Governor Deval Patrick unveiled his sweeping education initiative yesterday, a 55-point plan he hopes will act as a blueprint for legislative and administrative action for the next decade

Talk about more bureaucracy! 55 points!!

With far-reaching proposals that seek reforms from early-childhood education to the state's universities, the 40-page report says the state's education system must change dramatically to prepare students for a global economy.

What it is ALL ABOUT!

Not EDUCATING kids, but turning them into little drones!!!

But even as Patrick talked about "a new day" for Massachusetts students, some raised questions about the state's ability to fund the plan in a nose-diving economy and about the roadblocks it could face from powerful teachers unions and lawmakers with sharply differing views.

Yeah, especially when he is giving $$$ it away to rich actors, corporate favorites, or Wall Street!!

Or sending lottery workers to ball games!

Some of the governor's proposals, like lengthening the school day and year, consolidating school districts, and implementing a statewide teacher contract, could face resistance from influential special interest groups such as teachers unions and charter school advocates.

Several lawmakers interviewed yesterday said that taking on the unions and implementing a statewide teacher contract will be one of Patrick's toughest political fights.

"The idea that local communities will give up control of those issues, I think will be a big battle," said Senator Edward M. Augustus Jr., outgoing vice chairman of the Education Committee.

In a speech yesterday at the John F. Kennedy Library, Patrick said potential opponents need to keep in mind what's in the best interest of children.

"You must accept the challenge that every child is your responsibility, even when he or she is not your child," he said.

The report also lists a series of goals for the state to meet by 2020. The goals include having a high-quality education and care system for children, beginning at birth, that will enable a smooth transition to school.

Over the next six months, a grass-roots effort the governor's office launched will promote the changes to local school committees and city councils, a Patrick spokesman said. And Patrick will hold public forums on the topic around the state.

Yup, all at TAXPAYERS EXPENSE, I'm sure!!!

"We need people to go out to communities to make the case that if you want prosperity for your children, then don't continue to think we can get there with yesterday's tools," Paul Reville, the state's incoming secretary of education, said yesterday. "We have to create a sense that this is urgent."

The state Board of Elementary and Secondary Education unanimously approved a plan yesterday to turn around the beleaguered Randolph school district, averting a state takeover.

Commissioner Mitchell D. Chester said that the town's approval in April of a nearly $5.5 million property tax increase to support the schools showed that the community was willing to take responsibility for improving the district.

Yup, so if you didn't vote to RAISE TAXES, in comes the state to take over your school!

Time to KEEP THEM HOME, folks!

The Massachusetts Department of Elementary and Secondary Education will now develop a plan to monitor Randolph's progress and provide assistance.

If only they were so into monitoring the criminal actions of this government, huh?

The board designated Randolph an underperforming district last November because of declining student achievement and massive budget cuts. Until April, voters of the town south of Boston had rejected property tax increases for its schools, leading to millions of dollars in cuts and an exodus of many students.

Massachusetts public colleges and universities have been slow to adopt widely accepted security practices since last year's Virginia Tech massacre, in many cases failing to apply basic measures, according to a critical report that calls for sweeping changes across the state system to avert campus violence.

And WHO is going to make $$$ of this -- and WHO pays?

The report, compiled by a team of specialists and presented to the state Board of Higher Education yesterday, cited numerous safety deficiencies across the state system and urged the 29 public colleges to take immediate steps to rectify them.

Most state colleges do not use security cameras, have gun-carrying police officers, or train faculty and staff to recognize troubled students and employees, the report found. Only a handful have conducted vulnerability assessments, and one-third do not have arrangements with local law enforcement to respond to emergencies.

"Having a threat assessment team is an absolute no-brainer, and it could be done tomorrow," said Daniel O'Neill, an author of the report and president of Applied Risk Management, a security consultant. "That single recommendation would save the greatest amount of lives."

Since the Virginia Tech shootings, Massachusetts public colleges, as well as their private counterparts, have taken a hard look at emergency policies and in many cases made sweeping changes. All state schools now have mass notification systems that included e-mail, text-messaging, and Web alerts, and some have received training from the FBI for interpreting violent writings.

So what are you going to do about the MASS-MURDERING WAR CRIMINAL in the OVAL OFFICE -- who has done MORE THAN WRITE?!?

Still, the report said, colleges must take further steps to prepare for emergencies and to reach out to troubled students.

The 114-page study was undertaken after the Virginia Tech shootings April 2007, when a gunman who had exhibited a lengthy pattern of unstable and antisocial behavior killed 32 people. The study found that most schools lack formal procedures for handling students who seem capable of violence and do not submit writing with violent images to a forensic specialist for review.

Other authors of the report said formal, preventive policies would help colleges spot warning signs and resolve situations before they surface. The Virginia Tech gunman, Cho Seung-Hui, had raised concerns with his disturbing writings for a creative writing class.

The study recommended that colleges train faculty, staff, and students to recognize signs of mental illness and expand campus mental health services. These steps would also help students with psychiatric problems who are not prone to violence, said the authors of the report.

Why don't you just CRAWL up their ASSES and set up a base camp, huh?

The authors of the report pointed out, however, that serious violence on campuses is extremely rare and that colleges must balance security interests with privacy rights and individual freedoms. There has been just one homicide since 2000 on a state public campus.

So why waste the $$$ when we have SO MANY OTHER PROBLEMS!!!

There have been 13 fatal mass shootings on US college campuses since 1990. Of those, eight were by graduate students, the report said, calling for a focus on "graduate student disgruntlement."

With that in mind, consultants recommended that colleges ask graduate school applicants about unusual academic histories, criminal records, and disciplinary actions.

Why not just have them drop a crap right on the floor so the college can just sift through it?

It'd be a lot easier?

Among policies colleges have adopted, the University of Massachusetts at Amherst has created a group of administrators, faculty, and police that meets weekly to discuss individuals who have exhibited threatening or potentially violent behavior. UMass-Amherst has also installed 500 surveillance cameras on campus.

Yeah, THAT is the PURPOSE, isn't it?

Bridgewater State College has implemented a comprehensive emergency notification program and has armed police vehicles with assault rifles and shotguns.
