NEW YORK - A New York Police Department helicopter with an ultrasensitive radiation detector affixed to its tail whipped through the sky over Lower Manhattan last month, hunting block by block through Wall Street for a black sport utility vehicle containing the components of a homemade radiological "dirty bomb."

The 30-minute training exercise failed to detect a deliberately planted chunk of radioactive cesium-137, a material that - if dispersed by an explosive - could paralyze the nation's financial nerve center. With time running short, police operators blamed technical glitches, and the pilot turned back to a landing pad.

The test sweep, which followed a secret, concerted search for radioactive materials in Manhattan by hundreds of local, state, and federal officers before the city's New Year's Eve celebration, underscores the government's determination to prove this year that it can detect and disrupt nuclear threats to major cities.

And why the need to prove this "THIS YEAR?"

At an estimated cost of $90 million, the Securing the Cities program absorbs a small fraction of the Bush administration's overall national security and counter-proliferation expenditures.

But critics have questioned its value, noting its rapid growth in the absence of a specific threat of urban nuclear terrorism, as well as the program's technical challenges and operational limitations.

Senate appropriators warned in a report last year that the aims of the program may be technologically unfeasible. The attempt to create a detection system in New York as a model for other cities is based on assumptions "that run counter to current intelligence in this threat arena, and has no measure of success, nor an end point," they said.

Michael A. Levi, a Council on Foreign Relations scholar and the author of "On Nuclear Terrorism," said the Securing the Cities program may be useful but its backers should be more open about its goals and limits. He also worries too much is being spent on technology and not enough on coordination.

But AT LEAST it is BEING SPENT, huh?

Supporters say that however slight the odds, the risk of a nuclear-related attack on New York or another US city exists.

And such an attack's consequences on the nation's economy, society, and psyche would be too extreme to neglect a goal-line defense, they say.

Securing the Cities may not be perfect, but it will evolve, "and the only way to evolve it over time is to test it," said Jonah J. Czerwinski, an IBM homeland security consultant who pushed for its creation. The United States spends $11 billion on missile defense each year, so "it seems lopsided to . . . not spend $40 million on programs like this."

Vayl S. Oxford, director of the Department of Homeland Security's Domestic Nuclear Detection Office, which directs the program, said his office hopes to complete in the next year a cost-benefit analysis of the New York effort.

"We don't want to wait until someone has attacked a city with a nuclear weapon or dirty bomb and wait to figure that out," Oxford said. "Together with the high risk New York always faces, we feel this is a prudent step to help secure that city, as well as to determine, 'Does this model work?' "

To New York leaders, the dirty bomb threat is real. Before New Year's Day in 2004, the US government dispatched scores of nuclear scientists with covert detection gear to scour five major cities, including New York, for radiation. They acted after receiving intelligence intercepts of Al Qaeda operatives discussing an unspecified attack.

"We have to take it seriously - because New York is at the top of Al Qaeda's target list," said Richard A. Falkenrath, NYPD's deputy commissioner for counterterrorism and a former federal homeland security aide.

Homeland Security, New York police, the Port Authority of New York and New Jersey, and officials from three states and 91 localities have responded by forging a partnership that participants and outside analysts have praised. More than 1,400 local officers have been trained in radiation detection operations, and basic, hand-held radiation detectors have been distributed to thousands of officers and other officials.

A half-dozen $500,000 trucks with detectors capable of distinguishing different radioactive materials are also in use in Manhattan.

Among other issues, independent analysts warn that existing detectors are more effective in finding unshielded nuclear devices than they are at finding improvised nuclear bombs with lead-shielded, weapons-grade uranium, which would emit a much smaller radiation signal."

WASHINGTON - After a US airstrike leveled a small compound in Pakistan's lawless tribal regions in January 2006, President Pervez Musharraf and his intelligence officials announced that several senior Al Qaeda operatives had been killed, and that the top prize was an elusive Egyptian who was believed to be one of the network's top explosives specialists as well as a senior researcher and instructor in chemical weapons.

But current and former US intelligence officials now believe that the Egyptian, Abu Khabab Masri, is alive and well - and is in charge of resurrecting Al Qaeda's program to develop or obtain weapons of mass destruction.

Given the problems with past US intelligence assessments of weapons of mass destruction, officials are careful not to overstate Al Qaeda's capabilities, and they emphasize that there is much they don't know because of the difficulty in getting information out of the mountainous area of Pakistan.

"Underwater surveillance device to monitor Port of N.H."

PORTSMOUTH, N.H. - A surveillance system will be installed in the Piscataqua River this summer to protect the Port of New Hampshire from terrorist attacks.

Pfffftttt!

The system will include sonar equipment and a remotely operated underwater robotic camera called the Sea Otter that will allow authorities to check potential threats to the bridges that connect New Hampshire and Maine.

The camera will also let authorities check the hulls of incoming ships.

The system was developed by Sonatech Corp. of Bedford and has been tested at several other ports.

"Right now, there's nothing - nowhere, nobody, no how - looking under the water of the Piscataqua River," said Geno Marconi, director of the New Hampshire Division of Ports and Harbors.

"What it will do is give us another tool for our toolbox for homeland security."

Sonar detectors will be placed on either side of the Sarah Long Bridge and in other locations to scan near the Interstate 95 and Memorial bridges.

If potential threats are detected, a signal will be sent to law enforcement agencies, said Deputy Harbormaster Grant Nicholls. Authorities would then use a new 30-foot speed boat to take the camera to where the threat was detected.

Harvey Woodsum, president of Sonatech Corp., said the Coast Guard and Navy will test the new equipment in June.

Officials are also talking with the Portsmouth Naval Shipyard to see if the federal government wants to use the equipment to monitor underwater activity near the shipyard.

Woodsum said Portsmouth was chosen as a test site more than a year ago.

Though some critics have questioned the need for such technology, Woodsum said terrorists are close to having the ability to use divers to attach bombs to ship hulls and bridges.

"We have bridges that can be attacked and sunk [in] the harbor, which would basically stop all traffic," between New Hampshire and Maine, he said.

Nicholls agreed.

"I think it pays to be prepared, whether we're operating in the Port of Portsmouth or the Port of Los Angeles," he said."
