"Canada: Mounties Urged to Restrict Taser Use"
In a report, the watchdog commission that oversees the Royal Canadian Mounted Police recommended that Taser stun guns be used only on people who are “combative or posing a risk of death or grievous bodily harm,” much like a conventional firearm rather than a nightstick or pepper spray. The report was ordered by the government after a confused and angry Polish immigrant, Robert Dziekanski, left, died at the airport in Vancouver after being stunned at least twice by Mounties. The report found that Tasers were increasingly being used against people who were merely resistant rather than dangerous (New York Times December 13, 2007)."
