We don’t have nearly what people need, and that’s all there is to it. We’re one step from running out. It kind of spirals. The people that normally donate to us have less, the retailers are selling to discount stores because people are shopping in those places, and now we have less food and more people. It’s a double, triple, hit.”

Doug O’Brien, the bank’s chief executive: “It’s a crisis mode.

For two weeks this month, the New Hampshire Food Bank distributed supplies reserved for emergency relief. Demand for food here is up 40 percent over last year and supply is down 30 percent, which is striking in the state with the lowest reliance on food banks.

Melanie Gosselin, executive director of the New Hampshire Food Bank, said household budget squeezes had led to a drop in donations and greater demand:

It’s the price of oil, gas, rents and foreclosures. This is not the old ‘only the homeless are hungry. It’s working people.”

The bill states:

• A non-violent street protest
• A letter-writing campaign that deluges the Senate with too much mail
• A sit-in protest that blocks access to a business or organization

You get the idea. "Force" could be defined as practically anything. And since the "planned use of force" would be considered a criminal act of terrorism, anyone who simply thinks about a grassroots action campaign would be engaged in terrorist acts.

If you stopped someone on the street and handed them a Bible, for example, this could be considered an act of terrorism ("...use of force to promote the individual's religious beliefs...")

If you sent a barrage of angry letters to Washington about global warming and the destruction of the environment by the U.S. military, this could also be considered an act of terrorism (" promote the individual's political beliefs...")

If you believe in same-sex marriage and you wrote a letter threatning a sit-in protest in front of your state's capitol building, this could also be considered an act of terrorism, even if you never carried it out! ("...planned use of force to promote a social belief...")

Ron Paul and the Seven Dwarfs

I could feel the little wheels spinning in my head as I watched the Republican debate Thursday morning. It came on at 2:00 AM here.

They said they got 5,000 Youtube entries; two thousand more than for the Democratic debate and there was the implication that this meant something. I know what it meant; a huge number of people sent in questions that had to do with Ron Paul. That’s what happened. It must have been something for the people scripting the event. Surely Anderson Cooper; separated at birth from Paula White, knew this.

It was interesting to see the first Ron Paul question be something from a headphone wearing Gen X rottweiler wanting to know about whether Ron Paul was a conspiracy nut. Dr. Paul handled that one beautifully and then for the next two hours, Cooper pretty much stayed away from Ron Paul except for the opportunity to paint him as an unpatriotic loony for not supporting the dupes dying for Israel and the oil cartels. Enter John McCain- pull string in center of back; batteries included.

They played Doctor Paul’s commercial last and they got back to him with a final question in the end which he knocked out of the park. I loved the applause and cheers that washed out from the crowd whenever he spoke. No one else got the same kind of response. They weren’t able to keep his supporters out of the crowd (which was loaded with neo-con Schmoos) and who drowned out the boos whenever the fundarellas started in. Ron Paul supporters can’t be ID’d the way many others can; they come in all ages, sizes and colors. Mostly Anderson kept away from Doctor Paul. Dr. Paul is a real annoyance for the sleep machine, bagmen and dinosaurs

Every time I hear Dr. Paul speak I am more impressed with his passion and sincerity. He’s the real deal. You may quarrel with some of his positions but you can’t quarrel with his obvious humanity, his savvy and ‘let’s cut the bullshit’ style. He stood out the way Snow White would stand out from the seven dwarves.

At another time I said something to the effect that Ron Paul is the sort of man who might be made great by the power of the office. I’m convinced of that now. I do believe he would impact on the American political system in a way that no one has since JFK. He makes you want to believe him because he is saying the things you know to be true and because he understands priorities.

What did I think of the other candidates? Giuliani is a reptile and he definitely was involved in the 9/11 inside job. Romney is a glossy magazine guy who will say whatever he thinks he has to say and doesn’t actually believe anything except that he’s the man. Winning is more important than serving is for him. The job isn’t as important as the position. Giuliani was far more skilled at dealing with smack-downs than he. Romney’s not going to make it.

Hunter and Tancredo; …are just glad to be contestants on American Idol. Wave goodbye and don’t let the door hit you in the ass.

Fred Thompson is Mr. Folksy charm. He’s another reptile who’s deep into the dark shit and has a hard layer of mean beneath the surface charm. He wants to wear the Reagan-suit but Reagan he ain’t; to be fair, neither was Reagan. Say… what about a Hunter-Thompson ticket? Fred would probably bring the most entertainment factor to the position; not because he’s an actor but because he’s married to Lady Macbeth.

John McCain came across as the sad man in denial who just can’t let his delusions go. I don’t know which is more embarrassing; McCain playing up his war experience or Giuliani with the 9/11 fandango- Rudy-boy is as slippery as an eel. He knew better than to mention 9/11; didn’t do any good though.

Huckabee was the most impressive- besides Paul of course; whom we hardly saw- and I’d say he might grab the nomination. CNN seemed to sense this too. I had to keep reminding myself that he wasn’t ‘my’ Uncle Mike. He’s really got that Kevin Spacey thing down and I like Kevin Spacey. Huckabee definitely gets the biggest bump of the dwarves.

Whose idea was it to trot out the old gay general? Some compassionate junior producer shut off his mike during the meltdown, the same way your relatives might tell the nurse to pull the plug, but then… you just know this happened… somebody higher up said, “No! No! This won’t look good.” And so they got him another mic (like there was something wrong with the one he had) and let him go on and make an incredible fool of himself and it wasn’t pretty… no… not pretty at all. The gay media caucus got their scripted moment and uh… boy did that backfire. They ought to knock it off about that angle anyway. Why not just buy the uniform and wear it to one of the clubs? Sorry… really… I just couldn’t help myself. The point is… you want to be gay and in the military? Go ahead, just don’t tell anybody. Here’s a clue, they REALLY don’t want to know. That’s how it works and that’s all you’re going to get. What’s wrong with that?

CNN knows they were inundated with Paul videos and they know that Ron Paul is the people’s choice of the people who are sick and tired of Scamelot. Their numbers grow every day. And who picked the Confederate flag video? What were they thinking? I know it was supposed to mean something. It was nice to see the whole Islamic terrorist thing flame up after the woman in Muslim garb made her pitch. When you think about who was actually behind 9/11, well… [The writer shakes his head and coughs.]

And then the Holy Order of the Blessed Gun thing went into action and everything got real serious, sweaty and tumescent. I take my beloved shotgun named Jesus to bed with me every night. And then… What would Jesus do? Snicker… Huckabee nailed that one. I suspect the guy is a hardliner but he had the moves; give him that.

I’d catch Ron Paul looking at his notes… writing something down… generally keeping his face unreadable and patiently waiting out this sorry affair. Afterwards he walked purposely right off of the podium. I liked that. Well, my favorite American of the founding genre is Thomas Jefferson so there are reasons why I like Ron Paul. I never thought I’d be saying more nice things about a Republican than a Democrat.

I suppose of all of the Democrats, I dislike John Edwards the least. I suspect he’d be a good president by comparison with a lot of what we’ve had. I like Kucinich’s positions but that Shirley McLane connection and the flying saucer sighting makes me a little uneasy. Now, I have seen a flying saucer or two myself and in much more dramatic fashion that Kucinich is supposed to have …AND with witnesses …but I don’t think I’d mention that if I were ‘seriously’ running for president.

I know that Israel is none too happy with Ron Paul and that’s yet another reason to love him. There are a whole lot of reasons to like Ron Paul, not the least of these is the presence of ‘the dwarves’. He is just what America needs right now. He’s just what the doctor ordered but things being what they are it’s unlikely that enough Americans will get their heads out of their asses and pick up on this. BUT… you never know.

I believe there is such a majority of Americans who are so dissatisfied and disgusted right now that Ron Paul could well have a much better opportunity for the office than anyone suspects. I don’t think- as the youtube commenter said- that they’ll (the Republicans) give him the nomination. I know he said that he wasn’t planning on an independent candidacy. However… a lot can happen between now and whenever.

It sure would be nice to see him get elected. I imagine there would be a sort of Panic in Needle Park kind of a thing on the one hand and a national sigh of relief on the other. In any case, it would be just the kind of fairy tale ending that I like. Remember, whoever does get into the White House is going to find out more than they ever wanted to know about 9/11. I’m sure Hillary knows, as does Rudy and probably a few of the others. This is the biggest thing that no one talks about; the need to transfer the power so as to guarantee that nothing gets said about what happened on that day… ever. Just imagine…"

Presidential hopeful Delaware Sen. Joe Biden stated unequivocally that he will move to impeach President Bush if he bombs Iran without Congressional approval.

Biden spoke in front of a crowd of approximately 100 at a Seacoast Media Group forum Thursday, which focused on the Iraq War and foreign policy. When an audience member expressed fear of another war with Iran, he said he does not typically engage in threats, but had no qualms about issuing a direct warning to the oval office.

“The President has no authority to unilaterally attack Iran and if he does, as foreign relations committee chairman, I will move to impeach,” said Biden, which was followed by a raucous applause.

Biden said he is in the process of meeting with constitutional law experts to prepare a legal memorandum saying as much, and intends to send it to the President.

When resident Joel Carp asked Biden why not impeach now given what has already been done, Biden said it was a valid point but might not be constitutionally valid and potentially counterproductive. A case for impeachment must have clear evidence, he said, and blame should be directed at the right parties.

“If you’re going to impeach George Bush, you better impeach Cheney first,” said Biden, which also received applause.

Biden said the best deterrent to prevent preemptive military action in Iran is to make it clear, even if it is at the end of his final term, action will be taken against Bush to ensure “his legacy will be marred for all time.”

Biden took shots at the Bush administration’s idea to centralize government in Baghdad and called his decentralized plan the only way to political settlement. The recent decline in violence in Iraq, which some Republicans have credited to the surge, is the result of the military doing its job. President Bush, he said, has not done his job in using the relative peace to find a political compromise as he promised.

“There’s no evidence it has happened and no evidence it will happen,” he said.

Throughout the forum, Biden stressed the need to improve foreign relations throughout the world and pointed to his 29-year resume as proof that he can make that happen.

Biden joked about his low poll numbers, how the national media does not cover him and the lack of funding compared to the coffers of fellow hopefuls Hillary Clinton and Barack Obama

“This is why I’m in New Hampshire and Iowa,” he said. “It’s the last level playing field.”

Biden went to his next appearance knowing he had at least one more vote. As the forum was coming to an end, Byrl Short stood up and announced his support.

“I came here an undecided voter,” he said. “And you are the man.”

St. Petersburg straw poll votes were cast with cash

Romney got 893 votes, besting second-place Ron Paul's 534 -- despite Paul's shuttling in supporters on a rented trolley and shuttle. The campaign had a plane sporting pro-Paul slogans and a boat touting him, too.

In fact, Paul supporters dominated the crowd, which reached an estimated 1,000 people. Tickets for votes cost $20 each.

So how did Romney do it?

"I voted 20 times," Derek Gyongzois, 38, of St. Petersburg exclaimed after casting ballots.

He said he works as a volunteer for the Romney campaign (and begged a reporter not to print his 20-vote tally). Did he buy the tickets?

"I don't have that kind of money," Gyongzois said.

He wasn't the only person voting more than once. Paul supporter Mike Wagner, 57, of St. Petersburg: "This thing is rigged."

In violation of international and U.S. law, “thousands” of alleged terrorists have been victims of “extraordinary rendition” by the Bush Administration since 9/11, two legal scholars say. “Instead of working to bring those committing crimes against the United States to justice in U.S. courts, the Bush Administration seems intent on doing exactly the opposite—keeping such individuals away from U.S. courts, hidden in a web of secret prisons, underground interrogation cells, and in the hands of cooperative governments,” write Margaret Satterthwaite and Angela Fisher. Satterthwaite is an assistant professor of clinical law at NYU School of Law and Fisher served as assistant research scholar with the Center for Human Rights and Global Justice.

“Extraordinary renditions, whether originating in territories under U.S. control (actual or effective) or merely carried out by U.S. agents, are unlawful and in violation of international treaties to which the United States is a party,” the authors write. “Despite this clear prohibition, the Bush Administration continues to engage in this practice, using it to transfer detainees out of the reach of U.S. courts and into the realm of secret detentions and brutal interrogations.”

“Having altered the procedure from a transfer sanctioned by U.S. courts to a transfer that is extralegal, this Administration completed the transformation of extraordinary rendition from transfer to justice to transfer out of the justice system,” the authorities contend in an article titled “Tortured Logic: Renditions to Justice, Extraordinary Rendition, and Human Rights Law” published in “The Long Term View,” a journal of informed opinion published by the Massachusetts School of Law at Andover(Volume 6, No. 4).

The authors explain that extraordinary rendition is an updated form of “rendition to justice,” first secretly authorized in 1986 by President Reagan in National Security Decision Directive 207, which formalized U.S. policy to fight terrorism. It came into being, they say, because the U.S. in the 1980s did not have valid extradition treaties with countries that commonly housed terrorists or because those nations refused to give the suspects up. Under Reagan, they write, “it has never been suggested that the purpose of the program was to subject the detainees to torture or cruel, inhuman, or degrading treatment. Once in the United States, the rendered individual would be treated like any other federal detainee awaiting trial.” Satterthwaite and Fisher said President George H.W. Bush authorized specific procedures for renditions in 1993 through National Security Directive 77. President Clinton, they noted, went further “emphasizing rendition as a key counter-terrorism strategy” and signing presidential decision directive PDD-39 on June 21, 1995, which stated, in part, “Return of suspects by force may be effected without the cooperation of the host government…” One outcome of the Clinton policy, the scholars write, was the rendition of Tal’at Fu’ad Qassim, an Egyptian national that had been granted asylum in Denmark and seized by the U.S. in Bosnia and transported to Egypt, where he was reportedly executed—the first known rendition by the U.S. of a victim to a third country with a record of torture. Between 1998 and 2000, the CIA rendered more than two dozen suspects, then-CIA Director George Tenet testified. In 2004, Tenet testified before Congress there had been more than 80 renditions prior to September 11, 2001.

Since 9/11, the scholars wrote, renditions have been used not to obtain jurisdiction over the suspects in order to prosecute “but instead to get an individual to talk.” Previous renditions that required approval by an inter-agency group that included the Departments of Justice and State, were now placed in the hands of the CIA, which could render suspects “without consultation.”

Satterthwaite and Fisher write extraordinary rendition is prohibited by a number of international human rights treaties the U.S. has signed, including the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment(“CAT”), and the International Convenant on Civil and Political Rights(ICCPR, or “the Covenant”).

Both prohibit the refoulement, or transfer, of an individual to another state where the person faces the risk of torture. Both treaties require ratifying states to institute domestic laws penalizing torture and CAT specifically requires states to criminalize conspiracy and aiding and abetting in torture.

Senator John McCain, who this week made a crass and bumbling effort to smear Ron Paul as a fascist appeaser, appeared just as deluded at a recent speaking engagement at which he was asked why he penned the foreword to Popular Mechanics' Debunking 9/11 Myths book.

At the time of its release, Popular Mechanics Editor James Meigs claimed that their investigation was "not political," and yet the foreword to their book is written by none other than GOP darling McCain, who re-hashes an abhorrent amount of Neo-Con detritus that relies solely on 9/11 having happened exactly as the government claims it did.

"We liberated Afghanistan from the murderous rule of the Taliban, our attackers' proud hosts. We chased Al Qaeda around the globe," barks McCain.

In the video clip taken from a November 18th function, Kathy Walker, whose father was in the north tower of the World Trade Center on 9/11, asks McCain why he lent his name to "a book that's aim is to stifle the efforts of those trying to bring about justice, accountability, and closure in regard to 9/11." McCain responds that an "overwhelming majority of Americans believe the conclusions" of the 9/11 Commission before going on to triumph the expertise of the Commission.

McCain's contention that the majority of Americans still have faith in the government's official fairy tale version, which was rubber-stamped by the 9/11 Commission, is manifestly wrong.

- An October 2006 CBS/New York Times poll found that just 16% of respondents thought the government was telling the truth about 9/11. 81 per cent thought they were "mostly lying" or "hiding something" and a further 3 per cent were unsure.

- A 2006 Zogby poll found that opinion on whether there was a cover-up and the accuracy of the 9/11 Commission was roughly split down the middle, hardly the "overwhelming majority" that McCain claims.

- As far back as August 2004 a Zogby poll found that half of New Yorkers believed the government had foreknowledge of the attacks and consciously failed to act.

After the speech, McCain made another faux pas when he claimed that the majority of 9/11 families were content with the conclusions of the Kean-Hamilton whitewash farce.

This is another bare-faced lie.

Bill Doyle, the head of the largest 9/11 families group, told the Alex Jones show that the majority of family members are unsatisfied with the 9/11 Commission and still have many lingering questions - and that was nearly 18 months ago!

Despite Osama Bin Laden's best efforts to follow his masters orders by insisting that he alone carried out 9/11 (methinks Osama doth protest too much), allied to the alleged trainer of the hijackers - and CIA informant - Louai al-Sakka's attempt to firm up the official story, increasing amounts of Americans are just not buying it, as the polls continue to show.

Just as it didn't pull the wool over our eyes during the debate on Wednesday night, the sycophantic applause of the carefully screened Neo-Con audience in the video clip doesn't mask the fact that the majority of Americans know they are being lied to and won't tolerate that fact for very much longer.

Ron Paul outlines the globalist plan to implement a North American Union during the CNN Republican debate. “The CFR exists, the Trilateral Commission exists,” Paul explains. “And it is a ‘conspiracy of ideas,’ this is an ideological battle. Some people believe in globalism, others of us believe in nation sovereignty. And there is a move on toward a North American Union, just like early on there was a move for a European Union that eventually ended up. So we NAFTA and a move toward a NAFTA highway, these are real things.”

Indeed, they are “real things,” although CNN, in a lower third, chalks Ron Paul up as a conspiracy nut, a tinfoil hatter, a black helicopter kook by way of insinuation.

Of course, it is the prescribed agenda of CNN and the rest of the corporate media to deny the North American Union, as its architects are determined to sneak it under the wire by stealth.

“The establishment media has promoted a consistent hoax and engaged in mass public deception by claiming that a plan for the political, social and economic integration of the U.S., Canada and Mexico into a North American Union does not exist, despite overwhelming and manifestly provable evidence to the contrary,” writes Paul Joseph Watson. “A recent Boston Globe piece entitled The amero conspiracy is just the latest in a long line of public relations stunts on behalf of the establishment to attempt to hoodwink Americans into thinking that the NAU is crackpot conspiracy fodder on a par with bigfoot and alien abduction, when in reality a plan for merging the Americas is on the record and its protagonists have long bragged about their goal to destroy U.S. sovereignty in pursuit of world government.”

Every time the agenda for full political and economic integration is advanced one step further, whether by treaties, lawfully binding agreements or rhetoric about what the next step will be, the establishment media steps in to scoff at such patently observable developments and label them “conspiracy theories”.

Thus we have CNN slapping a banner beneath Ron Paul as he addressed the obvious. However, CNN’s crass attempt to discredit Paul’s message will not work, as increasing numbers of people are tuning into Ron Paul’s message and a large part of the message is the attempt to sell our national sovereignty down the globalist river toward the ultimate goal — total enslavement based on the “Chinese miracle” of corporate feudalism.

"Turkey Takes Publisher to Task Over Book Questioning God" by SABRINA TAVERNISE

ISTANBUL, Nov. 29 — Turkish prosecutors on Thursday questioned the Turkish publisher of the book “The God Delusion,” by a British author, Richard Dawkins, after a young reader complained that it was offensive, the publisher said.

Erol Karaaslan, whose publishing house is Kuzey Publications, does not face formal charges at this point for bringing out the book, which is a best seller in the United States. But he was informed by prosecutors that a young reader from the neighborhood of Kadikoy filed a complaint against him under a law prohibiting “inciting hatred,” Mr. Karaaslan said in a telephone interview.

In Turkey, the government can open cases against authors or publishers based on complaints about content filed by private citizens, a far-reaching power that sharply limits freedom of expression and is an enduring part of Turkey’s rigid state-controlled past.

The rules have led to the prosecution of authors including Orhan Pamuk, who won the Nobel Prize for literature. Prime Minister Recep Tayyip Erdogan is working to soften these rules as part of Turkey’s effort to join the European Union.

The book, which argues against the existence of God, upset the reader, who argued that it meets the criteria of “inciting hatred,” because it insults God and is offensive to Muslims, Christians and Jews in Turkey.

“It’s not right to open a trial because of people’s views,” Mr. Karaaslan said. “If someone says there is no God, those who are against it should say there is a God.”

Mr. Karaaslan said his lawyer was preparing a written defense that prosecutors would consider in deciding whether to press charges.

Turkey is a secular state, but to its Muslim population, religion is a deeply felt topic. Turkish nationalists have killed Christians, including some priests, apparently believing they aim to split apart the Turkish state.

A priest from an Assyrian Christian monastery was kidnapped on Wednesday near the eastern city of Midyat. The state-controlled Anatolian News Agency quoted Turkey’s interior minister, Besir Atalay, on Thursday as saying that police forces were scouring the area to find the priest, Edip Savci, who is from the Mor Yakup Monastery. His kidnappers have demanded a ransom of 300,000 euros.

The guidelines, circulated in draft form to Muslim groups across the country, represent a sweeping new effort by the moderate leaders to combat alienation among disaffected Muslim youth and to foster a new atmosphere of openness and tolerance among Britain’s two million Muslims, particularly in the country’s 1,500 mosques.

The 10-point “code of conduct” will be put before Muslim groups for public discussion, with the aim of producing a final version by March 2008. The new charter would provide for random spot checks of mosques and other Muslim institutions to monitor compliance with the charter and would commit the mosques to participate in “interfaith activities” with other religious groups.

The Muslim organizations would be required to cooperate with other agencies, including the police and non-Muslim community groups, to bring about what the proposals referred to as a “reconciliation in fractured relationships” between Muslims and non-Muslims.

The 23-page charter won rapid approval outside the Muslim community.

An editorial on Thursday in The Times of London said the charter “implicitly acknowledges some of the failings that have allowed extremists to gain a foothold — poorly educated imams, a lack of financial transparency, little pastoral training and barriers to the participation of women.”

One of the groups involved in drawing up the charter, the British Muslim Forum, posted a statement on its Web site on Thursday defending the proposed charter against critics who say the document sells out Muslim principles and independence.

“What other government has sought to proactively engage with its Muslim population following a terrorist incident, instead of condemning it outright and creating a ‘them and us’ situation,” said the statement, signed by Zareen Roohi Ahmed, the forum’s chief executive."

"Police Say Olmert Inquiry Should Be Closed" by ISABEL KERSHNER

JERUSALEM, Nov. 29 — The Israeli authorities, who were investigating whether Prime Minister Ehud Olmert acted criminally in the 2005 sale of a bank, recommended on Thursday that the case be closed, citing a lack of evidence.

Three other criminal investigations involving Mr. Olmert are still under way, an Israeli police spokesman said.

“After examining the materials in the Bank Leumi case, the investigators concluded that there are insufficient grounds to indict the prime minister,” said the spokesman, Micky Rosenfeld.

The police have handed over all the materials in the case to the state prosecutor, who will make the final decision. Mr. Rosenfeld said it was “most unlikely” that the state prosecutor’s decision would differ from that of the police.

The prime minister’s office had no comment on the police recommendation. Mr. Olmert has always denied any wrongdoing in the bank case and in the other three cases.

The Bank Leumi investigation focused on accusations that Mr. Olmert, as finance minister, had tried to tailor the rules for the sale of the state’s ownership stake in the bank to suit a particular bidder — Frank Lowy, an Australian shopping mall magnate and friend of Mr. Olmert.

In the end, Mr. Lowy did not bid for the bank. Mr. Olmert, however, was suspected of breach of trust, and investigators from the national fraud squad questioned him twice in October at his official residence.

The police announcement on Thursday was made hours after Mr. Olmert had returned to Israel from the United States, where he attended the Middle East peace conference. The police officials originally intended to make their recommendation public last Sunday, two days before the conference started, but decided to delay the announcement until Mr. Olmert’s return.

One of the continuing investigations focuses on Mr. Olmert’s purchase of an apartment in a historic Jerusalem building in 2004. There is a suspicion that Mr. Olmert received a significant discount in return for helping the development company that was renovating the building to obtain special building permits from city hall. The other investigations focus on Mr. Olmert’s activities when he served as minister of industry and trade."

Nor has the Iraqi government come forward with a detailed plan to provide aid, shelter and other essential services to the thousands of Iraqis who might return. American commanders caution that if the return is not carefully managed, there is a risk of undermining the recent security gains.

“All these guys coming back are probably going to find somebody else living in their house,” said Col. William Rapp, a senior aide to Gen. David H. Petraeus, the top American commander in Iraq, speaking at a two-day military briefing on measuring military trends for a small group of American reporters in Baghdad.

“We have been asking, pleading with the government of Iraq, to come up with a policy so that it is not put upon our battalion commanders and the I.S.F. battalion commanders to figure it out on the ground,” he added, referring to the American and Iraqi security force commanders.

When sectarian violence soared in 2006, hundreds of thousands of Iraqis fled to Syria and Jordan, or moved to safer areas in Iraq. But now that the American troop reinforcement plan and a new counterinsurgency strategy have helped reverse a rising tide of car bombings and sectarian killings, there are signs that Iraqis are starting to return.

Prime Minister Nuri Kamal al-Maliki has hailed the development as an indication that security is beginning to improve. As if to underscore Mr. Maliki’s point, 375 Iraqi refugees arrived Thursday in a convoy of buses from Damascus, Syria, escorted by heavily armed policemen. After the lengthy journey, the tired Iraqis were ushered into the white marble affluence of the Mansour Melia Hotel in Baghdad to receive a promised government payout to people returning to the capital.

Many neighborhoods in Baghdad have become largely Shiite or Sunni, as one group drove the other out in calculated sectarian cleansing. Sunnis have moved into Shiite homes, and Shiites into Sunni ones. This segregation has contributed to the decline in violence. But what would happen if the original residents insisted on moving back into their homes?

Ahmad Chalabi, a Shiite politician and former Iraqi exile who made common cause with the Americans against Saddam Hussein, has been charged with developing a plan to provide services.

American officers discussed estimates of the displaced Iraqis at a seminar here on the military’s metrics of assessing violence in Iraq held at Camp Victory.

Recent American military data indicates that for the fourth week in a row, the nationwide weekly number of attacks is at its lowest level since January 2006. The number of civilians killed, as measured by the American and Iraqi governments, continued to decline in November. The number of weekly casualties, wounded as well as killed, suffered by Iraqi civilians, Iraqi forces and American forces, increased last week by 56 percent but was still below the level for most of 2006 and 2007.

The military also lowered its tally of how many Iraqis had joined neighborhood watch groups. The new figure for Concerned Local Citizens, as the military calls the volunteers, is 60,321. The previous estimate of 77,000 erroneously combined the number of volunteers who are currently serving with those who had expressed a willingness to join.

Col. Martin Stanton, who oversaw the count, said he told General Petraeus about the new figures this week.

Military officials said that they were seeking to make greater use of some Iraqi government data to provide a more comprehensive portrayal of the situation in Iraq. Though there are concerns about the reliability of some Iraqi reports, American military data generally understates Iraqi civilian deaths, since American units only report what they observe, officials said. At General Petraeus’s recommendation, the Pentagon is expected for the first time to include the Iraqi government data on civilian deaths in its report next month on security trends in Iraq.

While there is no question that large numbers of Iraqis have left their homes, American officials said that the exact number is not available. The International Organization for Migration has reported that the number of internally “displaced” Iraqis — those who have fled their homes but still live in Iraq — has grown to more than one million since the February 2006 bombing of a Shiite shrine in Samarra. Among those displaced Iraqis, more than 350,000 live in Baghdad Province, according to estimates by humanitarian organizations.

Estimates by the Iraqi Red Crescent of the number of displaced Iraqis run much higher, but are marred by the double and triple counting of Iraqis who move from one area to another, American officials say. One difficulty in fixing an accurate count is that many displaced Iraqis do not register their migrant status with Iraqi authorities, American officials said.

In addition, more than two million Iraqis are also estimated to have left Iraq altogether for neighboring counties like Syria and Jordan and other nations.

Col. Cheryl L. Smart, who tracks the data on displaced Iraqis for General Petraeus’s command, said that the American military had been “very vocal” with the Iraqi government about the need to establish a system to adjudicate claims about property rights and to avoid using Iraqi troops to carry out “forced evictions.”

Colonel Rapp voiced the hope that confrontations might be avoided by building new homes for returning Iraqis instead of forcing all of the squatters to leave. “It is probably going to be resolved with new housing construction as opposed to wholesale evictions and resettlement,” he said.

“Whether they will remix is probably a multiyear, decade kind of issue,” he added, referring to the possibility of sectarian reintegration.

“The immediate return of I.D.P.’s will create tensions in that system, and we are concerned about it,” he said, referring to the internally displaced people in Iraq.

A senior Sunni official said that the government was not doing nearly enough. “There are many missing links,” said an Iraqi vice president, Tariq al-Hashimi, a Sunni. “We don’t have a comprehensive plan. We have a ministry of migration, but the problem is the bureaucracy.”

Speaking at his home in the Huriya neighborhood in northwest Baghdad, Mr. Chalabi said he was aware of the issue of returnees’ lingering fears. “I don’t think that people who have committed crimes or transgressions against their fellows in those areas would come back,” Mr. Chalabi said. “But the fear of, for example, the Sunnis here, is that the people who did the transgressions on the other side continue to be here and that they may threaten them.”

He said that he had put forward proposals for large-scale new housing developments, but that they should not be on a sectarian basis. “Baghdad is an integrated city and we should try to get it back to an integrated city,” he said.

Col. J. B. Burton, commander of the Second Brigade Combat Team of the First Infantry Division, which controlled northwest Baghdad until this month, said that some neighborhood leaders had made efforts to allow displaced Iraqis to return to their residences, but that their programs were hampered by the lack of a national plan.

“Displacement is a national issue,” Colonel Burton said Thursday in an e-mail exchange. “The government has got to establish policies which are not focused on sects.”

Most of the Iraqis who returned to the Mansour Melia Hotel on Thursday said they were returning voluntarily after hearing reports that the security situation had improved, but some said they had been forced to return because they had no jobs or money in Syria.

Some said their houses were long ago destroyed by Shiite militias or Sunni insurgents, or still occupied by people on the other side of the sectarian divide. Others said that it was still too unsafe to go back to areas like Dora, Jihad and Mansour, and that they would have to stay with relatives.

Abdul Kadim Mohammed, 58, a Shiite from Abu Ghraib, said he would be staying with relatives for now. “I feel more comfortable in Baghdad but still can’t go to Abu Ghraib, which is not completely good,” he said. “The next step that the government needs to work on is how to get back to our homes."

CAIRO, Nov. 29 (AP) — A voice identified as that of Osama bin Laden called on Europeans to stop helping the United States in Afghanistan, in excerpts of a new audiotape broadcast Thursday on Al Jazeera television.

The man identified as Mr. bin Laden said on the tape that European nations joined the American invasion of Afghanistan “because they had no other alternative, only to be a follower.”

“It is better for you to stand against your leaders who are dropping in on the White House, and to work seriously to lift the injustice against the believers,” he said, accusing American forces and their allies of intentionally killing women and children in Afghanistan.

The State Department spokesman, Sean McCormack, dismissed the tape, the fifth this year, as typical of Mr. bin Laden’s tactics and expressed faith in the European allies.

“I think our NATO allies understand quite clearly what is at stake in Afghanistan as well as elsewhere around the world in fighting the war on terror,” he told reporters. “It’s going to require a sustained commitment over a period of time and we have seen that kind of commitment from our European allies."

BAGHDAD, Nov. 29 — Two car bombs were found near the house of a senior Sunni political leader on Thursday, and seven of his bodyguards were arrested, an Iraqi military spokesman said.

The house of the prominent Sunni, Adnan al-Dulaimi, a leader of the Iraqi Consensus Front, is in Adel, an affluent Sunni-majority neighborhood in Baghdad.

Iraqi soldiers backed by American forces found the cars while searching for the killer of Omar Muhammad, a fighter in the local Sunni Awakening Council, a group of people who recently banded together to take on extremist fighters active in the area, said Qassim Atta, a spokesman for the Baghdad security plan.

“The first result of the investigation showed that the guards made the bombs and that they were plotting to kill Awakening Council fighters,” Mr. Atta said.

Mr. Dulaimi did not return telephone calls, but his secretary, Mohaned al-Essawi, said that there was only one car bomb and that Mr. Dulaimi was the target. “All the statements of Qassim Atta are lies,” Mr. Essawi said. “In every neighborhood murders happen, and Adnan al-Dulaimi’s guards are not responsible for this murder.”

In comments to Reuters, Mr. Dulaimi emphasized that the bombs were found in an alley outside his home. Mr. Essawi said that the one bomb he acknowledged was not inside Mr. Dulaimi’s compound. It is hard to understand why Mr. Dulaimi’s guards might want to kill fellow Sunnis in the Awakening Council, although there have been tensions in some areas between Sunni politicians and the Council.

A military official familiar with the situation, who spoke on the condition of anonymity because he was not authorized to discuss the investigation, said that it was impossible to rule out that an enemy of Mr. Dulaimi might have been trying to frame him.

Violence outside Baghdad remained generally low, although there were a few exceptions, notably in Salahuddin and Diyala Provinces. Several mayors of towns in Salahuddin have been the targets of attacks in the last two days, and pamphlets appeared with threats to kill local officials, especially those working with the Awakening Councils.
