Some economists worry that the economy’s stamina may have hit its limit. Mr. Bush faces a fearsome trifecta of shocks, each of which is daunting: soaring oil prices, a meltdown in housing and mortgage lending and plunging consumer confidence.

Nigel Gault, senior economist at Global Insight, a forecasting firm in Lexington, Mass.:

We are getting increasingly worried that the resilience is coming to an end. We see a double shock in housing and in the credit crunch. The other shock, potentially, is oil.”

Mr. Bush’s problem is that the economy essentially depends on factors beyond his control. There is little that the government can do to bring down oil prices in the short term or to prop up consumer confidence.
