HARTFORD - Governor M. Jodi Rell is expected to ask the General Assembly this week to pay for traffic cameras to catch speeders along Interstate 95 in southeastern Connecticut.

The governor, in the proposed budget she is set to present to the Legislature on Wednesday, will seek an unspecified sum to establish a pilot program allowing the state to capture images of speeders and mail them tickets.

"It's high time we put that technology to good use," Rell said. "To put it simply, slow down out there."

The driver of a tanker truck and two Connecticut residents were killed in a crash on I-95 in southeastern Connecticut in early November. The wreck shut a portion of the highway - a key link between New York and Boston - for hours and required an environmental cleanup.

Rell also wants money to hire 100 state troopers in the next five years for increased traffic enforcement.

"Those who choose to break the rules of the road need to learn the hard way," Rell said in a statement reported yesterday by The Hartford Courant. "That requires more manpower and a larger State Police presence on our roadways."

"I want our troopers to be visible on the side of the highways in high-accident areas across Connecticut," she said. "The goal is to get ingrained into motorists' heads that they should not even consider breaking the law because there may be a State Police car right around the corner to pull them over."

Yeah, the GOAL is to INGRAIN the POLICE STATE of FEAR in the citizen's head!!!

A traffic-camera radar system would initially be set up in the Lyme-Old Lyme stretch of the Connecticut Turnpike, close to where the three motorists were killed in November. If it reduces the number of speeders and traffic-related deaths, the technology will be installed in other areas of the state, Rell said. However, several jurisdictions have abandoned the systems because of public opposition from drivers who are wary about being photographed on the highways.

The Republican governor and Democratic-controlled Legislature are also discussing proposals intended to counter the economic slowdown. Rell will propose to eliminate the business entity tax now paid by more than 118,000 Connecticut businesses, spokesman Christopher Cooper said.

The $250 tax was established in 2002 to plug a budget gap, but legislators now say the tax is an unnecessary nuisance for limited partnerships, limited liability companies, and small corporations that often employ fewer than 50 workers."
