federal money administered by the state Department of Health and Human Services.

Semprebon has been charged with three felonies for allegedly not disclosing his criminal history to his employer and two partnering nonprofit agencies. He was charged with two more felonies for allegedly working with or having access to minors through two partnering agencies. He turned himself into police last week. His bail was set at $30,000.

Semprebon left the AIDS Response Seacoast June 30, the day the federal grant expired. Paul Brogan, the executive director, declined to say why he left. Brogan said the agency is cooperating with police and has begun instituting stricter hiring practices."

A former Waltham youth sports coach was sentenced yesterday to 2 1/2 years in prison and ordered to wear a GPS bracelet for seven years so authorities can monitor his movements after he pleaded guilty to possession of child pornography and child enticement charges.

Waltham District Court Judge Tobin N. Harvey suspended most of the sentence, which means James Aucoin, 46, of Waltham, will spend 120 days in the Middlesex County House of Correction.

In addition, Harvey ordered Aucoin to remain on probation for seven years after his release from custody; barred him from going within 300 feet of schools, day-care centers, parks, and playgrounds; and limited his use of computers and the Internet. Aucoin must also wear the Global Positioning Satellite tracking bracelet while on probation.

According to Middlesex District Attorney Gerard C. Leone's office, a police officer from Keene, N.H., posed as a 14-year-old boy and engaged in online conversations with Aucoin in March. Aucoin told the "boy" he would go to New Hampshire so they could have sex.

Waltham police obtained a search warrant for Aucoin's computers and discovered "multiple images" of children posing and engaging in sexual activity, prosecutors said.

Before his arrest, Aucoin had been involved in youth baseball, football, and the Boy Scouts programs in Waltham, prosecutors said."
