WASHINGTON - US intelligence officials will investigate allegations that the government leaked a secretly obtained Osama bin Laden video, alerting Al Qaeda to a security gap in the terrorist group's internal communications network that it was able to close, an intelligence spokesman said yesterday.
Ross Feinstein, spokesman for the director of national intelligence, said officials were looking into the leak allegation by the SITE Intelligence Group, which passed the video to the White House and the director's office prior to its leak. But Feinstein said the director's office had not yet launched a formal investigation. "At this point we don't think there was a leak from the Office of the Director of National Intelligence or the National Counterterrorism Center," Feinstein said.
Dana Perino, White House spokeswoman, told reporters that "this was a cause of concern that the information was leaked."
Frances Townsend, White House Homeland Security adviser, separately expressed concern about the leak during a news conference, saying the government needed the cooperation of private individuals and companies to successfully wage war against terrorist groups.
"Any time an individual or a commercial entity cooperates with us and asks to be protected and doesn't get the protection that they either sought or deserved, that's a cause for concern," Townsend told reporters. She said the administration deferred to the intelligence community to probe the leak allegations "so we can ensure it doesn't happen again."
SITE is one of several small, commercial intelligence firms that specializes in intercepting Al Qaeda's Internet communications, often by clandestine means. Rita Katz, SITE founder, said her company covertly obtained an early copy of a bin Laden video message in early September and shared the video with senior administration officials on Sept. 7 on the condition that it not be distributed or made public before its official release.

Soon afterward, the video was downloaded by dozens of computers registered to government agencies, and within hours, SITE's copy of the video was leaked to television news networks and broadcast worldwide.
Katz says this premature disclosure tipped Al Qaeda to a security breach and destroyed a years-long surveillance operation that the company has used to intercept and pass along secret messages, videos, and advance warnings of suicide bombings from the terrorist group's communications network.

"Techniques that took years to develop are now ineffective and worthless," said Katz, 44, who has garnered wide attention by publicizing statements and videos from extremist chat rooms and websites, while attracting controversy over the secrecy of SITE's methodology
Government officials said the incident had no effect on US intelligence-gathering efforts and did not diminish the government's ability to anticipate attacks.
While acknowledging that SITE had achieved success, the officials said US agencies have their own sophisticated means of watching Al Qaeda on the Internet. "We have individuals in the right places dealing with all these issues, across all 16 intelligence agencies," said Ross Feinstein, spokesman for the office of the director of national intelligence.

But privately, some intelligence officials called the incident regrettable, and one official said SITE had been "tremendously helpful" in ferreting out Al Qaeda secrets over time.
The Al Qaeda video aired on Sept. 7 attracted international attention as the first new video message from the group's leader in three years. In it, a dark-bearded bin Laden urges Americans to convert to Islam and predicts failure for the Bush administration in Iraq and Afghanistan. The video was aired on hundreds of Western news websites nearly a full day before its release by a distribution company linked to Al Qaeda.
Computer logs and records reviewed by The Washington Post support SITE's contention that it snatched the video from Al Qaeda days beforehand. Katz requested that the precise date and details of the acquisition not be made public, saying such disclosures could reveal sensitive details about the company's methods.
SITE, an acronym for the Search for International Terrorist Entities, was established in 2002 with the stated goal of tracking and exposing terrorist groups, according to the company's website. Katz, an Iraqi-born Israeli citizen whose father was executed by Saddam Hussein in the 1960s, has made the investigation of terrorist groups a passionate quest.
"We were able to establish sources that provided us with unique and important information into Al Qaeda's hidden world," Katz said.
Al Qaeda supporters, now alerted to the intrusion into their secret network, have put up obstacles that prevent SITE from gaining access, according to Katz."

WASHINGTON - Al Qaeda remains the "most serious and dangerous" terrorism threat and is expected to boost attempts to place agents inside the United States, a new White House report said yesterday.
The report, titled "National Strategy for Homeland Security," said Al Qaeda has protected its top leadership, replenished operational lieutenants, and "regenerated a safe haven" in Pakistan's tribal areas.
Fran Townsend, White House homeland security adviser, asked whether Al Qaeda infiltration efforts were underway, replied: "There's no question. They're not only underway, they're ongoing and have been."
The White House report incorporated the findings of a national intelligence estimate released earlier this year.
"Although we have discovered only a handful of individuals in the United States with ties to Al Qaeda senior leadership, the group likely will intensify its efforts to place operatives here in the homeland," it said.
Despite reports of a haven for Al Qaeda in Pakistan, the White House reiterated that President Pervez Musharraf of Pakistan had been a helpful ally in fighting terrorism. "We have enjoyed some of our biggest successes with our allies in Pakistan," Townsend told reporters.
The report was an update to the first White House national homeland security strategy issued in July 2002, which was before the US-led invasion of Iraq.
US-led efforts to hunt down Al Qaeda leader Osama bin Laden have been unsuccessful, and he has repeatedly issued audio- and videotapes over the years showing that he remains alive.
US officials suspect he is hiding in the mountainous Pakistan-Afghanistan border region.
