The Remarkable Failure: Hypocrite Karen Hughes

And in what is a correct and totally truthful analogy, she thinks she succeeded!

WASHINGTON - Karen Hughes, one of the last of President Bush's dwindling circle of Texas advisers, said yesterday that she would step down this year as the State Department's head of US public diplomacy.

She is credited with energizing efforts to improve the American image abroad - more actively spreading good news about the United States while more aggressively confronting the bad. But Hughes herself has said that hers was the "work of generations," an imposing challenge at a time when the United States was fighting wars in two Muslim countries and when words like "waterboarding" and "Abu Ghraib" had entered the world's vocabulary.

Opinion polls indicate that the image of the United States in Muslim countries - the chief objective of Hughes's labors - has not improved and in some cases has deteriorated since she took office two years ago.

Secretary of State Condoleezza Rice, in announcing Hughes's plan for departure, praised her warmly for making public diplomacy "strong and central" to American foreign policy.

Public diplomacy efforts toward the Muslim world, propelled to prominence by the Sept. 11, 2001, terror attacks, got off to a slow start.

One of Hughes's predecessors, Charlotte Beers, came from the advertising world and had scant foreign experience. Senator Richard Lugar of Indiana, a Republican foreign policy leader, said in 2003 that US efforts to improve the American image among Muslims had been "all thumbs." Beers's successor, Margaret Tutwiler, a former State Department spokeswoman, lasted five months.

Hughes herself lacked extensive foreign experience, though she speaks some Spanish.

But not Arabic, huh?

And no matter what you say to people, after you have invaded and killed them, incarcerated and tortured them, nothing you say is going to alter that impression.

People make one of two choices.

They determine that either they are insane, or that some shitfuck is lying to them.

Most people choose the latter!


But she was considered to have one major advantage over her predecessors: her close ties to Bush, forged when she was director of communications for him when he was governor of Texas and strengthened further when she accompanied him to the White House as counselor and communications adviser. She left that job in 2002 to spend more time at home with her family, though she continued advising Bush from afar. She returned to the administration in mid-2005.

Being close to asshole was an advantage, huh? For whom, Georgie?


Sensing that bad news and sometimes baseless rumors about the United States were being allowed to spread unchallenged among Muslims while good news was not actively presented, she sharply increased the number of interviews by US officials, including Arabic speakers, with Arabic news media. She said she was tired of seeing the president presented as a "caricature."

Un-fucking-believable!!!!

And she did it not as a service to this country, but as a SERVICE FOR BUSH!!!

Hughes established rapid- response centers to react to unfavorable news overseas. The public diplomacy budget swelled, nearly doubling to $900 million a year. She promoted cultural and educational exchanges, added summer camps and English classes for Muslim youths in 44 countries, and traveled tirelessly, telling all who would listen - particularly women - that Americans were people of faith.

But her travels had mixed results. She was credited for her vigor, empathy, and the sweep of her efforts. But she was mocked at times for gaffes or misreadings of local sentiment.

Shortly after taking her job, she told an audience of 500 Saudi women that she hoped someday they would be able to drive and "fully participate in society" as American women do; but many of the women expressed resentment at the American assumption that everyone wanted to live like them.

The overall gains in public diplomacy are difficult to assess. Perceptions abroad of the United States are formed most frequently by wars, foreign policy, contacts, and popular culture. But opinion polls, at least, show little progress from 2005, when favorability ratings toward the United States were in single digits in many Muslim countries.

"Over the course of her term, the image of the United States has not improved among Muslim countries and, in fact, in some Muslim countries, particularly Turkey, it has become markedly less positive," said Andrew Kohut, director of the Pew Research Center. He was quick to add that "this may not be a measure of her lack of competence, but how little, in the end, public diplomacy can do when the issue, in the end, is big events."

Hughes told the Associated Press that in her travels, Muslims and Arabs generally raised the Iraq war only after bringing up the Israeli-Palestinian conflict."

WASHINGTON, Oct. 31 — Karen P. Hughes, the close aide whom President Bush brought back for a second stint in his administration, most recently to woo the hearts and minds of the Muslim world, announced her resignation on Wednesday.

As the State Department’s public diplomacy chief, Ms. Hughes is one of the last members of Mr. Bush’s original inner circle still working in the administration, where she first was counselor in the White House for a year and a half after running communications in his 2000 election campaign. For the past two years, she has worked to sell the notion of America as a beacon of hope, democracy and justice, particularly in the Muslim world.

She said that she was leaving to return to Texas, rejoining her husband in Austin at the end of the year, but that she would remain a consultant to the State Department. In an interview, Ms. Hughes said part of the reason for her resignation was that it was “getting harder and harder to get on that airplane.”

“I want to live in the same city as my husband,” she said.

She said she thought she had accomplished what she had set out to do.

She thinks she succeeded, even when she failed. Just like Bush!


“I feel that I have done what Secretary Rice and President Bush asked of me by transforming public diplomacy and making it a national security priority,” she said, referring to Secretary of State Condoleezza Rice.

But Ms. Hughes is leaving the job as support for the United States has plummeted in the Muslim world. A recent global survey by the Pew Research Center concluded that the American image “remains abysmal in most Muslim countries in the Middle East and Asia.”

The poll found that in five predominantly Muslim countries, fewer than 33 percent of the population had a favorable image of the United States. Even in Turkey, one of America’s closest allies in the Muslim world, only 9 percent of the public had favorable views of the United States, down from 52 percent in 2000.

Translation: America is now COVERED in SHIT like an Abu Ghraid prisoner -- image-wise, I mean!!


“She inherited a ‘Mission: Impossible,’” said Aaron David Miller, author of “The Much Too Promised Land: America’s Elusive Search for Arab-Israeli Peace” (Bantam-Dell, March 2008). “It’s not hearts and minds, it’s minds and hearts: the majority look at what we do as the fundamental problem. People aren’t going to be Madison Avenue-spun into believing things that they don’t see with their own eyes.”

When told of Mr. Miller’s comments, Ms. Hughes, a former television reporter and media adviser with a penchant for fast-talking, shot back: “What does that mean, that we shouldn’t try? Of course we should. We need to engage, even if people don’t always agree with us.”

Ms. Hughes is credited with bringing a lot of energy and new ideas to the job. She took Muslim youths to watch World Cup games in Germany, enlisted the figure skater Michelle Kwan as a public diplomacy envoy and played host to Arab journalists at training seminars in Washington. She suggested that the White House hold a summit on malaria, in part to publicize American efforts to fight the disease in Africa.

But even within the State Department, some career Foreign Service officials have become disenchanted with the task of trying to sell America’s image abroad.

Be cause it's hard to sell shit! People aren't inclined to lie and peddle shit! That's why the staffing of this administration -- among other reasons -- is so sparse!


“This is the conundrum that I faced every day,” Price Floyd, a former State Department public affairs official, wrote in an op-ed article in The Fort Worth Star-Telegram in May, after he left the department. “I tried through the traditional domestic media, and, for the first time, through the pan-Arab TV and print media — Al Jazeera, Al Arabiya, Al Hayat — to reach people in the U.S. and abroad and to convince them that we should not be judged by our actions, only by our words.”
