WASHINGTON - Senator John McCain, who has met the Republic of Georgia's president and whose chief foreign policy adviser has lobbied for the country, responded to the news Friday with visceral anger, condemning Russian forces' crossing into Georgia and warning of "grave" repercussions in long-term relations between Moscow and Washington.
Senator Barack Obama, who has never been to Georgia, initially seemed reticent to single out Russia for criticism, issuing a general call on Friday for ending "the outbreak of violence." The next day, as the scope of Russia's military action became clearer, the Democrat toughened his rhetoric and denounced Russia's "aggressive action" while calling for more diplomacy.
As of yesterday, the bottom-line positions of the two presidential candidates were fairly similar: Both want US humanitarian and economic assistance sent, both called for international pressure to end the war and preserve Georgian sovereignty, and neither has urged US military intervention. But the candidates' initial reaction provided an insight into what analysts say are their different approaches to foreign policy.

Republican McCain, a former prisoner of war in Vietnam and a strong supporter of the war in Iraq, presented himself as a student of history, reminding voters that small wars in obscure places can lead to wider conflicts that must be contained. "We must remind Russia's leaders that the benefits they enjoy from being part of the civilized world require their respect for the values, stability, and peace of that world," he said while campaigning in Pennsylvania. "World history is often made in remote, obscure countries. It is being made in Georgia today."
Warning that "the very existence of independent Georgia - and the survival of its democratically-elected government - are at stake," McCain asserted that the fate of Georgia is "both a matter of urgent moral and strategic importance to the United States of America."
Obama, whose foreign policy is shaped partly by his belief that the Bush administration unnecessarily created a wider conflict by invading and occupying Iraq, has sought to portray himself as a diplomatic leader who as president would try to bring warring parties together to end conflicts.
He interrupted a weeklong vacation in Hawaii yesterday to read a measured statement that paid homage to Russia's role in the world, but called on Moscow to allow an international peacekeeping force in Georgia.
"The relationship between Russia and the West is long and complicated," Obama said. "There have been many turning points, for good and ill. This is another turning point. Let me be clear: We seek a future of cooperative engagement with the Russian government, and friendship with the Russian people. We want Russia to play its rightful role as a great nation - but with that role comes the responsibility to act as a force for progress in this new century, not regression to the conflicts of the past. That is why the United States and the international community must speak out strongly against this aggression, and for peace and security."

McCain, whom voters already seem to trust more on international affairs, according to polls, is trying to make the most of what amounts to a real-time commander-in-chief test. His campaign argued that he had been prescient about the threat of Russia's belligerence to its neighbors.
Yeah, quite a "coincidence" on the TIMING, huh?
McCain has for years taken a notably tougher stance toward Russia than the White House. While President Bush famously said he looked into the eyes of Russian leader Vladimir Putin and saw his soul as a "straightforward and trustworthy" man, McCain, during the Republican primaries, retorted: "I looked into Mr. Putin's eyes and I saw three things - a K and a G and a B."
Late yesterday afternoon, the president moved closer to McCain's position and adopted his toughest tone yet, saying from the Rose Garden that reports of a Russian plan to bomb the airport in the Georgian capital and depose the government in Tbilisi would represent a "dramatic and brutal escalation" that would be "unacceptable in the 21st century."

McCain has considerable experience dealing with Georgia. The Arizona senator has visited the nation and has met several times with President Mikhail Saakashvili. In addition, McCain's foreign policy adviser, Randy Scheunemann, worked for a company that has received $900,000 in lobbying fees from the Georgian government.

After Obama's campaign noted the connection over the weekend, the McCain campaign said it was "disgraceful" to bring up the contract and said that background had nothing to do with McCain's policy.

Democrats rushed to defend Obama's position on Georgia, saying he had taken a pragmatic stance on a difficult and emerging issue. Governor Bill Richardson of New Mexico, a former US ambassador to the United Nations who has been mentioned as a possible Obama running mate, yesterday put part of the blame for the Georgia crisis on the Bush administration. "Because our standing in the world is so low and so weak, we're not able to" put significant pressure on Russia, Richardson said on CNN.

Some analysts have urged a tougher approach toward Russia, asserting that Bush's engagement with Moscow has not worked. This view is represented by analysts such as Ariel Cohen, a Russia specialist at the conservative Heritage Foundation who has informally advised the McCain campaign.
