XINTAI, China, Aug. 18 (Reuters) — A day after a rain-swollen river burst a levee and flooded nearby coal mines, officials Saturday said that more than 180 were trapped and that there was little chance of rescuing them.

The official Xinhua news agency said that 584 miners had escaped after the state-run Huayuan Mining Corporation mine in Shandong Province flooded, but that attempts to reach 172 others were hampered by continued flooding. Nine other miners were trapped in the Minggong mine nearby, Xinhua said.

The trapped miners had only a “slim chance” of survival, Wang Ziqi, director of the Shandong coal mine safety administration, told Xinhua. State television later reported that President Hu Jintao and Premier Wen Jiabao had urged local officials to spare no effort to reach the trapped miners.

The scene of weary emergency workers and anxious relatives mirrored one in the United States, which has a far cleaner safety record but where three people have died trying to save six miners from a Utah coal mine.

Mining is risky worldwide, but China’s coal industry is deadlier than any other country’s, with about 2,163 coal miners killed in 1,320 accidents in the first seven months of the year. Even in a country where mining accidents happen nearly daily, the scale of this latest accident stood out.

More than eight inches of rain had fallen in Xintai, about 300 miles southeast of Beijing, since Thursday, causing a 160-foot levee breach on the Wen River. Water poured into the 2,800-foot-deep pit at the Huayuan mine, quickly overwhelming pumps.

It was not known at what level most of the miners were trapped, but 14 were about 100 feet underground, according to Xinhua. By evening, about 2,000 soldiers, police officers and miners had closed a long section of the breached levee, Xinhua said. State television showed soldiers pushing abandoned trucks, trees, rocks, sand bags and other materials into the river to restore the levee."
