KABUL, Afghanistan - President Hamid Karzai, expressing horror at a suicide bombing in Kabul that killed at least 30 people, said yesterday that he wanted to meet with the Taliban leader to stop the carnage and reportedly offered to give militants a government position.
Karzai spoke at an emotional press conference hours after the early morning blast tore through a bus carrying soldiers to their posts in the Afghan capital. The explosion was so powerful that it ripped the roof and sides from the bus, scattering human remains and debris along a street in the city center.
Nearly all the dead were thought to be soldiers, but at least two victims were civilians who were near the bus when it blew up.
A purported Taliban spokesman calling himself Zabibullah Mujahed claimed responsibility for the attack in text messages sent to Western news agencies.
Several times in recent weeks, Karzai has suggested direct talks with the Taliban, the Islamic militia group driven from power by a US invasion nearly six years ago.
But yesterday's appeal, aimed directly at fugitive Taliban leader Mullah Mohammed Omar and Gulbuddin Hekmatyar, a warlord and former Taliban prime minister, carried more raw urgency than previous overtures from the US-backed president.

KABUL, Afghanistan - Preying on a weak government and rising public concerns about security, the Taliban are enjoying a military resurgence in Afghanistan and are now staging attacks just outside the capital, according to Western diplomats, private security analysts, and aid workers.
Of particular concern, private security and intelligence analysts said, is the new reach of the Taliban to the provinces ringing Kabul, headquarters for thousands of international security troops. Those troops are seeking to shore up the government of President Hamid Karzai, help stabilize the country, find Osama bin Laden, and rebuild a nation deeply scarred by almost three decades of warfare. So far, they have had only mixed success.
"The Taliban ability to sustain fighting cells north and south of Kabul is an ominous development and a significant lapse in security," said a recent analysis by NightWatch, an intelligence review written by John McCreary, a former top analyst at the US Defense Intelligence Agency.
While the number of attacks around the capital has been small compared with the number of attacks in other areas of the country, McCreary wrote, the data showed that the Taliban this summer "held the psychological initiative. They still lack the ability to threaten the government, but moved closer to achieving it than they have in six years."
Analyses by the Afghanistan NGO Safety Office, a project funded by the European Commission to advise private aid groups about security conditions across the country, found "a significant monthly escalation in conflict" in the first half of the year. Attacks by armed opposition groups increased from 139 in January to 405 in July, according to the project's director, Nic Lee.
"Every month there's a 20 to 25 percent increase in offensive activity," he said, adding that attacks in June and July were 80 percent to 90 percent higher than in the same period last year, showing a general escalation in the conflict, rather than seasonal fluctuations.
"Attacks have spread across the entire southeast border area, with a rapid escalation in the east, and in the last four months in the center" around Kabul as well, Lee said. "These guys have the strategic intent to take back the country."
NATO and US officials have not released their own statistics about attack trends, but they dispute the notion that the Taliban are significantly expanding operations from their traditional base in the south or that Afghanistan is sliding backward.
US Army General Dan K. McNeill, the top NATO commander in Afghanistan, said much of the activity attributed to the Taliban and other militant groups probably was not part of the antigovernment insurgency, but probably was related to criminal activity, narcotics trafficking, and tribal disputes. And in some cases, he said, levels of conflict are up because more NATO, US, and Afghan forces are pushing into areas of the country where they had never operated. There are an estimated 50,000 international troops Afghanistan, about half of them American.
"Logic tells you the number of incidents you report are going to be increased," he said.
The Taliban's use of guerrilla warfare tactics - particularly suicide attacks and roadside bombings - is on the rise, largely because the insurgents cannot challenge foreign security forces through conventional means, McNeill said. About 60 percent of Afghanistan - a country slightly smaller than Texas and with 32 million people - experiences on average less than one significant security event a week, he said, although "the south and the east are clearly exceptions."
The rise in attacks reflects "acts of desperation," said Humayun Hamidzada, the spokesman for Karzai. "If you go and blow up 20 civilians, what does it show? Does it show strength? It shows their weakness. It's no resurgence. It's just showing who they really are."

The Taliban ruled most of Afghanistan from 1996 to 2001 and promulgated a harsh and often unorthodox brand of Islamic law. The group intimidated and brutalized citizens, particularly women, destroyed Afghan culture, isolated the country internationally, and allowed it to become a base for bin Laden and Al Qaeda, which planned out the Sept. 11, 2001, attacks on the United States, in part, from camps in Afghanistan.

Following the attacks, US-led forces invaded Afghanistan, toppled the Taliban, and began an intense manhunt for bin Laden, who remains at large.
In the aftermath of the invasion, senior American, Afghan, and Pakistani officials described the Taliban as a spent force. Today, that assessment is widely doubted.
"The question is, were they ever defeated, and I don't think they ever were," McNeill said.
Many analysts say they believe the Taliban continue to draw support from elements in Pakistan, an assertion hotly disputed by the government in Islamabad. The consensus among independent intelligence analysts is that the Taliban leadership is headquartered in Quetta, Pakistan."

Apparently paraphrasing the question he would put to them, he asked: "Esteemed mullah, sir, and esteemed Hekmatyar, sir, why are you destroying the country?"
Karzai said he has contacts with Taliban militants through tribal elders but that there are no direct government communication channels with the fighters. Omar's whereabouts are uncertain, although Karzai believes he is in Quetta, Pakistan, a militant stronghold across the border from Afghanistan's Kandahar Province.
The Associated Press quoted Karzai yesterday as saying: "If a group of Taliban or a number of Taliban come to me and say, 'President, we want a department in this or in that ministry or we want a position as deputy minister . . . and we don't want to fight anymore,' . . . I will accept it because I want conflicts and fighting to end in Afghanistan."
US diplomats and military officials in Afghanistan would not comment directly on Karzai's appeal, although one American official, speaking on condition of anonymity, cautioned that the offer was unlikely to lead to direct talks, which the United States has opposed in the past.
The Taliban had no immediate response to Karzai's statement. The group has responded to the president's previous overtures by demanding that all foreign forces leave Afghanistan before any talks could take place. NATO, in turn, has said it would consider negotiations only with fighters who were willing to lay down their arms.
Karzai met with President Bush on the sidelines of the UN General Assembly in New York on Wednesday, where the two discussed the battle against Al Qaeda and the Taliban, but is not known whether the two talked about negotiations with militants.
Earlier this year, Karzai said he would never negotiate directly with Omar. Karzai also is believed to have never offered government positions to Taliban fighters, although several former members of the Taliban government are members of Parliament or hold provincial government positions.
A State Department duty officer said yesterday that he could not immediately comment on Karzai's offer to meet with Omar, noting that most policy makers were still in New York.
In intensified fighting in the last 18 months, insurgents have made little headway against the forces of the US-led coalition and NATO but have extracted a heavy toll in civilian lives and rendered large swaths of the country unsafe.

As in Iraq, Afghans have become accustomed to attacks carried out during the Muslim holy month of Ramadan, but Karzai said the timing rendered the attack particularly heinous.

Franz Rauchenstein, deputy head of the organization's delegation in Kabul, called the release of the two foreigners and two Afghan nationals "a great relief" and said no ransom had been paid for them or other concessions made."

The Taliban movement, which has had a resurgence across southern Afghanistan in the past two years, has accelerated its use of suicide bombings and kidnappings this year. Zabihullah Mujahid, a Taliban spokesman, said in a telephone interview that the group was responsible for the bombing on Saturday.

The blast was so powerful that it peeled the sides off the bus, crushed the frame, catapulted a huge piece of the vehicle into a park across the street and shattered windows in shops and homes throughout the neighborhood.
Numerous people were wounded in the attack, including day laborers who had gathered nearby in the hope of finding work, according to a statement from the Interior Ministry.
Neighborhood residents and shop owners described a deafening blast followed by bedlam as bloody survivors stumbled around wailing for help. Ghulam Jelani, 48, the owner of a bakery no more than 100 yards from the attack, said he was toiling in his kitchen when the bomber struck.
“I went outside, and there was a lot of dust and I couldn’t see anything,” he recalled. “After five minutes I could finally see the bus.”
Initially there were conflicting accounts from officials on the scene about whether the bomber had made it onto the bus. But the Interior Ministry said later in the morning that the bomber had detonated himself on the street.
“It’s a very painful incident,” said Gen. Muhammad Razzaq Yaqubi, deputy police chief of Kabul, as Afghan and French forensic investigators sifted through the wreckage and two Afghan police officials wandered the street picking up body parts and dropping them into a blue plastic bag.
Mr. Karzai, in a news conference at the presidential palace, called the attack “an act of extreme cowardice.”

There have already been 100 suicide bombings this year, killing at least 290 people, according to Afghan and international officials. The tempo of attacks is on a pace to surpass last year’s record total of 123, which inflicted 305 deaths.
One of the larger suicide bombings of the year also came this month, on Sept. 10 in a crowded market in the south, killing at least 26 Afghans, half of them civilians.
Amid the Taliban’s stepped-up campaign of violence, Mr. Karzai has been under increasing pressure from NATO countries to try to forge a political peace process that would resolve the insurgency, which many Western and Afghan officials in Afghanistan say cannot be beaten militarily.

Several former members of the Taliban government serve in Parliament, and a few more hold positions in provincial governments. Prominent members of Mr. Hekmatyar’s party have been given government positions and have taken part in parliamentary elections.
Yet few high-level insurgent leaders have come forward to take advantage of the amnesty program, and several are still wanted by the United States for harboring Al Qaeda during the Taliban rule here. Much of the high-level Taliban leadership has sought refuge in Pakistan.
This month, Mr. Karzai renewed a call for talks with the Taliban. The group initially said it might be open to negotiations, but it later said it would talk only on condition that all foreign troops leave Afghanistan.
Mr. Karzai rejected this demand on Saturday.
“It should be very clear that until all our roads are paved, until we have good electricity and good water, and also until we have a better Afghan national army and national police, I don’t want any foreigners to leave Afghanistan,” Mr. Karzai said.

In an effort to pave the way for the total destruction of Iran, the neocon think-tanks are marching out “experts” to convince us, the mostly clueless and witless American public, that Iran is the epicenter of evil in the world, thus its hospitals, kindergarten classrooms, and water treatment plants justly deserve to be bombed.
One such instance of this shameless fear mongering and transparent propaganda comes from the Claremont Institute, described by Media Transparency as “a bastion of Straussian scholarship,” that is to say promulgation of Machiavellian deception and “noble lies,” as Strauss called lying to the people, taking his cue from Plato. As should be expected, the Claremont Institute is funded by the usual suspects, including the Scaife foundation, presided over by the CIA asset, Richard Mellon Scaife.
Recently Claremont met Frontpage, the neocon website run on Scaife money. “Frontpage Interview’s guest today is Thomas Joscelyn, an expert on the international terrorist network,” the site, operated by vehement Arab-hater and former Marxist David Horowitz, begins. “He has written extensively on al Qaeda and its allies, including Iran. He is the author, most recently, of Iran’s Proxy War Against America, a booklet published by the Claremont Institute and available for download at its web site.”
Naturally, as the neocons are in a tizzy due to the fact the Devil incarnate, Mahmoud Ahmadinejad, dared to step foot on hallowed American soil, the “interview” begins by dismissing the president of Iran as a “puppet for the Ayatollah and his attending mullahs, who have the real power in Iran.” Instead of demonizing Ahmadinejad, a quite popular sport in the corporate media these days, Joscelyn declares the Iranian “clerical regime, which rose to power in 1979, is intrinsically opposed to America and her allies throughout the world. When they chant ‘Death to America,’ they mean it. The Iranian regime is also dedicated to revolution. That is, they want to export the Iranian revolution throughout the Middle East and the world. And they have often done so on the backs of terrorists.”
Of course, it is not difficult to ascertain who these “terrorists” are. If you said “al-Qaeda,” the Brothers Grimm, cave-dwelling terror klatch fabricated straight out of the labs of the CIA and Pakistan’s ISI, you win a Cupie Doll, never mind it is common knowledge to those who pay attention that Iran’s ruling Shi’ites don’t trust the Sunni Wahabbists of the late Osama bin Laden’s stripe far as they can throw them, that is to say not far. Never mind, as well, that the “Wahabis consider the Shiites apostates largely because their brand of Islam reveres a populous hierarchy of saints. The austere Wahabis, with their narrow focus on Allah, consider this akin to idolatry,” as USA Today admitted. In other words, it is patently absurd to think these two sects would collaborate.
But this does not stop Thomas Joscelyn. “According to Lawrence Wright in his book The Looming Tower, a top al Qaeda operative named Ali Mohamed told the FBI that Ayman al Zawahiri and the Iranians agreed to cooperate on a coup attempt in Egypt in 1990.” Joscelyn makes a big deal out Ali Mohamed, even calls him an FBI “star witness” in the prosecution of “the al Qaeda terrorists” supposedly responsible for the August 7, 1998, embassy bombings in Kenya and Tanzania. Ali Mohamed, of course, worked for the CIA, as Joscelyn is forced to admit, although he characterizes this relationship as “feigned cooperation” on Mohamed’s part. As should be expected, this “feigned cooperation” worked swimmingly for both the CIA and the FBI. So valued was Mohamed, he was able to slip Ayman al-Zawahiri into the country for a Bay Area fund-raising mission.
“Ali Mohamed, an Egyptian intelligence officer, was fired in 1984 because of his religious extremism,” writes Tim Howells.
In spite of this and in spite of the fact that his name was on the State Department’s terrorist watch list, he was granted a visa to enter the US and became a US citizen. By 1986 he was a sergeant in the US Army and an instructor at the elite Special Warfare School at Fort Bragg. While in this position Mohamed travelled to Afghanistan to meet with bin Laden, and he assisted with the training of al-Qaeda operatives both in Afghanistan and in the US. His immediate supervisors at Fort Bragg were duly alarmed by these illegal activities, and reported them up the chain of command. When their reports failed to produce any action, not even an official debriefing of Mohamed upon his return from Afghanistan, at least one of his supervisors, Lt. Col. Robert Anderson, concluded that Mohamed had been acting as part of an operation sanctioned by an American intelligence agency, “probably the CIA.”
Mohamed’s activities in support of al-Qaeda throughout the 1990s were of the highest significance to that organization. In 1991, he handled security for bin Laden’s move from Saudi Arabia to the Sudan. In 1993, Mohamed accompanied bin Laden’s second in command, Ayman al-Zawahiri, on a fund raising tour of the United States, again handling security arrangements. The funds raised helped support Zawahiri in a Pentagon supported mission in the Balkans, which will be discussed in the next section.
The al-Qaeda members trained by Mohamed in the United States included several who were later convicted in connection with the 1993 World Trade Center bombing. Top secret US Army training manuals supplied by Mohamed to the defendants were produced as evidence at their trial.
Mohamed himself did the initial surveillance for the al-Qaeda bombings of the US embassies in Kenya and Tanzania. At the time Mohamed was on active reserve with the Special Forces and was a paid FBI informant. Mohamed was at long last charged with crimes in connection with the 1998 embassy bombings. In October 2000, he was convicted of five counts of conspiracy to murder nationals of the United States. However, the nature of Mohamed’s plea agreement, the sentence handed down, if any, and Mohamed’s present whereabouts remain secret.
In other words, it was an awfully curious “feigned cooperation,” one with FBI and CIA agents walking around like automatons, quite unable to resist the machinations of Ali and Osama.
Joscelyn spends the remainder of his interview with neocon and Scaife functionary Jamie Glazov attempting to convince us “that al Qaeda is an enemy we have never really understood” and now is the time, with 9/11 six years in the murky past, “we got rid of some of our more shallow assumptions about our terrorist enemies,” even those amply documented as CIA constructs, and “we should start asking President Ahmadinejad why it is that his nation harbors scores of al Qaeda terrorists to this day,” although there is, as usual, a paucity of evidence in this regard.
As a casual Google search will reveal—not that we can expect Mr. Joscelyn to engage in such—Iran “has arrested a number of Iranian supporters of Osama bin Laden’s Al Qaeda group” and “wants to try other Al Qaeda suspects it has detained who come from countries viewed as unfriendly,” according to Reuters, back on Sunday, July 18, 2004. It might be added that such “countries viewed as unfriendly” include the United States and its various intelligence agencies, documented as creating much of the so-called Islamic terrorist threat out of whole cloth.
Finally, the situation appears to be the exact opposite of what Joscelyn tells us, as “al-Qaeda” has produced a “number of threats” against Iran over the years and has threatened to carry out attacks against the country, as should be expected of a CIA contrivance (see Iran “holding senior al Qaeda men,” CNN, Thursday, July 24, 2003). In July, 2005, Ali Younessi, Iranian information minister, told Nazila Fathi of the International Herald Tribune, that “Al Qaeda had organized and formed different groups in eastern Iran to carry out terrorist attacks in larger cities, including Tehran, the capital.”
It is very interesting how “al-Qaeda” consistently vows to attack the enemies of the neocons, including Joscelyn and his host, David Horowitz. And yet we are expected to believe the exact opposite, a peculiar yet enduring property of Bushzarro world.
In short, if anything, the alleged relationship between “al-Qaeda” and Iran constitutes “feigned cooperation.” But then all of this makes certain sense, as Iran is the next target on the hit list and, as recent history reveals, the neocons are fond of tall tales and outright lies in ritual preparation for their obsessive serial murder attacks against dreaded enemies, including no shortage of grade school kids and grandmothers.

Corn prices have fallen in recent months, but are still far higher than they were a year ago. Demand for ethanol has also indirectly driven the rising price of soybeans, as land that had been planted with soybeans shifted to corn. Thomas Melito, who supervised the Government Accountability Office’s food aid investigation this year, called the escalating costs of food aid “frightening.”
“In a situation where there are 850 million hungry people in the world and the program was only providing enough for 70 million people in 2006, the new totals will be even lower,” he said.

Congress is considering changes to the food aid program as part of the omnibus farm bill that some economists and advocates for the hungry say would improve the efficiency of the program and allow it to feed more people. In his speech to the United Nations this week, President Bush said the proposal would speed delivery and help provide a market for poor farmers in developing countries.
The House version of the farm bill includes no such provision. The Senate Agriculture Committee has not produced a farm bill.
“To my mind, that’s the way out of this pincer,” said Emmy Simmons, an agricultural economist and retired senior manager at the United States Agency for International Development.
“But the shipping guys are hanging tough,” she added. “They’re defending that little chunk of revenue. They aren’t super concerned whether you feed less people.”
Groups representing shipping companies and agribusiness interests have opposed using the budget of the main food aid program to buy food in developing countries instead of relying on American food shipped overseas.
Gloria Tosi, who represents most of the American ship owners involved in the food aid system, said buying commodities abroad would erode domestic political support for the program and lead to lower food aid budgets from Congress. She said it was “politically naïve” to think the food commodity groups and ship owners that have for decades supported food aid in Congress would favor buying commodities abroad.

"Two Different Accounts of Deadly Airstrike in Baghdad

BAGHDAD, Sept. 28 — For the battered working-class district of Abu Dshir, Ramadan evenings bring a rare air of festivity. The temperature is still warm, but the heat of summer has abated. Families stroll outdoors, and young men play nightly matches of a traditional Ramadan game called mihaidis, in which teams try to find a hidden ring.
As the teams lined up Thursday for the game, neighborhood residents said, a crowd of men gathered to watch. They lighted a large oil lamp which illuminated the street, a small shopping area where grocers and fruit vendors stay open late this time of year.
Two American helicopters hovered overhead, witnesses said.
Moments after the game began, the helicopters opened fire on the crowd, the witnesses said.
Seven men were killed, Sayyid Malik Abadi, the head of the district security committee, who arrived at the scene shortly after the episode, said Friday. He said perhaps an eighth man had died as well, but too many body parts were scattered about to be certain exactly how many were killed.

“The helicopters watched, and they thought it was a gathering and fired on it,” Mr. Abadi said. “They fired rockets. When people started to run, the helicopters’ machine guns began shooting at the people who were running.”

The American military had a different version of events, which took place in the Saha part of the Abu Dshir district. A spokesman said that earlier in the evening American forces had twice observed episodes when two or three men fired mortars into the neighborhood to the north. After the second episode, the military called for an airstrike.
“We assess possibly two or three were killed or wounded,” said Maj. Brad Leighton, a spokesman for the multinational forces in Baghdad. “We were not able to get an accurate assessment,” he added.
“Collateral damage was not observed, but it is a possibility,” Major Leighton said. “If some innocents were killed, we regret that.”
The Abu Dshir district, a district that is majority Shiite, is largely controlled by the Mahdi Army, the militia loyal to the anti-American cleric Moktada al-Sadr, according to people who live there. However, members of the Mahdi Army in Abu Dshir have been observing the cease-fire ordered by Mr. Sadr in August, neighbors said. No one in the neighborhood appeared to be armed during a reporter’s visit on Friday, although a few wore the black shirt and pants that the Mahdi Army often favors.
Hussein Jassim, 61, a shop owner, said the militia members in the area were no longer active. “All the world knows that the Mahdi Army has been frozen on the orders of our leader Sayyied Moktada al-Sadr, so targeting this gathering, and saying they are Mahdi Army fighters, is all a lie,” he said.
On Friday morning, relatives and neighbors gathered to escort the men’s coffins to the neighborhood’s Shiite mosque. The coffins arrived at the mosque in the back of pickup trucks.
A crowd of men in loose T-shirts and sandals stood silently watching the trucks as they approached. Men from the family stood among the coffins. On one truck was a boy, crying hysterically. Mr. Abadi said three of the boy’s brothers had been killed.
The violence on Thursday occurred a little before 8 p.m., after families had finished breaking the daily Ramadan fast, according to eyewitnesses. For Ahmed Abdullah, 37, a taxi driver, who was also near the scene, confusion mixed with anger and grief. On Friday, he stood watching the coffins being loaded back onto the trucks to be driven for burial to Najaf, a city holy to Shiites.
“It was a real massacre of innocent people, without clear reason,” he said. “I lost my brother-in-law — he was the father of three kids and he was just watching the game. May God revenge the bloodshed of those martyrs.”

Elsewhere in Baghdad on Friday, five bodies were found.
American forces also announced that they had killed a man they described as a senior terrorist in an airstrike in Musayyib, south of Baghdad, on Tuesday. The military said that the man, Abu Osama al-Tunisi, was a leader of Al Qaeda in Mesopotamia, a homegrown extremist group whose leadership has foreign ties, according to American intelligence.
In Ankara, Turkey, on Friday, Iraq and Turkey signed an agreement to cooperate in fighting the Kurdish separatist group P.K.K. along their shared border, but the agreement did not include a provision allowing the Turkish Army to conduct cross-border operations against the Kurdish group."

"Army Sniper Acquitted of Murder in 2 Deaths

CAMP LIBERTY, Iraq, Sept. 28 — A military jury acquitted an American Army sniper of murder charges on Friday in connection with the deaths of two Iraqi men during the spring, but convicted him of planting incriminating evidence on one of the bodies after the killing.
Specialist Jorge G. Sandoval Jr. received congratulatory embraces from his two military lawyers after the verdict was announced in a small courtroom here, a short armored Humvee ride from Saddam Hussein’s former palace on the grounds of what is now a sprawling American military base.
Specialist Sandoval, 22, from the First Battalion, 501st Infantry Regiment, Fourth Brigade (Airborne), 25th Infantry Division, was convicted of planting a coil of copper wire on the body of a man he killed near Iskandariya on April 27 during an operation in a dangerous Sunni Arab region south of Baghdad. The copper roll, what soldiers call “command wire,” is commonly used by insurgents to make or detonate roadside bombs, the leading killer of American forces in Iraq.
The jury of three officers and four enlisted soldiers did not decide on a sentence on Friday; it is scheduled to reconvene Saturday morning to consider a punishment. Army lawyers here said such a crime could be punished with as few as six months in prison, or as long as five years. The jury deliberated for less than two hours before returning its verdict.
Specialist Sandoval has admitted killing the man in April after his team leader, Staff Sgt. Michael A. Hensley, ordered him to fire. The man, who was cutting grass in a field using a scythe when Specialist Sandoval killed him, had been considered by the sniper team’s leaders to be an insurgent trying to disguise himself as a farmer after battling Iraqi Army soldiers minutes earlier.
Army prosecutors had argued that the killing was illegal because the man was unarmed at the time, aside from the rusty scythe, and was not demonstrating hostile intent or a hostile act when Specialist Sandoval killed him with one shot.
The other killing, on May 11, was of a man who had inadvertently walked into the concealed location where Specialist Sandoval, Sergeant Hensley and three other snipers were, near a water pumping house close to Iskandariya. Prosecutors had charged Specialist Sandoval with premeditated murder for that killing because he did nothing to stop another sniper, Sgt. Evan Vela, from shooting the man at close range after the man was detained.
During his court-martial, Specialist Sandoval’s lead lawyer, Capt. Craig Drummond, told the jury that his client had not been part of any plot to kill the man and was standing 100 feet away when Sergeant Vela fired two shots into the man’s head. Sergeant Vela is charged with murder for that killing. After striking a deal with prosecutors that allowed him to testify without incriminating himself on Thursday in Specialist Sandoval’s court-martial, Sergeant Vela took the stand and admitted killing the man, with no encouragement or assistance from anyone except Sergeant Hensley.
Sergeant Hensley’s court-martial, on murder charges related to those two killings and that of a third man, on April 14, is scheduled to begin here in about three weeks."

Families stroll outdoors, and young men play nightly matches of a traditional Ramadan game called mihaidis, in which teams try to find a hidden ring.
As the teams lined up Thursday for the game, neighborhood residents said, a crowd of men gathered to watch. They lighted a large oil lamp which illuminated the street, a small shopping area where grocers and fruit vendors stay open late this time of year.
Two American helicopters hovered overhead, witnesses said.
Moments after the game began, the helicopters opened fire on the crowd, the witnesses said.
Seven men were killed, Sayyid Malik Abadi, the head of the district security committee, who arrived at the scene shortly after the episode, said Friday. He said perhaps an eighth man had died as well, but too many body parts were scattered about to be certain exactly how many were killed.

The American military had a different version of events, which took place in the Saha part of the Abu Dshir district. A spokesman said that earlier in the evening American forces had twice observed episodes when two or three men fired mortars into the neighborhood to the north. “We assess possibly two or three were killed or wounded,” said Maj. Brad Leighton, a spokesman for the multinational forces in Baghdad. “We were not able to get an accurate assessment,” he added.
“Collateral damage was not observed, but it is a possibility,” Major Leighton said. “If some innocents were killed, we regret that.”
The Abu Dshir district, a district that is majority Shiite, is largely controlled by the Mahdi Army, the militia loyal to the anti-American cleric Moktada al-Sadr, according to people who live there. However, members of the Mahdi Army in Abu Dshir have been observing the cease-fire ordered by Mr. Sadr in August, neighbors said. No one in the neighborhood appeared to be armed during a reporter’s visit on Friday, although a few wore the black shirt and pants that the Mahdi Army often favors.
Hussein Jassim, 61, a shop owner, said the militia members in the area were no longer active. “All the world knows that the Mahdi Army has been frozen on the orders of our leader Sayyied Moktada al-Sadr, so targeting this gathering, and saying they are Mahdi Army fighters, is all a lie,” he said.
On Friday morning, relatives and neighbors gathered to escort the men’s coffins to the neighborhood’s Shiite mosque. The coffins arrived at the mosque in the back of pickup trucks.
A crowd of men in loose T-shirts and sandals stood silently watching the trucks as they approached. Men from the family stood among the coffins. On one truck was a boy, crying hysterically. Mr. Abadi said three of the boy’s brothers had been killed.
The violence on Thursday occurred a little before 8 p.m., after families had finished breaking the daily Ramadan fast, according to eyewitnesses. For Ahmed Abdullah, 37, a taxi driver, who was also near the scene, confusion mixed with anger and grief. On Friday, he stood watching the coffins being loaded back onto the trucks to be driven for burial to Najaf, a city holy to Shiites.
“It was a real massacre of innocent people, without clear reason,” he said. “I lost my brother-in-law — he was the father of three kids and he was just watching the game. May God revenge the bloodshed of those martyrs.”

American forces also announced that they had killed a man they described as a senior terrorist in an airstrike in Musayyib, south of Baghdad, on Tuesday. In Ankara, Turkey, on Friday, Iraq and Turkey signed an agreement to cooperate in fighting the Kurdish separatist group P.K.K. along their shared border, but the agreement did not include a provision allowing the Turkish Army to conduct cross-border operations against the Kurdish group."

CAMP LIBERTY, Iraq, Sept. 28 — A military jury acquitted an American Army sniper of murder charges on Friday in connection with the deaths of two Iraqi men during the spring, but convicted him of planting incriminating evidence on one of the bodies after the killing.
Specialist Jorge G. Sandoval Jr. received congratulatory embraces from his two military lawyers after the verdict was announced in a small courtroom here, a short armored Humvee ride from Saddam Hussein’s former palace on the grounds of what is now a sprawling American military base.
Specialist Sandoval, 22, from the First Battalion, 501st Infantry Regiment, Fourth Brigade (Airborne), 25th Infantry Division, was convicted of planting a coil of copper wire on the body of a man he killed near Iskandariya on April 27 during an operation in a dangerous Sunni Arab region south of Baghdad. The copper roll, what soldiers call “command wire,” is commonly used by insurgents to make or detonate roadside bombs, the leading killer of American forces in Iraq.
The jury of three officers and four enlisted soldiers did not decide on a sentence on Friday; it is scheduled to reconvene Saturday morning to consider a punishment. Army lawyers here said such a crime could be punished with as few as six months in prison, or as long as five years. The jury deliberated for less than two hours before returning its verdict.
Specialist Sandoval has admitted killing the man in April after his team leader, Staff Sgt. Michael A. Hensley, ordered him to fire. The man, who was cutting grass in a field using a scythe when Specialist Sandoval killed him, had been considered by the sniper team’s leaders to be an insurgent trying to disguise himself as a farmer after battling Iraqi Army soldiers minutes earlier.
Army prosecutors had argued that the killing was illegal because the man was unarmed at the time, aside from the rusty scythe, and was not demonstrating hostile intent or a hostile act when Specialist Sandoval killed him with one shot.
The other killing, on May 11, was of a man who had inadvertently walked into the concealed location where Specialist Sandoval, Sergeant Hensley and three other snipers were, near a water pumping house close to Iskandariya. Prosecutors had charged Specialist Sandoval with premeditated murder for that killing because he did nothing to stop another sniper, Sgt. Evan Vela, from shooting the man at close range after the man was detained.
During his court-martial, Specialist Sandoval’s lead lawyer, Capt. Craig Drummond, told the jury that his client had not been part of any plot to kill the man and was standing 100 feet away when Sergeant Vela fired two shots into the man’s head. Sergeant Vela is charged with murder for that killing. After striking a deal with prosecutors that allowed him to testify without incriminating himself on Thursday in Specialist Sandoval’s court-martial, Sergeant Vela took the stand and admitted killing the man, with no encouragement or assistance from anyone except Sergeant Hensley.
Sergeant Hensley’s court-martial, on murder charges related to those two killings and that of a third man, on April 14, is scheduled to begin here in about three weeks."

A Jew is one who remains faithful to the laws of the Jewish religion, that is, the Holy Torah and its commandments.
The Jewish people became a people before they had their own land, and continued to exist as a people also after they went Into exile, because our very people hood is based exclusively on the Torah. The Holy Land was given to the Jewish people on the condition that they observe the Torah and its commandments. When they failed to do this, their sovereignty over the land was taken from them, and they went into exile. From that time, we are prohibited by the Torah with a very grave prohibition to establish a Jewish independent sovereignty in the Holy Land or anywhere throughout the world. Rather, we are obligated to be loyal to the nations under whose protection we dwell.
This situation has existed for close to 2000 years when the Jewish people were dispersed throughout all corners of the world. During this time, the Jews always remained faithful to the country in which they lived.
The Jewish people are grateful to all those merciful nations which have allowed them to observe Torah and the commandments undisturbed.
From ancient times, the relations between the Jewish and Islamic peoples have always been those of peace and brotherhood, and friendship always reigned between them. The proof of this is the fact that for centuries, in all the Arab lands, hundreds of thousands of Jews lived in honor and amidst mutual esteem.
Jews throughout all generations yearned to grace the sacred soil of the Holy Land and to live there. However, their sole purpose was to fulfill the commandments dependent upon the land and to absorb Its holiness. Never, G-d forbid, did they have any nationalist or sovereign intent whatsoever which, as mentioned above, is forbidden to us. Indeed, also here in the Holy Land, our fathers lived in neighborly harmony with the Palestinian residents of the land, helping one another, to mutual benefit.
Until about two hundred years ago, the vast majority of Jews observed the Torah and the commandments in entirety. Jewry's leaders were Torah scholars, who directed the people according to the Torah. They were loyal citizens in the host nations where they dwelled and to the local laws. They prayed for the welfare of their respective governments. To our sorrow, at that time a small number of Jews slowly left their observance of Torah and commandments. Together with this, they began to deride the spiritual leadership of their people. This assimilation was the basis upon which, one hundred years ago, the ideology of Zionism was born. Its founders were assimilated Jews who had abandoned the Torah.
Immediately at the founding of the Zionist movement, masses of Jews under the leadership of their Rabbis, launched a heavy battle against Zionism. Their attack was directed not only at the non-religious Zionist idea, but rather, primarily at its opposition to the Torah-ordained path that Jewry must follow while in exile. As such, the Zionists incited the nations of the world, demanding political sovereignty over the Holy Land while remaining oblivious to the resentment this would arouse In the Palestinian Arabs, the land's veteran inhabitants. As stated, the leaders of Orthodox Jewry vehemently opposed the movement with all force.
The Zionists refused to heed the voice of the Rabbis and Torah authority. They persisted in their ways until they succeeded in influencing the British government to issue the Balfour Declaration concerning the "establishment of a national home for the Jews in the land of Israel." To our great sorrow, from that point on began the deterioration of the good relations between the Jews and the Arab inhabitants of the land. This occurred because the Arab people understood that the Zionists wished to seize ruler ship from them. In addition, the Arab people had suspicions as if the Jewish people wished to seize control of the Temple Mount and other similar sites. Matters worsened as a result.
The Jewish leadership of that time saw it as proper to clarify before the Arab leaders that the Torah-true Jews had no desire whatsoever for sovereignty, and that our desire was to continue to live in peace with the Arabs, as we had always done. The leader of the G-d-fearing Jewish community at that time, Rabbi Yoseph Chaim Zonnenfeld. of blessed memory, organized a delegation in July of 24' which visited King Hussein and his sons Faisal the King of Iraq and the Amir Abdullah In order to lucidly present to them the position of the G-d-fearing Jewish community. The Jewish delegation clarified unequivocally that Torah Jewry is totally opposed to the Zionist sovereignty over the Holy Land. It Is worth noting that the delegation was received with great honor. They were even assured that all Arab lands were completely open to Jews, however, on the condition that the Jews do not demand political rights. This condition also applied to the Holy Land. One of the members of the Jewish delegation, Professor Yisroel Yaakov De Haan, paid with his life for his participation.
Torah Jewry protests at every opportunity against the Zionist rule over the Holy Land, and the Zionist rebellion against the neighboring nations. Torah Jewry has condemned the Zionist oppression of the Palestinians, the land's veteran inhabitants who have been driven from their homes and properties. The Zionists' barbaric and violent deeds are absolutely antithetical to the essence of the Jewish people.
Torah Jewry has never ever recognized the Zionist state. Since the Zionists succeeding in establishing their state, Torah Jewry has continuously announced to the world that the Zionists do not represent the Jewish people, and that the name "Israel" that they use is a forgery. For as has been stated above, it is forbidden to us from the Torah to rebel against the nations, and all sovereignty by us is prohibited. Rather, we await the days when all the world will recognize the sovereignty of the Creator, and the words of the prophet Isaiah will yet be fulfilled: "And they will beat their swords into plowshares and their spears into pruning hooks. No nation will lift its sword against any other, nor will they learn warfare anymore."
Anti-Zionist Orthodox Jews have refrained to this day from taking any funds from the Zionist regime, whether for their educational institutions, synagogues or other benefits. Obviously, they do not participate in the Zionist elections, whether for the "Knesset" or for the municipality. We do not serve in their army, and we even avoid speaking in the Hebrew language that the Zionists Invented. (incidentally, this is not the holy and true Hebrew language in which the Bible is written.) All this is done because Torah Jewry does not recognize the Zionist regime, which Is against the Torah and against humanity.
Lately, the question has once again arisen concerning the Temple Mount and sovereignty over it. Thus, we wish to state unequivocally: a) In our time, it is a severe Torah prohibition for any Jew to set foot on any part of the Temple Mount area. b) The Jewish people have no claim whatsoever to sovereignty over this holy site, which is under Islamic authority, nor over any other holy site. Rabbi Zonenfeld was once asked, "is it true, that the Rabbi prefers an non-Jewish government over all of the Holy Land"? Rabbi Zonenfeld replied, "if King Hussein would rule over Palestine, the holiness of the Holy Land would not be diminished to even to an Iota degree". We yearningly await G-d's great day, when He will return His Divine Presence to Zion, restoring the holy city to its former holiness and glory as in days of old, to be a light to the peoples and the nations.
The Zionists have no right of any sovereignty over even one inch of the Holy Land. They do not represent the Jewish people in any way whatsoever. They have no right to speak in the name of the Jewish people. Therefore, their words, declarations and actions are not in any way representative of the Jewish people. This is because the Zionists' seizing of power over the Holy Land is antithetical to Jewish law, and also because the Zionists do not behave like Jews at all rather, they desecrate the sanctity of the land.
We once again clarify that it is our desire to live in peace with our Arab and Palestinian neighbors, as we did before the Zionist revolution, and as Jews all over the world till today live, accepting the yoke of rulership of their host nation, with complete loyalty. I attended Amy Goodman's speech at the University of Wisconsin-Madison last night, Thursday, 9/27/2007. She talked about doing "ground zero reporting" and said "our job as journalists is to go to where the silence is." I wanted to confront Amy over her reprehensible silence about the 9/11 truth debates in general, and her refusal to cover the demolition of Building 7 in particular. After all, she was present at the pre-announced demolition of Building 7:

If I were confronting a hopelessly evil 9/11-complicit creep like Guiliani or McCain I'd be a lot more confrontational. But, as Col. Bob Bowman pointed out on my radio show, which will be rebroadcast next Friday, 10/5/07 4-6 pm CT on http://gcnlive.com network 2, Amy is a potential ally, albeit a maddeningly silent one so far. And her audience, who are also potential allies, loves her. So I wanted to get in her face, but with a 'tough love' approach spiced with humor, rather than venting the anger we all feel about Amy's betrayal of the truth.

The BBC reported that Building 7 had collapsed twenty minutes before it happened, with Building 7 standing in the background behind the reporter. And we have eyewitnesses--I can give you their contact information--who were inside Building 7 at [around] 9 o'clock in the morning who witnessed massive explosions that killed large numbers of people and devastated the lobby. There were pre-demolition explosions. You're right there in New York, you're right next to Ground Zero, and you talked about doing 'ground zero reporting' -- so when are you going to get around to doing some 'ground zero reporting' on Building 7?"

Amy: "Overall, I would say that everything that happened on September 11th should be fully investigated. Of course I don't think that the 9/11 Commission was an adequate investigation. And I agree that there are a lot of questions that have to be answered."

Recently, CBS anchor Katie Couric traveled to the Middle East for a “heavily promoted week in the war zone,” reporting the situation on the ground from Iraq. Her reporting was superficial and uncritical, airing several “puff pieces” mouthing Bush administration talking points.
This week, Couric spoke at the National Press Club with host Marvin Kalb to discuss “Democracy and the Press.” Couric explained that her goal in Iraq was to appear neutral and avoid “a Walter Cronkite moment,” as she put it:
Is it my job to go over and say this war is terrible and withdrawal is necessary? I don’t necessarily think that is the case. … I don’t necessarily feel that [I should pass judgment] unless there is a clear cut factual element to it. … I have never really saw it as my role, unless something is really egregious and without question wrong.
Kalb rebutted Couric’s assertions, charging that she offered only neutered judgments about the status on the ground and missed an opportunity to critically assess the situation in Iraq:
You offered only one judgment about the war. And you cushioned that by the way. You said, “There are definitely areas where the situation is improving.” Fine. But you then asked nine questions, nine important questions about Iraq. But you didn’t even make an effort to answer them. … You have been there. You’re an anchor every night. You’ve seen the material that flows into you. Surely on some of those nine issues, you must have had a strong feeling.

Couric tried to defend herself, using an example of when she “came down hard” on a man several years ago for making racist statements. But with respect to Iraq, she maintained: “I think you need to be careful though quite frankly on coming down on certain positions when it’s unclear.”
In addition to her implicit assumption that there is nothing currently “egregious” or “unclear” about the war, Couric’s efforts at neutrality are ironic. In her attempts to avoid a “Walter Cronkite moment,” she spewed Bush administration talking points. “You do see signs of life that seem to be normal,” she reported from Iraq. “It really is a trend.”
Ultimately, Couric made a case for staying in Iraq, denying reality and undermining her desired impartiality.

Frustrated by press leaks about its most sensitive electronic surveillance work, the secretive National Security Agency convened an unprecedented series of off-the-record "seminars" in recent years to teach reporters about the damage caused by such leaks and to discourage reporting that could interfere with the agency's mission to spy on America's enemies.

The half-day classes featured high-ranking NSA officials highlighting objectionable passages in published stories and offering "an innocuous rewrite" that officials said maintained the "overall thrust" of the articles but omitted details that could disclose the agency's techniques, according to course outlines obtained by The New York Sun.
Dubbed "SIGINT 101," using the NSA's shorthand for signals intelligence, the seminar was presented "a handful of times" between approximately 2002 and 2004, an agency spokeswoman, Marci Green, confirmed yesterday. Officials were pleased with the program, she said.
"They believe they were very successful in being able to talk to journalists regarding our mission and the sensitivities of our mission in an unclassified way," Ms. Green said.
The syllabi make clear that the sessions, which took place at NSA headquarters in Fort Meade, Md., were conceived of not merely as familiarization tours, but as part of a campaign to limit the damage caused by leaks of sensitive intelligence.
"Course Objective: to convey the fragility of SIGINT and to increase editors' and reporters' understanding that there are other ways to express similar thoughts in an article without compromising the story and without compromising SIGINT," the syllabi said.
The NSA's seminars, delivered over tea and pastries, and accompanied by a clip from "Top Gun," seemed designed to elicit a chummy atmosphere and to highlight commonalities between reporters and the agency's electronic sleuths. "Reporters go to great lengths to protect their sources, as do we," one talking point for the classes said. "We need your help."
Journalists were also treated to technical demonstrations and encouraged to feel that they had gotten a rare behind-the-scenes view of the agency. "Stress that this is the first-ever such course in NSA's history," another talking point said. During one sensitive discussion, journalists were to be told they could not take any notes.
Among the news stories singled out for redrafting by the NSA were an Associated Press rewrite of a 1999 USA Today article by Jack Kelley reporting that officials used a "reconnaissance satellite" to intercept Osama bin Laden's telephone calls and head off six attacks on American embassies, a 1998 Knight Ridder dispatch by Neely Tucker reporting that an "exhaustive review of electronic intercepts of the traffic on bin Laden's communications network" picked up evidence of his involvement in the bombing of American embassies in Kenya and Tanzania, and a 1998 New York Times story by Steven Lee Myers reporting that a Pentagon warning about a possible attack on American interests in the Persian Gulf was prompted by "eavesdropping on conversations between Mr. bin Laden" and his cohorts.
The exact substitutions of language that the NSA proposed were deleted from the syllabi released to the Sun under the Freedom of Information Act. The agency did leave in the caveat that it was "neither confirming nor denying the accuracy" of the reports it used as examples.
Mr. Tucker, the author of the Knight Ridder story, said in an interview yesterday that he was never invited to the course and never knew the NSA had a problem with the report. "Nobody ever said a word," he said. Mr. Tucker, who now writes for the Washington Post, noted that he was in Africa at the time and that the passage probably originated with another reporter in Washington.
Told of his involvement in the NSA seminar, he said, "Always glad to help NSA any way I can."
Mr. Myers did not respond to a phone message yesterday seeking comment. Mr. Kelley, who quit USA Today in 2004 amid a probe into fabricated stories, could not be reached.
Ms. Green said the program stopped in late 2004 due to staffing changes at the NSA's public affairs operation.

In 2005, following the publication of a New York Times story on a secret program for warrantless wiretapping of some phone calls placed or received in America, the Bush administration's attitude toward leaks became far more confrontational. Director of Central Intelligence Porter Goss crusaded against leaks at the CIA and later told a Senate committee that he hoped reporters would be called before grand juries to identify their sources. Attorney General Gonzales also discussed the "possibility" of prosecuting journalists who wrote stories based on leaked intelligence.
The syllabi, which are marked as drafts, list presenters including the director of the NSA at the time, General Michael Hayden, the agency's general counsel, Robert Deitz, and the head of the signals intelligence division, Maureen Baginski.
Ms. Baginski, who left NSA in 2003 and is now in the private sector, said yesterday that she had no recollection of making such a presentation. Told of the rewriting element of the class, she chuckled and said, "It's an interesting approach."
The Sun obtained the syllabi in response to a Freedom of Information Act request regarding an investigation into leaks about NSA intercepts that may have presaged the terrorist attacks of September 11, 2001. The released course materials contain no obvious reference to those leaks, but they may have been mentioned in portions of the syllabus the NSA deleted from the released copy."
