JERUSALEM — Israel and Egypt traded accusations on Tuesday over the smuggling of weapons from the Egyptian Sinai into Gaza, a day before Israel’s defense minister, Ehud Barak, was to meet President Hosni Mubarak of Egypt and his top security officials in Sharm el Sheik, the Sinai resort.
Tzipi Livni, Israel’s foreign minister, was quoted in the Israeli news media as having told Parliament’s Foreign Affairs and Defense Committee on Monday:
"[The Egyptian failure to secure the border with Gaza] is terrible, problematic and damages the ability to make progress in the peace process.”
Any excuse to block peace!
The Egyptian Foreign Ministry, in response, issued a statement on Tuesday:
"The Israeli minister would do better to concentrate on negotiation efforts with the Palestinians, [rather than speaking] without weighing her words about things she should not deal with without having enough information.”
Adding to the friction, Israeli officials said Tuesday that members of the Israeli defense establishment had sent a videotape, or tapes, to colleagues at the Israeli Embassy in Washington showing Egyptian border guards not only turning a blind eye to the cross-border smuggling, but in at least one case, aiding it. The officials, like some others who agreed to discuss the subject, spoke on the condition of anonymity because they did not want to worsen an already touchy diplomatic situation.
Israeli security officials say that tens of tons of explosives and weapons have been smuggled through tunnels beneath Egypt’s border with Gaza since Israel withdrew in 2005. They say the smuggling has increased since the Islamic group Hamas took control of Gaza in June.
American officials, probably in the Pentagon, saw the tape, the Israeli officials said. But it was not shown to Congress for diplomatic reasons and because Congress had approved aid to Egypt. Some Israelis have lobbied the United States Senate to withhold some aid from Egypt unless it acts against the smuggling, but the Israeli government is not involved in those efforts.
American Embassy officials could not be reached Tuesday for comment.
An official here said:
“We know that if we finally have a large, important country like Egypt that is ready to be at peace with us. It is not so smart to mess with the aid Egypt gets from Uncle Sam.”
Egypt has rejected Israeli accusations of laxity and collusion with Hamas on the border, and has said that its peace agreement with Israel does not allow it to deploy enough guards to secure the area. At a news conference with the prime minister of Israel, Ehud Olmert, in Sharm el Sheik last month, Mr. Mubarak said Egyptian forces had seized more than 100 tons of explosives destined for Gaza this year.
A leading Israeli figure behind the campaign to freeze funds to Egypt is Yuval Steinitz, a senior Israeli legislator from the opposition party Likud who is close to the security services. Mr. Steinitz, a former chairman of the Foreign Affairs and Defense Committee in Parliament, confronted Ms. Livni about the tapes on Monday.
Steinitz, in an interview on Tuesday:
"[The tapes had been sent to the embassy in Washington] with the intention of showing them to Congress, [but that Ms. Livni had prevented that]."
