President Bush reached a deal yesterday that is intended to lead to a more normalized, long-term relationship between the United States and Iraq by the time he leaves office, but it left unsettled the question of how many and how long U.S. forces would remain.

Bush and Iraqi Prime Minister Nouri al-Maliki signed the declaration of principles during a secure videoconference as part of an effort to move forward 4 1/2 years after a U.S.-led coalition invaded Iraq and toppled Saddam Hussein. The declaration calls for the current U.N. mandate to be extended one year, then replaced at the end of 2008 by a bilateral pact governing the economic, political and security aspects of the relationship.

"The basic message here should be clear: Iraq is increasingly able to stand on its own," said Lt. Gen. Douglas E. Lute, Bush's top Iraq adviser. "That's very good news. But it won't have to stand alone."

The document comes as violence has decreased in Iraq, and the administration is eager to demonstrate progress and defuse domestic pressure to pull out troops. Bush has made it his goal to turn over to his successor in January 2009 an Iraq stable enough that even a Democratic president would not feel politically compelled to pull out rapidly.

The nonbinding statement sets the parameters for talks on a formal pact. Those negotiations will address thorny issues such as what mission U.S. forces in Iraq will pursue, whether they will establish permanent bases, and what kind of immunity, if any, should be granted to private security contractors such as Blackwater Worldwide. Lute said negotiators will seek to reach such an agreement by July 31.

By extending the U.N. mandate "for a final time," the statement envisions Iraq emerging from under the auspices of the Security Council for the first time since Hussein invaded Kuwait in 1990, and just three weeks before Bush leaves office. Many Iraqi leaders still bristle that they fall under what is known as a Chapter 7 designation as a threat to international peace and security. Yesterday's statement said that emerging from under the U.N. mandate would enhance "the full sovereignty of Iraq" and "its control over its forces and the administration of its affairs."

The deal between Bush and Maliki came as the Pentagon reported that attacks by Shiite extremists using weapons linked to Iran have risen to their highest levels in months in and around Baghdad's Shiite enclave of Sadr City, despite a 75 percent decline since May in overall violence in the area.

"I remain very concerned in our sector about these special groups," Col. Don Farris, the top U.S. commander for northeastern Baghdad, told reporters by videoconference. "They're very lethal. WASHINGTON, Nov. 26 — The White House announced Monday that it had reached a deal with the Iraqi government to negotiate a formal agreement defining long-term relations between the two nations, including the legal status of American military forces remaining in Iraq.

The “Declaration of Principles” signed Monday via video link by President Bush and the Iraqi prime minister, Nuri Kamal al-Maliki, does not specify the eventual number of American troops nor the length of their deployment. That issue is certain to be central in the 2008 presidential campaign that will be under way as American and Iraqi negotiators work toward a July deadline on a treaty governing relations between the two countries.

As part of the agreement of principles, the government of Iraq specifically pledged to extend the United Nations mandate for one final year, guaranteeing a continued American and allied deployment there through the negotiations.

The United Nations mandate legalizing foreign intervention in Iraq differs from the agreements on which the United States usually relies as the legal basis for the presence of its troops in allied countries, like South Korea or Japan. In most cases, these arrangements are detailed in formal treaties — called status of forces agreements — with nations where the United States bases troops and conducts exercises.

American military officers have pressed for such a formal agreement with Iraq because it would spell out specific legal responsibilities and protections for American troops in Iraq. One significant question in agreements of this kind is the extent to which American troops stationed abroad are accountable under local law.

Asked to describe the future military relationship between the United States and Iraq, General Lute said “it’s too soon to tell” what shape and size that commitment would take. “But,” he added, “you can be sure that that will be a key part of the negotiations that are framed in today’s document.”

In Iraq on Monday, there was little public discussion of the agreement. It is not a popular move politically because many Iraqis view the United Nations mandate as a reminder that they cannot yet control their own destiny and must rely on outsiders.

There is also a real underlying resentment that the nation still needs American help. At the same time, though, many Iraqis say they do not want the American troops to leave right away because they fear the country will drift into chaos.

In a statement released after the signing, Prime Minister Maliki praised the agreement and stressed the importance of maintaining a strong relationship between his country and the United States.

“It was built by the brave sacrifices made by both peoples for a democratic and free Iraq,” he said.

As described in the declaration released by the White House, the United States commits to continued support of Iraq in “defending its democratic system against internal and external threats,” as well as “supporting the efforts of the Republic of Iraq to achieve national reconciliation.”
