ESCONDIDO, Calif. - President Bush had a message Thursday for Southern Californians weary and frightened from five days of wildfires:

Bush declared in an eerie echo of what he once told Hurricane Katrina victims:

"We're not going to forget you in Washington, D.C..''

On a damage-survey trip haunted at every turn by the ongoing Katrina crisis, Bush saw by air and on foot the result of fires that have raced through canyons and neighborhoods since Sunday. The blazes have killed at least three people, sent hundreds of thousands fleeing their homes and burned nearly half a million acres.

Four burned bodies were found yesterday in an apparent migrant camp burned by one of the wildfires. If the fire was responsible for the deaths -- which authorities said was not immediately certain -- it would raise the death toll from the fires to seven.

The four victims, tentatively identified as three men and one woman, were found in the woods near Barret Junction, east of San Diego.

The president said near the end of his quick, four-hour visit:

"We've got a big problem out here. We want the people to know there's a better day ahead - that today your life may look dismal, but tomorrow life's going to be better. And to the extent that the federal government can help you, we want to do so.''

California Gov. Arnold Schwarzenegger, Bush's tour guide for the day:

Before leaving Washington, Bush said he aimed to bring assurances of federal help, comfort for those who have lost lives, homes and possessions, and thanks to overworked firefighters.

Agents from the FBI and the Alcohol. Tobacco, Firearms and Explosives were sent to help investigate the Orange County fire, which is suspected to be arson. Authorities said a smaller, more recent fire in Riverside County is also linked to arson.

Yeah, now BLAME SOMEONE and SCAPEGOAT them o the American public will get all hopping mad and lynch the guy!

They are just starting to investigate?

This stinks of an after-the-fact cover-up.

The fires could have been anything, natural or man-made, accident or intentional.

Two men, in San Bernardino and Los Angeles counties, have been arrested this week after police allege they started small fires.

Yeah, pick up somebody, ANYBODY!


Police shot and killed a man who fled Tuesday night when officers approached to seee if he might be trying to set a fire in San Bernardino. The man, whose name was not released, had led police an a chase then backed his car into a police cruiser, the police said.

Funky fucking tales, hey!


Greeted immediately upon landing in California with the smell of smoke, the president's first views of the devastation came via helicopter. Masks and small, wet towels were distributed to the presidential entourage to help cope with smoky conditions. A white film covered the sky and, as the choppers drew closer to San Diego, Bush saw homes that had been reduced to piles of sticks.

Bush then got a closer look.

In San Diego's hard-hit community of Rancho Bernardo, Bush stepped through rubble on a street of Mediterranean-style homes, where houses that remained unscathed were interspersed with what amounted to mere shells of the American dream. He stood with Jay and Kendra Jeffcoat near where a single spiral staircase rested amid rubble that used to be their home and where their burnt-out car had melted into the scorched earth.

The president said, his arm draped around Mrs. Jeffcoat:

"Those of us who are here in government, our hearts are right here with the Jeffcoats."

Kinda had it with the false empathy, I'll tell ya!

Holding her small brown dog on a leash, she fought back tears and Bush kissed her on the head. He shook hands at a makeshift disaster assistance center where government agencies and private companies are providing help to residents.

From there, the president's motorcade passed charred hillsides on the way north to Escondido, where he assessed that area's damage and addressed the public and about 200 tired-looking firefighters.

Bush: "We can't thank people enough for putting their lives at risk to help a neighbor.''

Memories lingered of Washington's slow response to Katrina over two years ago, and how it damaged Bush's standing. As the first natural disaster to begin to approach the scale of the Gulf Coast storm, the fires represent a tough test for the administration.

Katrina, however, affected a far larger geographic area, knocked out all communications and most key infrastructure, and impacted a relatively poorer population and much less-prepared states.

With the White House determined to convey a picture of a speedy and effective performance this time around, Bush was asked to compare the two:

"There's all kinds of time for historians to compare this response to that response.''

Later, in Escondido, Schwarzenegger was more effusive:

"I want to thank the president for coming out here today and being such a tremendous partner, such a great help, having done everything that needs to be done.''

"At one point, Governor Schwarzenegger cut off Shipman's pleas for negative assessments of the effort by grabbing her arm. Anyone that is complaining about the planes, just wants to complain because it's a bunch of nonsense."

Bush returned the praise for his fellow Republican:

"It makes a significant difference when you have somebody in the statehouse willing to take the lead."

It wasn't clear whether this was a subtle swipe at the Democratic governor of Louisiana, Kathleen Blanco, with whom the White House has traded blame for the problems after Katrina, which continue today with spotty rebuilding and recovery.

Indeed, much of Bush's stay in California offered reminders of Katrina, with some of his rhetoric even remarkably similar.

For instance, Thursday's "we're not going to forget you'' promise echoed what Bush said in New Orleans as he ended his first day in the hurricane zone on Sept. 2, 2005: "I'm not going to forget what I've seen,'' he said then. And Bush's "better day ahead'' consolation in California recalled lofty words from his speech in New Orleans' Jackson Square on Sept. 15, 2005.

Interior Secretary Dirk Kempthorne said during a daily, multi-agency videoconference that he is worried about overextended firefighters but pleased with the federal government's overall performance this time, including the pre-positioning of people and supplies:

"It could have been worse if they had not taken some of these steps.''

About 1,975 federal firefighting personnel and 57 aircraft are helping the effort in California, according to the Interior Department.

Fran Townsend, Bush's White House-based homeland security adviser:

"This is not the end of federal assistance. It's just the beginning.''

Arnold Schwarzenegger, also a Republican, visited the charred remains of neighborhoods, met distraught residents and exhausted fire crews and viewed fires that continue to burn throughout the region. By Thursday, the fires had destroyed 1,800 homes, injured 57 people and burned a half-million acres, a little more than twice the size of New York City.

The president pointedly praised Mr. Schwarzenegger’s handling of the country’s biggest disaster since Hurricane Katrina two years ago, making veiled comparisons to local relief efforts at that time in Louisiana.

Bush, at a news conference, in an apparent dig at the Louisiana governor, Kathleen Babineaux Blanco, a Democrat, also assured California residents:

It makes a big difference when you have someone in the statehouse willing to take the lead. We’re not going to forget you in Washington, D.C.

With most of the fires no longer posing a significant threat, fire officials were stepping up efforts to determine how much of the blame for the devastation fell on nature and how much on arsonists.

In Orange County, where the authorities have already determined that a large fire north of Mission Viejo was intentionally set, investigators have begun to interview people about possible suspects. On Thursday they closed canyon roads and searched the rubble for clues.

The fire there, which is still burning, has consumed 20,000 acres and nine houses. On Wednesday, F.B.I. agents descended on Santiago Canyon Road, near Irvine, to gather evidence, which was sent to a laboratory to be analyzed.

Like I'll believe anything they say!


Chip Prather, the Orange County fire authority chief at a news conference in Irvine, said the evidence at the scene, which he would not discuss further, suggested arson:

We desperately want to catch the person or persons that did this.”

Why not discuss it, desperate liar?


A separate fire, to the east in Riverside County, was also found to be intentional. At least two people, in San Bernardino and Los Angeles Counties, have been arrested on suspicion of arson.

The scale and ferocity of the fires almost certainly stemmed from a trajectory familiar to firefighters, fire investigation experts said.

Typically, fires created by human error, lightning or a downed power line create large embers that can fly as far as a mile away with the force of the Santa Ana winds behind them, setting off new blazes. Early indications point to downed power lines as the culprit in a fire in Malibu and possibly two others.

Yeah and as dry as it is, a spark from a lawn-mower can get out of control, or so I heard!

Arsonists begin copying them, investigators said, aided by wind, miles of drought-created tinder and the steep hills that are prevalent throughout the state, which make for far better fire-spreading conditions than flat land.

Harold Schaitberger, general president of the International Association of Firefighters:

It’s not by accident that you get 17 or 18 fires going at the same time. There is no question you then get serial artist copycats out to create the next and larger event.”

The history of wildfires in California has proved the point over and over.

Last year, arson and murder charges were filed against a 36-year-old man in connection with a wildfire that killed five Forest Service firefighters 90 miles east of Los Angeles. The authorities said they were investigating whether the man arrested in that fire had been involved with scores of other fires in the region over a number of years.

In 2003, arson was behind some of 15 fires that roared across six California counties, killing 22 people. In 1993, four people were killed in roughly 20 fires, half of which were found to stem from arson.

Investigators begin to suspect arson when they discover multiple points of origin in a fire — as was the case in the fire now burning in Orange County, the authorities say — and other physical evidence.

Charles P. Ewing, a forensic psychologist and law professor at the State University of New York in Buffalo, said the fires were sure to catch the attention of people inclined to arson:

They are likely the ones following the fires very closely. Then, it’s not uncommon for arsonists to engage in copycat activity or to piggyback on a naturally occurring fire.”

Arson experts said juveniles, who are believed to be behind about half of intentional fires, are often curious about fire but do not intend to cause cataclysmic harm. Adults’ motivations are more complex.

Mr. Ewing: "[Sometimes] arsonists actually derive sexual pleasure from committing the act, [while others are seeking attention and may participate in extinguishing the very fires they light]."

Two other features of California — its border with Mexico and the proclivity of its residents to live along remote canyons and hilltops — contribute to the excessive fire danger

While firefighters had the upper hand on most of them by Thursday, the fire in Orange County, which flared up late Wednesday night, and one burning near Lake Arrowhead were the biggest challenges. Elsewhere around Southern California, residents began to regroup, returning to homes that had been spared or taking in the heartbreaking spectacle of what used to be. In Qualcomm Stadium, in San Diego, the main way station for evacuees, officials estimated that fewer than 1,000 people remained.

Sergeant Radovich of the San Diego Sheriff’s Department said the bodies of the four Mexican immigrants had been found in a canyon area by a patrol:

It is more than likely they were overwhelmed by the fire.”

The bodies were found in an area where people frequently pass after crossing the border illegally, he said. Officials have told firefighters to be on the lookout for bodies because the fire moved with great speed through that area and the terrain is perilous, making escape difficult."

Randy and Aimee Powers returned to this mountain community in San Diego County on Friday to find their home without electricity or water, after fire trucks drained the town's reservoir.

Residents of 10,000 Ramona homes who called the water department when they found their water turned off were greeted by a recorded phone message that said:

"We are in extreme water crisis situation. No water use is allowed."

Thousands of people continued returning to their neighborhoods as shelters across Southern California began shutting down. While the danger had eased considerably since the weekend, numerous fires were still burning out of control, and one in Orange County triggered renewed efforts to evacuate residents Friday.

WTF? The place is still burning? but everything is getting back to normal?

In San Diego County, the area hardest hit, only one of five major fires was more than 50 percent contained. In the Lake Arrowhead mountain resort area of San Bernardino County, one of two fires that have destroyed more than 300 homes was 70 percent contained, while the other was only 15 percent contained. A blaze in Orange County that blackened 26,000 acres and destroyed 14 homes near Irvine was 30 percent contained, but it was sending up a massive plume of smoke at late afternoon.

The activity of the blaze led officials to try to enforce an existing mandatory evacuation order that was ignored by some residents of isolated Silverado Canyon, said Lynnette Round, an Orange County Fire Authority spokeswoman.

Authorities believe the blaze was deliberately set and asked for help finding a white Ford F-150 seen in the area where the fire started.

In all, more than a dozen fires had raced across more than 490,000 acres or 765 square miles by Friday. At least three people and possibly seven have been killed by flames. Seven others died of various causes after being evacuated.

About 1,800 homes have been destroyed, and damage has been put at more than $1 billion in San Diego County alone. Across Southern California, 60 firefighters and about 30 civilians have been injured.

One of five people who have been arrested on arson charges since the wildfires broke out pleaded not guilty Friday. Police said witnesses spotted Catalino Pineda, 41, starting a fire Wednesday on a San Fernando Valley hillside. He is not linked to one of the major blazes.

Powers headed for a Ramona park where a water distribution center was manned by the National Guard.

Brad Fisher of the Ramona Community Emergency Response Team:

"We can't flush the toilets and we've opened up the floodgates and are letting everyone back. I'm not sure if that's a good thing. There's a real pioneer mentality."

About 12,600 San Diego Gas and Electric customers remained without power Friday and 675 were without natural gas, said utility spokeswoman April Bolduc. The outages were mainly in hard-hit areas like Ramona, Rancho Bernardo, Fallbrook, Rancho San Diego and El Cajon.

Pollution control authorities across Southern California warned that smoke and ash are making the air dangerous. People with heart or respiratory disease, the elderly and children in those areas were urged to remain indoors.

Some people, like Robert Sanders of Rancho Bernardo, had no homes to return to. The 56-year-old photographer came back to find his house reduced to a smoldering pile of rubble. The fire-resistant box he kept his transparencies in was intact, but its contents were melted.

Sanders: "I've lost my history. All the work I've done for the past 30 years, it's all destroyed."

By noon, the neighborhood was bustling with people digging through the debris with rakes and shovels, trying to find something that had survived the inferno.

At a news conference, Gov. Arnold Schwarzenegger acknowledged it would take time to recover.

Just yesterday he was crowing? WTF?


Schwarzenegger, as he announced several relief measures:

"It won't be overnight, and it won't be easy, but we won't let up until Southern California gets back to normal."

Until things return to normal, Renee Miller, seven months pregnant, was making do with one of dozens of portable toilets set up around Ramona. Her children, ages 8, 5 and 3, had not had showers in four days, she said, but she was swabbing them with antiseptic hand gel found at hand-washing stations.

Firefighters continued to battle dangerous blazes in many areas, including one that crested San Diego County's 5,500-foot Palomar Mountain, site of the world-famous Palomar Observatory. Crews cleared brush and set backfires Friday to halt the flames' advance.

The observatory, operated by the California Institute of Technology and home to the world's largest telescope when it was dedicated in 1948, did not appear to be in immediate danger, said observatory spokesman Scott Kardel.

To the southeast, a fire that had already destroyed more than 1,000 homes churned its way toward Julian."

SAN DIEGO, Oct. 26 — With the discovery of four charred bodies in an area of heavy illegal immigration, concern is growing that others may not have survived.

Immigrants from south of the border, many illegal, provide the backbone of menial labor in San Diego, picking fruit, cleaning hotel rooms, sweeping walks and mowing lawns.

The wildfires, one of the biggest disasters to strike the county, exposed their often-invisible existence in ways that were sometimes deadly.

The four bodies were found in a burned area in southeastern San Diego County, a region known for intense illegal immigration. It is near Tecate, where a chain securing an evacuated border crossing was cut and people were seen flowing into the United States until the Border Patrol arrived, said Michael J. Fisher, the chief patrol agent in San Diego.

As firefighting continued on Friday, makeshift camps for immigrants in the northern part of the county stood largely abandoned. Some immigrants were said to be hiding in even more remote terrain. Others sought help from churches.

If they have camp grounds, then why the trouble rounding them up?

There were Mercedeses and Jaguars pulling out, people evacuating, and the migrants were still working. It’s outrageous.”

Some of the illegal workers who sought help from the authorities were arrested and deported. Opponents of illegal immigration, including civilian border watch groups, seized on news that immigrants had been detained at the Qualcomm Stadium evacuation center as evidence of trouble that illegal immigrants cause.

The Border Patrol also arrested scores of illegal immigrants made visible by the fires. Agent Fisher of the Border Patrol said 100 had been arrested since the fires started Sunday.

He said that the agency never abandoned enforcing the border and that agents helped with removals and rescues. Fire blocked some access points to border areas, but Agent Fisher said, “We were very conscious in making sure our border security mission was met.”

Two men, one in San Diego County and the other in Los Angeles, who were arrested on arson charges, accused of setting small fires this week, are believed to be deportable, a federal immigration official said.

The San Diego police detained people suspected of stealing at Qualcomm Stadium. Six were handed over to the immigration authorities when it became apparent that they might be in the United States illegally.

The Border Patrol said the six, and at the group’s request, an American juvenile with them, were returned to Mexico.

The American Civil Liberties Union said it had received reports that people had been denied help at shelters because they lacked proper identification. Officials have been checking identification to prevent people not affected by the fires from taking advantage of the free food, clothes and other services.

Yeah, God help you guys if you ever gave food away to just anybody!

The concerns of the rights group drew a rebuke from Representative Brian P. Bilbray, a Republican who represents areas along the border:

People are dying because we can’t control our border. That’s what they should be screaming about. Anyone who knows the land and the illegal activity in that rugged terrain knows there was no way we would avoid deaths in this.”

He's right, but he'll be attacked for it!

Wayne A. Cornelius, a political scientist at the University of California, San Diego, who studies border questions, said that if the past was a guide there would be more friction over the fires and their effects on illegal immigrants:

San Diego likes its illegal migrants as invisible as possible, so whenever something happens that calls attention to their presence, it is fodder for the local anti-immigration forces.”

In one sign of cooperation, a Mexican firefighting team from Baja California helped American firefighters with a major blaze along the border early in the week.

LOS ANGELES, Oct. 26 — Small fires began, larger fires inched closer to containment, and a handful of the more than 20 blazes that have burned across Southern California for six days remained serious threats on Friday.

In Orange County, a blaze that officials call the Santiago fire continued to burn fiercely. Its eastern perimeter was out of control and threatened communications equipment and was moving toward 750 houses.

By late Friday afternoon, the blaze raged toward a residential five-mile canyon as firefighters frantically sprayed fire-resistant gel on houses there.

The Orange County Fire Authority increased its reward offer, to $285,000 from $100,000, for tips leading to the arrest for what authorities say was an arsonist or a group of arsonists responsible for the devastating fire.

They can toss money around (and let the fires burn), but they got nothing for services for the American people!

In San Bernardino County, the so-called Slide fire had burned 13,378 acres by Friday and was 15 percent contained by late afternoon, with 10,000 houses still threatened and many mandatory evacuations still in place.

Firefighters in San Diego County, where some of the worst damage occurred, continued to wrestle down fires.

The most ferocious in terms of damage, the Witch fire, which has consumed 1,061 houses, continued to burn strongly, with winds remaining unpredictable on Friday afternoon.

The Harris fire, raging near the Mexican border, was also far from containment.

But there were signs of progress in San Diego County. A fire that erupted this week at Camp Pendleton, burning 20,000 acres, was close to containment.

By Friday afternoon, the myriad fires that began on Sunday with a blaze in Malibu and quickly spread through the region had killed seven people, including four illegal immigrants who the authorities theorize were trying to cross the border; burned 475,000 acres; destroyed 1,875 structures; and injured scores of people, including several firefighters. At one point, a half million residents were forced to leave their houses.

Californians continued to make their way back to charred neighborhoods, salvaging what they could and coming to terms in hundreds of cases with vast swaths of nothingness.

Air quality remained poor, and health officials advised people with heart disease and respiratory diseases, including asthma, as well as the elderly and children to avoid outdoor activities.
