KANDAHAR, Afghanistan, May 16 — NATO soldiers driving through this southern city shot and wounded five civilians late Tuesday, local residents and police officials said Wednesday. The spokeswoman for the NATO forces, Lt. Col. Angela Billings, said, though, that they had no information that such shootings had occurred.

The incident comes amid heightened concern about the high number of civilian casualties in Afghanistan, as NATO and American troops battle a widespread insurgency across southern and eastern Afghanistan. There are almost daily reports of clashes with insurgents and airstrikes on suspected insurgent positions that have reportedly killed civilians, as well as shootings of civilians on the roads and at checkpoints.

Kandahar’s police chief, Esmatullah Alizai, and a doctor at a hospital here confirmed that five people were wounded in the incident and said NATO soldiers were responsible for the shooting. Residents said three people had been shot in the center of town, and two more in the area near the hospital, a mile away, as a military convoy moved through the town.
A 15-year-old student, Qudrat Shah, one of the wounded, lay in a hospital, shot through the thigh. He said a patrol of three military vehicles was driving past when the soldiers opened fire.
Mr. Shah, referring to NATO’s International Security Assistance Force, said he also saw three other people who were shot, including a 10-year-old boy who was shot in the air:
“My brother and I were walking home and I.S.A.F. shot me in the thigh. The I.S.A.F. convoy was passing through, and I was walking on foot with my brother. I was not on the road, I was far from the road.”
Halim Shah, Qudrat’s father, who is a shopkeeper:
“This is not fair, there was not any suicide attack on them at that time, nothing happened to them, but they intentionally shot the citizens.”

Afghan officials also said Wednesday that three Taliban commanders, who were among the five released from detention in exchange for an Italian journalist kidnapped in March, were killed earlier this week along with the top Taliban operational commander, Mullah Dadullah, Agence France-Presse reported.
One was Mullah Shah Mansoor, a brother of Mullah Dadullah, and the others were Mullah Hamdullah and Mullah Ghaffar, an Afghan intelligence official told the news agency.
I consider them all MURDERS since these people NEVER DID ANYTHING TO US!!

A coalition of 16 of the world’s biggest cities, five banks, one former president and companies and groups that modernize aging buildings on Wednesday pledged investments of billions of dollars to cut urban energy use and releases of heat-trapping gases linked to global warming.

The first step under the Clinton foundation’s retrofitting project will be energy audits of older municipal buildings, identifying systems or structures that could be replaced....

The financing of the upgrades is being designed by the Clinton Climate Initiative, set up by the foundation and Hannon Armstrong, a company specializing in arranging such investments, along with the participating banks, Citigroup, UBS, Deutsche Bank, ABN Amro and JPMorgan Chase & Company.
The upgrades would be done by four international energy-services companies that are already seeing a booming business in these types of conversions. They would guarantee a certain level of energy and monetary savings for particular projects under the plan.
The influx of capital from the new project could potentially double global business in such energy upgrades, which is several billion dollars a year now, bankers and business representatives said....

WASHINGTON, May 16 — Scientists working with the Defense Department have found evidence that a low-level exposure to sarin nerve gas — the kind experienced by more than 100,000 American troops in the Persian Gulf war of 1991 — could have caused lasting brain deficits in former service members....
The new report is likely to revive the long-debated question of why so many troops returned from that war with unexplained physical problems. Many in the scientific community have questioned whether the so-called gulf war illnesses have a physiological basis, and far more research will have to be done before it is known whether those illnesses can be traced to exposure to sarin. The long-term effects of sarin on the brain are still not well understood....
In March 1991, a few days after the end of the gulf war, American soldiers exploded two large caches of ammunition and missiles in Khamisiyah, Iraq. Some of the missiles contained the dangerous nerve gases sarin and cyclosarin. Based on wind patterns and the size of the plume, the Department of Defense has estimated that more than 100,000 American troops may have been exposed to at least small amounts of the gases.
When the roughly 700,000 deployed troops returned home, about one in seven began experiencing a mysterious set of ailments, often called gulf war illnesses, with problems including persistent fatigue, chronic headaches, joint pain and nausea....
For more than five years after the explosions at Khamisiyah, the Pentagon denied that any American military personnel had been exposed to nerve gas. Confronted by new evidence in 1996 and 1997, it acknowledged that up to 100,000 troops might have been in the path of the plume and exposed to low-level doses that produced no immediate effect. In 2002, it released a report saying the exposures had been too low to have caused a long-term adverse effect on health....

The new research, the senators wrote, finally provides “comfort to the thousands of gulf war veterans who have fought for answers and now know that there is a ‘significant association’ between gulf war illnesses and nerve agent exposure in Khamisiyah, Iraq, in 1991.”
The Pentagon has not decided whether to inform veterans about the possibility of a link between exposure and brain damage...."
