"Tuition aid to illegal immigrants falters; Patrick declines to act on behalf of graduates"

Governor Deval Patrick has decided against taking action to allow illegal immigrants to pay resident tuition and fees at state colleges and universities this fall, an administration official said yesterday, crushing advocates who were counting on the governor to deliver on a pledge to support the students.


It does say "ILLEGAL immigrants," right, readers?

Earlier this year, Patrick said he was considering ways to offer illegal immigrants in-state rates, such as issuing a regulation, adding that it would be "the right thing to do."

U.S., rule of law, whatever!

The governor declined to comment yesterday, but an administration source who spoke on condition of anonymity said Patrick decided that there were "significant legal impediments" to that approach. The governor will still support legislation on the matter, but on Beacon Hill the issue is widely viewed as dead this session.

The decision is a blow to church pastors, school counselors, and advocates from Lawrence to Springfield, who had pressured Patrick to act before high school graduations in the next few weeks. Now several hundred seniors are again facing college tuition and fees that are more than double the resident rates, as high as $21,900 a year.

"This would be slamming the door on hundreds of students who are graduating this year," said Loren McArthur, staff director of the Merrimack Valley Project, a group of churches, labor unions, and others who sent Patrick 300 letters this month urging him to act now. "If this is his decision, it's unfortunate. But we will be urging him to reconsider."

Of course, the kids being ILLEGALS doesn't mean anything.

Advocates had hoped that Patrick, who often touts his own background as a civil rights advocate whose life was transformed by education, would build support for a relatively small group of students. The Massachusetts Taxpayers Foundation estimated that if students could pay in-state rates, as many as 600 illegal immigrants would enroll in college a year, out of 160,000 in the public system, bringing in about $2.5 million in tuition and fees. The group estimated that only about 100 such students were enrolled in 2006.

Where do illegals get the money to pay for it, and why are they even allowed to attend colleges, readers?

"We had hoped that the governor would honor his commitments and his promises to make education access fair for all Massachusetts students," said Shuya Ohno, spokesman for the Massachusetts Immigrant and Refugee Advocacy Coalition. "He understood that it was a question of fairness. What he couldn't articulate is that it actually makes money for the state.

In recent weeks, hundreds of supporters were intensifying pressure on Patrick, peppering him with calls and letters on behalf of the students. Some wanted Patrick to sign an executive order allowing students to pay in-state rates. Others urged the Board of Higher Education to change its regulations to allow it. Patrick considered that option, but the board said it did not have that authority, said Eileen O'Connor, a board spokeswoman.

The push resurrected a debate that erupted on Beacon Hill two years ago and mirrored a national tug-of-war on the issue. Opponents say the state should not make concessions for illegal immigrants, while advocates say charging them prohibitive rates for college wastes the money that the state and communities have spent on their schooling. A 1982 Supreme Court ruling mandates that public schools educate all children through high school, but did not address what to do about college.

In 2005, the state Senate passed a measure that would have granted resident tuition and fees to illegal immigrants who have been here for at least three years, but it failed in the House.

Today, lawmakers and others say, the legislation faces even higher hurdles. The state Republican Party has vowed to oppose it; yesterday party spokesman Barney Keller called the plan ridiculous and discriminatory against US citizens from other states who are forced to pay out-of-state rates.

Representative Marie P. St. Fleur, Democrat of Boston and a key sponsor, said that even supportive lawmakers are reluctant to pass any legislation until Congress decides what to do with the 12 million illegal immigrants in the United States. She had hoped that Patrick and the Board of Higher Education would find a temporary solution for students who are about to graduate.

"I'm disappointed in learning that it could not be done," said St. Fleur, adding that she and other lawmakers have asked to meet with the governor on this issue. "I know that at this time there is insufficient support in the House in order to move the agenda forward, particularly in this session."

In living rooms across Massachusetts in recent weeks, illegal immigrants who are high school seniors have been opening college acceptance letters with mixed feelings. Many have been here for years, are fluent in English, and consider themselves American, even if they are not.

Laura, a 17-year-old student from Colombia who spoke on condition that her last name be withheld, beamed at the word congratulations on her acceptance letter from Salem State in her family's apartment in an East Boston three-decker this week.

I was just wondering how that contrasts with all the rejection letters the American kids get.

Her parents brought her here five years ago after their business went bankrupt and to flee scenes of war.

In school, she quickly learned English, took Advanced Placement classes, and earned A's and B's on her report card. But non-resident tuition and fees at Salem State cost $12,410 a year, double the in-state rate and more than she can afford.

"It's really sad and really discouraging," Laura said.

But we have PLENTY of $$$$ to FUND WARS!!!!

So as American kids get rejected for being too stoo-pid and get soaked to attend Massachusetts colleges, the illegals ought to get a break.

Solution: DON'T COME TO SCHOOL in Massachusetts, American kids.

She is considering community college, but that is a stretch, too. Nonresidents pay an average of $10,380 a year, more than double the cost for residents.

"Big-ticket schools prompt a scolding; Cahill says state will impose limit if localities don't"

State Treasurer Timothy P. Cahill complained yesterday that some Massachusetts communities are embarking on excessive, McMansion school construction projects that neither the towns nor the state can afford.

But we can SHOVEL MONEY into a WAR-PROFITEERING WAR MACHINE!!!!

With taxpayer outrage already evident over Newton's proposed $197.5 million high school, Cahill expressed concern about a project in neighboring Wellesley, which is planning a $159 million school.

But we have TRILLIONS for WARS!!!!

"I'm a big believer in local control, but if no one is going to control it at the local level, that's what we're here for," Cahill said in an interview. "There is no blank check for this school or any that would come after it."

But we will cut illegals a break on tuition -- even as AMERICAN KIDS have to pay top-rate!!

Cahill called on local communities and their school committees to keep the cost of projects reasonable or risk losing millions of dollars in reimbursements from the state School Building Authority, which he chairs. The authority pays 40 percent to 80 percent of eligible expenses of a project, depending on the wealth of the town and other factors.

Un-fucking-real! I'm starting to think that the government should get NO MONIES!!!

They certainly aren't giving it back to us in any way, shape or form (except a piece of symmetrically-wound, side-winding shit)!!!

The authority is considering dozens of proposals from around the state, amid rising construction costs. On Tuesday, Newton voters rejected a proposed property tax override, in part because of anxiety over cost overruns on its planned high school. In Quincy, the cost of a new high school has jumped from some $80 million to $125 million.

The state has capped funding for those projects, but the burden has been placed on local taxpayers who, Cahill argued, should not have to shoulder the cost of schools that go beyond their academic purpose, with theaters, swimming pools, planetariums, and atriums.

The burden falls where it ALWAYS DOES!

And, yeah, those schools can't have things like a DRAMA CLUB or a SWIM TEAM or SCIENCE FAIRS!

Yup, that money has to be WASTED by the state on something else, right -- like this pud's salary!!!!

Aaaah, who needs those things anyway when all these kids are going to be DRAFTED anyway, huh, readers?

"We'll give you a gymnasium, we'll give you an auditorium, but we will not give you a fine arts academy. We will not give you a sports academy," he said. "Just because a community wants it doesn't mean they're going to get the money."

But when GOVERNMENT WANTS SOMETHING (like war $$$$), THEY GET IT!!!

So what Cahill is basically saying is, "FUCK YOU and YOUR KIDS, Massachusetts residents!!!!"

The School Building Authority is looking at tightening design standards to give communities a prototype for what it considers reasonable for new schools being submitted for state funding assistance. The standards may allow communities to pay for additional features on their own, by local vote or with grants or donations.

Translation: Ve vill tell you vhat kind of modular schools you shall have!!!!

But Cahill also said that school communities should not be making decisions for a community. He argued that even the wealthiest towns have residents who cannot afford the tax increases needed to fund such projects.

The treasurer's comments foreshadowed a speech he is scheduled to make today during a Government Affairs Forum hosted by the Greater Boston Chamber of Commerce. He will call on local and state governments to rein in spending for capital projects during tough economic times, when taxpayers are overburdened.

The amount of money this state wastes and he's going to take the schools to the woodshed.

For those who don't know it out there, and who live in different states, let me tell you something (from a Massachusetts resident):

Cahill said the tax override that Newton voters rejected Tuesday was a case in point. The $12 million override was not related to the costs of the new school, which jumped $56 million in just over a year.

Now, WHY would that be?

WHO is going to BENEFIT from that?

Contractors?

Still, he said, the rejection was a sign of voter frustration with the city's fiscal management.

And the NEVER-ENDING and INCREASING PRICES of EVERYTHING!!

That's why they didn't vote for a tax increase!!!!

Now, the city could face the prospect of laying off teachers.

"The teachers are far more important than bricks and mortar," Cahill said.

Katherine Craven, executive director of the School Building Authority, said her agency has been working with school districts to determine the appropriate course for repairing crumbling schools or rebuilding.

Yeah, don't mention the CRUMBLING SCHOOLS until WAY LATE!!!

A school in Norwood that would house 1,000 students is expected to cost $80 million, she said. The authority approved that project yesterday.

In Wellesley last week, a town committee approved a new high school project that would cost an estimated $159 million and take more than three years to complete. Wellesley had hoped to place the project on the building authority's agenda yesterday, but it was not considered.

Katherine Babson, a Wellesley selectwoman who heads the town's Permanent Building Committee, said that the projected cost is only preliminary and that the school is still in its conceptual stage. She said her group wants to meet with the state to discuss figures. "Maybe we used the wrong examples," she said.

But she also said that the figure is based on a projected 1,600-student enrollment and that it accounts for inflation in construction costs. The project is not expected to begin until at least 2010.

"Our town is completely committed to controlled costs," she said. "And we have every intention . . . to build a school that's a reasonable and appropriate investment for both our town and the Commonwealth's investment in the project."

I thought good schools increased an area's value and was good for a community?

No wonder this town I live in is such a dump!!!!
