WASHINGTON - The State Department will not force diplomats to serve in Iraq because volunteers have filled all 48 vacant positions at the US Embassy in Baghdad and in outlying provinces, the Associated Press has learned.

All were filled by yesterday with only the final screening process for the last three spots pending, they said.

The announcement will be a relief for Secretary of State Condoleezza Rice and other members of the department's senior management. They had struggled to quell a revolt among diplomats who questioned the ethics of ordering unarmed civilians into a war zone under penalty of dismissal."

Actually, the NYT tells me she was ready to enforce the order.

WASHINGTON, Nov. 15 — State Department officials on Thursday said that they were close to filling all vacancies at the United States Embassy in Baghdad and in Iraqi provinces with volunteering Foreign Service officers, but that they were not abandoning a policy to order diplomats to Iraq if there was a need in the future.

Secretary of State Condoleezza Rice said she remained committed to a policy of “directed assignments” if she found it necessary at a later time to fill positions in Iraq. She also said that Foreign Service officers, who are not permitted to carry guns, should be subject to the same requirements to accept assignments as the military.

So when are YOU going to man a post, bitch?


Ms. Rice, in an interview on Thursday:

I don’t think there’s any question. I think people take a worldwide oath. And I do feel strongly that there needs to be a sense within the service that everybody does the hardest work. Nobody has been more concerned about the security of our people than I have, but unfortunately, the United States is in dangerous places, and we need diplomats in those places.”

Shortly after the town hall meeting, a career foreign officer in Iraq, John Matel, posted “A Letter From Iraq to My Overwrought Colleagues” on the State Department’s heavily visited blog, Dipnote, and asked his fellow officers to “get over it” and stop complaining. Mr. Matel said that he assured marines in Baghdad that most Foreign Service officers were not “wimps and weenies,” but that “it is embarrassing for people with our privileges to paint ourselves as victims.”

In response, Foreign Service officers said they were being defined by a handful of people who spoke up at the town hall meeting and unfairly criticized as whiners.

Steve Kashkett, the vice president of the American Foreign Service Association, said that more than 2,000 Foreign Service officers had volunteered to serve in Iraq and Afghanistan since 2003.

Kashkett, referring to the criticism of diplomats:

We feel very burned in this whole situation. The Foreign Service has taken a real beating.”

Ms. Rice said in the interview that she felt that the “directed assignments” policy was her only course:

When you’re a number of people short of being able to fulfill the assignments, then I didn’t want to be dependent on volunteers if it didn’t work. What’s remarkable is really the Foreign Service has stepped up to this task throughout this whole period.”

That shows the mind-set of an administration that is going to institute a DRAFT!!!!!!
