WASHINGTON - In the nation's first-ever $3 trillion budget, President Bush seeks to seal his legacy of promoting a strong defense to fight terrorism and promoting tax cuts to spur the economy. Democrats, who control Congress, are pledging fierce opposition to Bush's final spending plan, perhaps even until the next president takes office.

The 2009 spending plan being sent to Congress today will project huge budget deficits, about $400 billion for this year and next and more than double the 2007 deficit of $163 billion.

As in past years, Bush's biggest proposed increases are in national security. Defense spending is projected to rise by about 7 percent to $515 billion and homeland security money by almost 11 percent, with a big gain for border security. Details on the budget were obtained through interviews with administration officials, who spoke on condition of anonymity until the budget's release.
The bulk of government programs for which Congress sets annual spending levels would remain essentially frozen at current levels. The president does shower extra money on some favored programs in education and to bolster inspections of imported food.

WASHINGTON - When the Pentagon unveils its budget request for the next fiscal year today, it will back away from a commitment it made to Congress a year ago - to estimate how much the wars in Iraq and Afghanistan are likely to cost.

Last year, for the first time since the wars began, department budget officials agreed to detail war-spending plans for the year ahead at the same time it told Congress what its normal operating expenses would be.
But instead, the Pentagon will include only what officials call a "placeholder" for war funding in the fiscal year that begins Oct. 1.
It will ask for $515.4 billion for its normal budget, a 7.5 percent increase over last year's levels, including $183.8 billion for new weapons systems.

WASHINGTON - Educators nationwide are protesting a Bush administration move to curtail hundreds of millions of dollars in Medicaid funding for disabled students that could force some schools already in budget straits to trim health services or cut instructional programs.

The shift in federal reimbursement policy threatens to strip about $635 million from schools in the next academic year and $3.6 billion over five years.
The rule, to take effect in June unless Congress intervenes, will bar schools from billing Medicaid for busing special education students to and from school and for certain administrative expenses, including enrolling children in Medicaid and coordinating and scheduling services.
Even if the Congress acts, Bush will just ignore them.

Administration officials said schools, which are required under federal law to provide education to children with special needs, should pick up the bill for expenses that are part of their "educational mission." But educators said it would further strain schools in a time of lean budgets, hitting big city and poor rural systems hardest.

Health advocates and Democratic lawmakers criticized the change as a rash shift that ultimately could result in fewer needy children connecting with health services.
"This is a huge change in law," said Sara Rosenbaum, chairman of the Department of Health Policy at the George Washington University School of Public Health and Health Services. "This could have an impact on the number of children enrolled in the program and the number of children who are assisted in getting healthcare. Whatever concerns there were about schools administering Medicaid . . . are totally outweighed by what [the administration] has done here."
Representative John D. Dingell of Michigan, the senior Democrat in the House, called on the administration to "reconsider this misguided rule and start working with Congress to better serve and support America's most vulnerable children."
Dingell and other lawmakers have introduced a bill to reverse the rule, requiring Medicaid to cover certain administrative costs for schools and the cost of transporting children with disabilities who go to school in specially equipped or staffed buses."Yeah, screw the retards, we got wars to fight!
