BAGHDAD - Also yesterday, there were conflicting accounts of a military raid in Kut, south of Baghdad. Representatives of Moqtada al-Sadr, the anti-US Shi'ite Muslim cleric, disputed American military assertions that its forces had killed "an estimated 11 terrorists" in the operation. A US statement said those targeted were Shi'ite militiamen who have not adhered to a cease-fire that Sadr announced last August.
The statement said US forces came under fire in Kut, about 100 miles southeast of the capital. The return fire led to the suspects' deaths, it said.
But Sayid Jihad Maqsosi, speaking from the Sadr office in Kut, said those killed were "innocent, harmless people" who were asleep in their homes when US forces raided the Jihad neighborhood. Maqsosi said four people were killed. Maqsosi denied that anyone in the neighborhood remained active in militia activities and insisted that all were abiding by Sadr's cease-fire. He disputed US allegations that American troops were fired on, saying it was too cold for gunmen to be outside.
Police in Kut offered yet another version. They said US forces began the raid shortly after midnight, acting on tips that a meeting of militia fighters was underway. The police said US forces bombarded the house where the meeting was alleged to be going on, killing six suspected militiamen. Ten civilians were injured, according to the police.
It is common for Iraqis to dispute US accounts of raids and to accuse American forces of killing innocent civilians. Often, the truth is never determined.

"U.S. Troops Kill 11 Shiite Militiamen" by SOLOMON MOORE
BAGHDAD — American soldiers raided a neighborhood in the southern Iraqi city of Kut early Thursday morning, killing 11 members of the Mahdi Army, the militia loyal to the anti-American Shiite cleric Moktada al-Sadr, the American military and witnesses said.
Leaders of the Sadr movement, which has abided by a cease-fire for several months, condemned the American operation. Witnesses said that explosions, thumping helicopters and bursts of automatic-weapons fire echoed through the Kut neighborhood of Al Jameea for at least three hours as American forces fought Mahdi militiamen. At least four people were wounded during the clash, the police said.
Jameel Muhammad, a 27-year-old construction worker:
“The American helicopters shelled our neighborhood for three hours. Dead bodies were scattered here and there. Houses and cars were set on fire, and people were scared and running all over the place.”
Hassan Jassim, shop owner, said that his sister-in-law had been wounded in the fighting and that he had seen three bodies lying in the street near his house:
“American helicopters fired on our houses.”
The United States military, in a statement, said that its soldiers had been searching for a person responsible for attacks against American forces when they were fired upon with assault rifles and rocket-propelled grenades:
“Responding in self-defense, coalition forces returned fire and called for supporting aircraft to engage.”

Abu Sadik, a leader of the movement in Kut, condemned the American raid but said that it would not affect the cease-fire:

On Wednesday, Iraqi security forces in the southern port city of Basra confiscated weapons and what the local police described as a “remote-controlled spy plane” from a weapons dealer, said an Iraqi police official. American and Iraqi military officials did not respond to inquiries on Thursday about the make and origin of the plane.

In an effort to reinforce a recent downturn in violence, the Iraqi government announced that it would introduce a parliamentary proposal this weekend to free thousands of prisoners who have not yet been formally charged with crimes or who are being held beyond their completed sentences.
The government of Iraq holds at least 24,000 prisoners, thousands of whom have not been convicted of any crime or even had a trial. The United States is holding approximately 26,000 prisoners. Those detainees would not be affected by the Iraqi government’s decision, a United States military spokesman, Lt. Patrick Evans of the Navy, said by e-mail.
Leaders in various Iraqi political parties say that there are too many Iraqi detainees, many held without sufficient reason or charges. Many of them are Sunni Arabs.

Omar Abdul Satar, a legislator with one of the nation’s largest Sunni Arab parties, said the amnesty proposal would help restore the Shiite-led government’s credibility:
“It will be a serious step toward achieving national reconciliation if it has real substance.”
Nassar Rubai, a legislator with the Sadr movement, said his group also supported an amnesty because Sadrists make up the largest group of Shiite detainees in the country’s Iraqi and American prisons:
“They have experienced torture and psychological abuse. We have films showing some prisoners being beaten with shoes during interrogations.”
The two lawmakers said they had received reports of neglect and mistreatment in detention facilities.
Basem Sherif, a politician with the Fadhila Party, one of the smaller Shiite factions, acknowledged that critics of the proposal feared that the gains of the last several months could be jeopardized by the releases:
“Previously, the sectarian violence had a very strong influence on people, and they were influenced by that. But now Iraqis have been convinced to fight terrorists and insurgents. I think that the general pardon may have some negative implications, but they will be outweighed by the positive.”
