ISLAMABAD, Pakistan - Preelection violence flared yesterday when a suicide bomber blew himself up at a campaign rally in northwest Pakistan, killing at least 25 people and injuring about 50 others, authorities said.

Pakistan has been braced for turmoil in advance of Feb. 18 parliamentary elections. Although violence mainly has been scattered and small-scale, officials feared that the bombing in Charsadda in North West Frontier province could be a harbinger of deadlier attacks as the campaign draws to a close.

The bombing in Charsadda came hours after police battled hundreds of lawyers and other civil activists in one of the largest clashes of its kind in the capital, Islamabad. "The threat is going up - we're both concerned about that," Mullen said after a series of meetings with senior Pakistani military officials, including the new army chief, General Pervez Kiani.

In a written assessment to Congress last week, Admiral Mullen said he believed the next terrorist attack on the United States would probably be started by Qaeda terrorists operating from the Pakistani tribal areas."

There was no immediate claim of responsibility for yesterday's bombing, but militant groups based in Pakistan's tribal lands have threatened all political parties in North West Frontier Province.

The suicide attack targeted a gathering of the Awami National Party, a secular group representing ethnic Pashtuns.

Last week, unidentified assailants in the southern port city of Karachi shot and killed a senior leader of the party, triggering riots by the party's supporters.

Charsadda, which is near the tribal areas, has been the scene of several bloody attacks in recent months. In December, more than 50 people were killed when a suicide bomber blew himself up inside a mosque at the start of a major Muslim festival.

Fear of violence has put a damper on campaign activity, but Benazir Bhutto's party yesterday held its first large-scale rally since she was assassinated Dec. 27.

Her widowed husband, Asif Ali Zardari, who has assumed leadership of the Pakistan Peoples Party, told a crowd estimated in the tens of thousands that he wanted to carry on his wife's legacy.

"This is our country and we have to save it," Zardari told the crowd that packed a sports stadium in Thatta, in Bhutto's home Sindh Province.

Before her death, Bhutto's party had been expected to perform strongly in the parliamentary elections. But many Pakistanis mistrust Zardari because of large-scale corruption attributed to him during Bhutto's previous terms as prime minister.

Bhutto's party had suspended its campaigning for the traditional 40 days of mourning after her death.

Zardari said his wife had been murdered by an establishment that she wanted to change.

"That is why they were against us," Zardari said. "If they try to stop me, I will destroy them and I hope you people will support me."

The government has rejected allegations that intelligence agents or members of the ruling party allied to Musharraf plotted to kill Bhutto.

And the MSM has done its job by covering it up and asking no questions!

The Peoples Party is widely expected to benefit from a sympathy vote. But it remains unclear whether Zardari can unite the party and dispel public doubts over allegations that he pilfered government funds and demanded kickbacks during Bhutto's two administrations in the late 1980s and 1990s.

After his talks with Pakistan military officials, Mullen said he was even more convinced "that the border regions are very, very tough" and that Pakistani forces "are making very real sacrifices in this war."

Mullen also said he believed that Pakistan's military had secured the country's nuclear arsenal.

"I'm very comfortable that nuclear weapons are secure and that proper procedures are in place," he said. "And I'm not concerned that they are going to fall into the hands of any terrorists."

Mullen arrived in Pakistan on Friday for a three-day visit, his first since becoming chairman of the Joint Chiefs last year. He will travel to the city of Peshawar today to meet with commanders of the Pakistani 11 Corps, which is fighting in the border area."
