MOSCOW - A Russian spy chief has accused the United States and Britain of using former Soviet states to meddle in Russian affairs and to fan protests before elections.

Nikolai Patrushev, head of the Federal Security Service, which deals with domestic counter-intelligence, said British spies were especially active in trying to influence Russian politics ahead of presidential elections next March.

"They are trying to influence acts of protest and the mood of protest in Russia in a way that is favorable to their leadership," Patrushev told a Russian newspaper.

He said Britain's Secret Intelligence Service and the US Central Intelligence Agency were using Poland, Georgia and the Baltic states to spy against Russia.

"American and British special services exert serious influence on the these states and some other countries in Eastern Europe," Patrushev said.

Russia's ties with Britain have sunk to a post-Soviet low after arguments over the killing of former KGB officer Alexander Litvinenko in London and a spying scandal last year.

The Kremlin is hoping for a smooth handover of power when President Vladimir Putin steps down.

But officials are wary of a popular revolt of the kind that overthrew the ruling elite in Ukraine and Georgia in recent years.

Putin, a former KGB spy, has given the security services more influence and funding after the chaos of the 1990s.

He has criticized both Britain and the United States for trying to influence Russian domestic politics.

Senior US counterintelligence officials said this year that Russian spying against the United States had reached Cold War levels.

Russia accused Britain or running a James Bond-style spying operation in Moscow last year and said it had caught British spies trying to fund non-governmental pressure groups.

Patrushev: "When counteracting British intelligence, we take into account their centuries of tradition and vast experience of spying. Since the time of Elizabeth I, SIS officers have been guided by the principle that the end justifies the means. Money, bribery, blackmail, freedom from prosecution for crimes - these are their main methods."
