"Israel Restricts Gaza Crossing as Firing Persists" by ISABEL KERSHNER
JERUSALEM, Oct. 28 — Israeli officials said Sunday that Israel had begun reducing fuel supplies to the Gaza Strip and had closed one of the two crossings through which food, medicine and other supplies pass into the area in line with a recent government decision to impose sanctions.
Shlomo Dror, a spokesman for the Coordinator of Activities in the Territories, the Israeli agency that oversees supplies to Gaza, said the plan was to reduce the amount of fuel by 5 percent to 11 percent. He said that the industrial fuel needed to operate the Gaza power plant would not be affected, but that cuts would be made in the supply of benzene, which is mostly for private use, and diesel, mostly used for public transportation and service vehicles such as ambulances.
Mr. Dror said the Sufa crossing to the north had been closed, leaving the Kerem Shalom crossing in the south as the only point of entry for goods. The main commercial crossing on the Gaza-Israel border, Karni, has been closed since June. The Rafah crossing on the Gaza-Egypt border has also been closed since June.

With only Kerem Shalom functioning, the number of trucks of food and other goods entering Gaza will be reduced to roughly 55 trucks a day from 100 to 120.
Mr. Dror suggested that the electricity cuts would be symbolic:
“We will allow in the minimum amount of food and medicines necessary to avoid a humanitarian crisis. We are talking about cutting 1 percent of the supply for 15 minutes at a time.”
The statement is galling because it ALREADY IS a CRISIS!!!

Mahmoud Zaha a Hamas leader In Gaza, said Hamas would work on its own plan:

Mojahed Salama, who leads the Palestinian Authority’s petroleum agency in Gaza, told news agencies that Sunday’s fuel imports showed a 40 percent to 50 percent cut in diesel and benzene supplies, and a 12 percent cut in fuel for Gaza’s power plant.
Mr. Salama told Reuters:
“We sent the supplying company the same daily requests, but they said they were sorry and that because of the new imposed sanctions, they could only send us a reduced quantity.”

A spokesman for Dor Alon, the Israeli energy company that serves Gaza, said that it had “received instructions” from the Israeli Defense Ministry and that it was “acting according” to them. Mr. Dror said the amount of fuel entering Gaza would be measured over a week, not on a daily basis, so that if the full amount of benzene entered one day, less would enter the next day.

Shadi Yassin, a spokesman for the Israeli Coordination and Liaison Administration at the Gaza crossings, said that fuel for ambulances and other emergency services would be allowed in as necessary, and that care would be taken to maintain energy supplies to Gaza hospitals.

Hamas said it was not launching rockets at Israel, but acknowledged firing mortar shells at Israeli military positions, usually in response to Israeli actions. Most of the rockets are being fired at Israel by smaller groups like Islamic Jihad and the Popular Resistance Committees.

GAZA CITY - Israel began cutting vital fuel shipments to the Gaza Strip yesterday, following through on a promise to step up pressure on the territory.
Dor Alon, the Israeli energy company that sells fuel to Gaza, confirmed it received instructions from the Israeli Defense Ministry to reduce shipments.
The Israeli Defense Ministry said in a statement yesterday that the Sufa crossing between Gaza and Israel has been closed. That crossing is used for transporting cargo in and out of Gaza. Its closing leaves only a smaller cargo crossing in operation.
Israel says it holds the violent Islamic Hamas, which seized control of Gaza in June, responsible for the continued rocket fire. Smaller militant groups have carried out most of the rocket attacks, with Hamas militants firing mortars at border crossings. But Hamas has done nothing to stop the rocket fire.

The fuel cut drew harsh condemnation from Palestinians in Gaza, which relies on Israel for all its fuel and more than half its electricity.
Ahmed Ali, deputy director of Gaza's Petroleum Authority, which distributes Israeli fuel shipments to private Palestinian companies:
"This is a serious warning to the people of the Gaza Strip. Their lives are now in danger. The hospitals, water pumping station, and sewage will now be affected by the lack of fuel."
Ali said daily fuel shipments yesterday were more than 30 percent below normal. He said Israel delivered 52,835 gallons of diesel fuel, compared to the typical 92,500 gallons on a normal day, and 23,775 gallons of gasoline, instead of the regular supply of 40,000 gallons.
He said Gaza keeps about four days of fuel reserves.
Truck drivers at Gaza's main fuel depot complained that they were unable to fill their tanks yesterday, and some drivers said they were turned away altogether.
Israel has also threatened to reduce electricity supplies to Gaza, but has not done so. The fuel crunch is expected to hit the impoverished territory harder than planned cuts in electricity, because the area already suffers frequent power outages. Fuel from Israel also powers Gaza's only electric plant, which provides a quarter of the territory's electricity.
Israel has severely restricted trade with Gaza, shutting down most of the territory's industry, and conducts frequent air strikes and small ground operations against militants.

In what appeared to be an attempt to head off criticism, Matan Vilnai, Israel's deputy defense minister, insisted the cutoff is not a response to the rocket fire, but the latest step by Israel to "disengage" from Gaza.

"This is the continuation of our disengagement since the troops pulled out."
