Retailers are already talking about price increases of up to 15 percent this year on holiday goods, from toys to luxury gifts like European handbags and clothing. The main cause? It's the same old chestnut, soaring energy prices.

While most consumers are just starting to think about back-to-school shopping, retailers are already preparing for the critical holiday season. Consumers have been seeing prices creep up for many products, but now escalating cost pressures - which are also being fueled by the weaker dollar and higher labor costs in China - are forcing merchants from low-price warehouse clubs to upscale clothiers to pass on more of the burden in the months ahead.

Many stores are still deciding on their holiday prices, and receding oil prices in recent weeks could provide relief. Still, buying that status handbag now might help shoppers save a little - but for some items, it's already too late.

With bigger price increases, merchants risk turning off shoppers who may end up buying fewer holiday gifts to keep to their budgets. Carl Steidtmann, chief economist at Deloitte Research, says that price inflation will be yet "another factor that undermines consumer purchasing power and will hurt spending even more."

The price increases come as stores also have to be pushing even deeper discounts this holiday season to attract customers. But that 50 percent off may not be as good a deal as last year since the original price could be higher.

Even Costco Wholesale Corp., which had been one of the bright spots in retailing, warned last week that its profit was getting squeezed by rising energy costs and it would have to raise prices more. Richard Galanti, Costco's chief financial officer, specifically cited holiday decor and rotisserie chickens, which are popular for holiday meals."

It was the third consecutive day of violence between pro-Taliban extremists and government troops in the formerly serene Swat Valley. After skirmishes erupted near the town of Matta, Pakistani security forces began enforcing a 24-hour curfew on the area, a military spokesman said.

At least 70 insurgents from the group - known as Tehreek Nifaz-e-Shariat-e-Muhammadi, or the Movement for Enforcement of Islamic Law - attacked a security post near the Ucharai Sar area of Matta district Wednesday morning, according to a statement issued by the Pakistani military.

Troops backed by helicopter gunships repelled the attack, which occurred about 12 miles from the once-popular resort town of Mingora. The bodies of about 20 insurgents were left behind after the skirmish ended, the military spokesman said.

Nearby, about 50 to 60 insurgents tried to overtake the Matta market, threatening to close shops and harm residents, according to Pakistani military officials. The pro-Taliban fighters retreated after military reinforcements arrived at the police station.

"The evidence is consistent with the idea that at least initially more robust enforcement caused the number of illegal immigrants to decline significantly," said Steven A. Camarota, one of the study's authors. "Some people seem to think illegals are so permanently anchored in the United States that there is no possibility of them leaving. . . . The money is deposited into the giant piggy bank of the Transportation Security Administration, and used to help pay for screeners, equipment, and other security measures at US airports.

The TSA has been allowed to pocket the change since 2004 when it lobbied Congress to change the law so the money could be used within the organization instead of going to a general fund in the federal treasury. Since then, the nickels and dimes have been adding up: Between Sept. 30, 2004, and Oct. 1, 2007, the TSA accumulated more than $1 million from 450 US commercial airports.

That's ONE MILLION DOLLARS in LOOSE CHANGE, and it is YOUR MONEY, Americans!!!!!

Passengers lose the coins going through the chaotic waltz of security screening. Caught in the awkward dance of unloading, removing, and shuffling, passengers sometimes miss a step and forget to pick up their loose change after clearing the metal detectors.

Jay Hamel agrees. Several years ago, he left his treasured watch at the security checkpoint. He returned to the gate and retrieved his watch and some loose change he didn't even realized he'd left behind. Now, the Foxborough resident places all his valuables, including his pocket change, in a plastic bag.

Michael Joyce, a TSA screener at Logan, said loose change is left behind with larger items 90 to 95 percent of the time. Most passengers recover the coins when they are picking up a cellphone or belt buckle they left behind.

Or they NEVER RECOVER it at all, right?

TSA screeners place unclaimed items in the lost and found. The agency donates items valued at less than $500 to New Hampshire's state office of surplus property. Higher-value items are stored securely, and after a reasonable amount of time, the TSA said it ships the items to its Virginia headquarters.

Meanwhile, abandoned coins are deposited in a lockbox.

Look at this: now the coins are "abandoned," not STOLEN!!!

At the end of the shift, a TSA officer counts and documents all the loose change found that day. The money is kept in a safe for three months or until the pot reaches $300. Then it is deposited into an operating fund. Every penny counts.

Davis said the TSA never contemplated donating the money to charity because she said the distribution process would be too complicated, and perhaps messy.

"How would TSA determine what charity or charities to donate to?" she said. "And how many taxpayers would object?"

WASHINGTON - Global AIDS deaths numbered about 2 million in 2007, down from 2.1 million in 2006, UNAIDS said. AIDS deaths peaked in 2005 at 2.2 million after a steady climb since the disease was first identified in the early 1980s, UNAIDS said.

In 2007, about 33 million people were infected with human immunodeficiency virus, UNAIDS said. HIV is most often spread through sexual contact or injection drug use.

The total number of people living with HIV infections continues to inch higher as more people in hard-hit regions like sub-Saharan Africa, with two-thirds of all global cases, receive drugs that help them live longer, according to the report.

New HIV infection rates were basically the same in 2007 as in 2006 - about 2.7 million people, with a very small increase last year over the prior year, the agency said. The report cited a big increase in the number of people receiving AIDS drugs in low- and middle-income countries, numbering about 3 million. But many more still lack access.

"There are still five new infections for every two people who are newly added on treatment. So clearly, we're not pushing back the epidemic enough," Dr. Paul De Lay of UNAIDS said.

Rates of new infections are rising in many countries, including China, Indonesia, Kenya, Mozambique, Papua New Guinea, Russia, Ukraine, and Vietnam, and even rich nations such as Germany, Britain, and Australia.

UNAIDS said its report used data from 147 countries, but De Lay said he was disappointed the United States did not provide its 2007 AIDS figures because US officials continue to "refine" the numbers and will announce them soon. Last week, Congress passed a bill to triple spending on a program to fight AIDS, malaria, and tuberculosis in Africa and other parts of the world, with President Bush slated to sign it this week."

The report said that 1.6 million people experienced homelessness and found shelter between Oct. 1, 2006 and Sept. 30, 2007. Individuals accounted for 70 percent of the people living in shelters during that time. The rest were families with children.

The military junta in Burma has been getting more attention at the White House, particularly since the government's slow response to a cyclone in May that killed more than 80,000, devastated infrastructure, and left many in perilous straits. The administration blames a corrupt regime for failing to help citizens during the disaster, in large part by not accepting help from other countries, and for violently suppressing democracy demonstrations by Buddhist monks in last September's so-called Saffron Revolution.

Laura Bush has become the administration's highest-profile spokeswoman on the issue, and accompanied her husband in the Oval Office as he signed the bills, which extend and harden sanctions Congress first passed in 2003. Bush also signed an extension of standing US sanctions that must be renewed annually.

"On the Burmese regime, our message is: The United States believes in democracy and freedom," the president said. Laura Bush did not speak. A few key members of Congress who attended the signing also were silent.

Burma has been under military rule since 1962. The current junta took power in 1988 after crushing prodemocracy demonstrations at a cost of an estimated 3,000 lives.

WASHINGTON - Democratic presidential candidate Barack Obama discussed the mortgage crisis yesterday with Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke and steps the government is taking to shore up the economy, his campaign said.

As part of the government's effort to provide mortgage relief to hundreds of thousands of homeowners, Paulson has sought emergency power to rescue lending giants Fannie Mae and Freddie Mac. Obama also met yesterday with Pakistan's new leader, Prime Minister Yousuf Raza Gilani at the Willard Hotel. Obama, who has called for more cooperation from Pakistan in going after al Qaeda in the border region with Afghanistan, issued a statement calling the discussion "productive and wide-ranging" and saying topics included nuclear proliferation and human rights as well as terror threats originating from the Pakistani tribal areas (AP)."
