Nearly a dozen mayors, city councilors, and town administrators from the Central American nation swept through Massachusetts during the past two weeks to urge immigrants to invest in their homelands, create jobs, and - ultimately - prevent Salvadorans from having to immigrate to the United States for work.
Translation: Take money OUT of this country!
And let us see how long it takes the Globe before they print the word 'illegal."
About 1 million Salvadorans now live in the United States, including more than 17,000 in Massachusetts. The mayors are reaching out directly to émigrés as part of a new government-sponsored program, asking them to form committees or invest on their own.
Salvadoran immigrants already send home $3.3 billion a year, and nearly 30 percent of adults in El Salvador depend on the money to cover basic needs such as food, clothing, and shelter, according to the Inter-American Development Bank in Washington. The money helped transform cities and towns, turning shantytowns into freshly painted neighborhoods and allowing children to stay in school.
While America's communities fall apart.

Jorge Alberto Argueta, a former mail carrier who was elected mayor of the town of Santo Domingo 18 years in a row because he swiftly, and honestly, delivered immigrants' checks to anxious hands:
"It's helped to improve their homes. Now we need for them to invest in businesses."
About 70 percent of the 7,600 residents receive remittances, he said. In his region, field workers still earn about $4 a day - El Salvador uses the US currency - harvesting corn, rice, and sugar cane.
The mayors' strategy has worked for other countries, particularly Mexico, where immigrant-run organizations from the United States have paid for churches, roads, and school supplies.
To court immigrants, the mayors journeyed across Massachusetts, and even made forays to New York and New Jersey. They met in private homes and Latin American restaurants, and also met with local mayors, including Mayor Thomas M. Menino of Boston, to form alliances with US officials as well. Here, their constituents vary widely: Some are longtime US citizens who fled the nation's bloody civil war that ended in 1992. Others are temporary legal residents displaced by a devastating earthquake in 2001. Others are in the region illegally, including many of those arrested in last year's federal raid on a leather-goods factory in New Bedford.

Arcenio Olmes Carrillo, mayor of San Esteban Catarina, acknowledged a group - illegal immigrants - who are often criticized in the United States, for risking their lives to aid family back home:
"It would be better to create our own dream in El Salvador, and not have to go through all that danger crossing the border."

Still, some in the group were skeptical. Immigrants are often risk-takers who are eager to see their country progress. But many were also deeply disappointed in the lack of opportunities they had in their homelands.
One man worried that Salvadorans have become so dependent on the money immigrants send home that they had lost their motivation to work. Another said his son was getting involved in gangs back home. Yet another said it has been hard to organize immigrants in the United States because they work long hours.

The message of hope rang out yesterday as people remembered slain Cape Verdeans, their photos arranged in neat rows on poster board, victims of the city's violence.
Isaura Mendes shouted into a megaphone as she led children, parents, and neighbors on a march through Dorchester and Roxbury yesterday:
"What do we want? Peace. When do we want it? Now."

Mendes, a Dorchester activist who lost two sons to violent killings, told those who marched in yesterday's ninth annual Parents and Children Walk for Peace that she believed their children, many of them Cape Verdean, would better themselves and their communities.
But while they praised her efforts, many people said they worried the killings would continue, and maybe escalate.
Joachim Dossantos, 37, who lives in Dorchester and knew Mendes's sons, blamed the violence on former gang members. Most teenagers, he said, just want a job or something to do.
Marline Barros, who works at the Catholic Charities Teen Center in Dorchester, said many teens have been deported to Cape Verde, sent to prison, or they're dead.

Latin music played from a stage in City Hall Plaza yesterday as thousands of people bustled about at the second "Celebra la Vida Con Salud y Música" festival in Boston.
While many families brought their children to get their faces painted, enjoy the sunny plaza, and see dance and musical performances, including Latin Grammy-nominated artist Milly Quezada, the festival was as much about celebrating Latino culture as it was about focusing on the population's well-being.
Presented by La Alianza Hispana, a Boston Latino family support services agency; and the national Hispanic health education campaign, Celebra la Vida Con Salud, the event was held again this year to bring together national and community health organizations involved with Hispanic health.
There is no health fair around here for us average folks. WTF?!

The festival featured screenings for HIV/AIDS, prostate cancer, cholesterol, and sexually transmitted diseases, with a focus on education and prevention.
