"Palestinian Rocket Injures Child in an Israeli Kibbutz" by ISABEL KERSHNER
JERUSALEM — A rocket fired at Israel on Sunday afternoon by Palestinian militants from Gaza landed near a house in Kibbutz Zikim, lightly wounding an Israeli toddler inside, an army spokesman said.

Israel’s foreign minister, Tzipi Livni, met Sunday in Paris with the Palestinian president, Mahmoud Abbas.
Livni told reporters afterward: “A developed Palestinian economy is a significant interest of Israel’s, just as the war on terror must be a significant interest of the Palestinian Authority’s.”

At the weekly cabinet meeting in Jerusalem on Sunday, Israel’s prime minister, Ehud Olmert, also expressed support for upgrading the Palestinian economy. But he added that the “main issue” from Israel’s point of view was the authority’s “ability to properly deal with the security issue, defeat the terrorist organizations and assure that there will be no terrorism directed at Israel.”
Kibbutz Zikim is north of the Gaza Strip, near an army base that was attacked in September. In that assault, about 40 soldiers sleeping in tents were hit by shrapnel.
Palestinian militant groups have been firing crude, homemade rockets from Gaza since 2001, killing a total of 13 Israelis. On average, Israeli Army officials say, a rocket or mortar shell has been fired from Gaza every three hours since June.

Yair Farjun, who leads the regional council which includes Kibbutz Zikim, told the Israeli Web site Ynet:
“Everybody here is terrified. It’s like being in a shooting range, like living on borrowed time.”
In response to the rocket fire, talk has increased in Israel both of a possible large military operation in Gaza, and of the idea of a renewed cease-fire with Hamas.

Yossi Beilin, a member of Parliament, said Sunday that a third-party representative in contact with Hamas had passed a message to a senior Israeli government official a week ago saying that Hamas would be willing to agree to a new cease-fire between Gaza and Israel. Mr. Beilin, leader of the leftist Meretz Yahad Party, spoke at a news conference in Tel Aviv, at which he announced that he would not run again to lead the party.
Mr. Beilin, in a telephone interview later, said Hamas was ready to bring an end to the rocket fire in return for Israel lifting its blockade of Gaza:
“Israel doesn’t have an effective military option, therefore a cease-fire is the most realistic thing to do.”
In recent months, several Hamas officials have publicly suggested renewing the cease-fire with Israel. The last truce broke down in May.

Mark Regev, a spokesman for Mr. Olmert, said he was “not aware of any such message” from Hamas.

"Police in Iran Shut 24 Internet Cafes
TEHRAN (Reuters) — The Iranian police have closed down 24 Internet cafes and other coffee shops in as many hours, detaining 23 people, as part of a broad crackdown on immoral behavior, official news media said Sunday.
The action in Tehran Province was the latest move in a campaign against Western fashions and other practices deemed incompatible with Islamic values, including women flouting strict dress codes and barber shops offering men Western hair styles.
“Using immoral computer games, storing obscene photos and the presence of women wearing improper hijab were among the reasons why they have been closed down,” said Col. Nader Sarkari, a provincial police commander.
Since Mahmoud Ahmadinejad won the presidency in 2005, promising a return to the values of the 1979 Islamic revolution, hard-liners have pressed for tighter controls on behavior. Colonel Sarkari told the official Islamic Republic News Agency that the police had inspected 435 coffee shops in the past 24 hours, and 170 had received warnings.
The report did not make clear whether they were all Internet cafes, which have mushroomed in Iran over the past few years and are popular, especially among young people. The police were not available for comment."
