On July 18, 2008 The New York Times published an article by Israeli-Jewish historian, Professor Benny Morris, advocating an Israeli nuclear-genocidal attack on Iran with the likelihood of killing 70 million Iranians – 12 times the number of Jewish victims in the Nazi holocaust:

“Iran’s leaders would do well to rethink their gamble and suspend their nuclear program. Barring this, the best they could hope for is that Israel’s conventional air assault will destroy their nuclear facilities. To be sure, this would mean thousands of Iranian casualties and international humiliation. But the alternative is an Iran turned into a nuclear wasteland.”

Morris is a frequent lecturer and consultant to the Israeli political and military establishment and has unique access to Israeli strategic military planners. Morris’ advocacy and public support of the massive, brutal expulsion of all Palestinians is on public record. Yet his genocidal views have not precluded his receiving numerous academic awards. His writings and views are published in Israel’s leading newspapers and journals. Morris’ views are not the idle ranting of a marginal psychopath, as witnessed by the recent publication of his latest op-ed article in the New York Times.

What does the publication by the New York Times of an article, which calls for the nuclear incineration of 70 million Iranians and the contamination of the better part of a billion people in the Middle East, Asia and Europe, tell us about US politics and culture? For it is the NYT, which informs the ‘educated classes’ in the US, its Sunday supplements, literary and editorial pages and which serves as the ‘moral conscience’ of important sectors of the cultural, economic and political elite.

The New York Times provides a certain respectability to mass murder, which Morris’ views otherwise would not possess if say, they were published in the neo-conservative weeklies or monthlies. The fact that the NYT considers the prospect of an Israeli mass extermination of millions of Iranians part of the policy debate in the Middle East reveals the degree to which Zionofascism has infected the ‘higher’ cultural and journalist circles of the United States. Truth to say, this is the logical outgrowth of the Times public endorsement of Israel’s economic blockade to starve 1.4 million Palestinians in Gaza; the Times’ cover-up of Israeli-Zionist-AIPAC influence in launching the US invasion of Iraq leading to over one million murdered Iraqi citizens.

The Times sets the tone for the entire New York cultural scene, which privileges Israeli interests, to the point of assimilating into the US political discourse not only its routine violations of international law, but its threats, indeed promises, to scorch vast areas of the earth in pursuit of its regional supremacy. The willingness of the NYT to publish an Israeli genocide-ethnocide advocate tells us about the strength of the ties between a purportedly ‘liberal establishment’ pro-Israel publication and the totalitarian Israeli right: It is as if to say that for the liberal pro-Israel establishment, the nonJewish Nazis are off limits, but the views and policies of Judeo-fascists need careful consideration and possible implementation.

Morris’ New York Times ‘nuclear-extermination’ article did not provoke any opposition from the 52 Presidents of the Major American Jewish Organizations (PMAJO) because, in its daily information bulletin, Daily Alert, it has frequently published articles by Israeli and US Zionists advocating an Israeli and/or US nuclear attack on Iran. In other words, Morris’ totalitarian views are part of the cultural matrix deeply embedded in the Zionist organizational networks and its extensive ‘reach’ in US cultural and political circles. What the Times did in publishing Morris’ lunacy has taken genocidal discourse out of the limited circulation of Zionist influentials and into the mainstream of millions of American readers.

Apart from a handful of writers (Gentile and Jewish) publishing in marginal web sites, there was no political or moral condemnation from the entire literary, political and journalistic world of this affront to our humanity. No attempt was made to link Morris’ totalitarian genocidal policies to Israel’s public official threats and preparations for nuclear war. There is no anti-nuclear campaign led by our most influential public intellectuals to repudiate the state (Israel) and its public intellectuals who prepare a nuclear war with the potential to exterminate more than ten times the number of Jews slaughtered by the Nazis.

A nuclear incineration of the nation of Iran is the Israeli counterpart of Hitler’s gas chambers and ovens writ large. Extermination is the last stage of Zionism: Informed by the doctrine of rule the Middle East or ruin the air and land of the world. That is the explicit message of Benny Morris (and his official Israeli sponsors), who like Hitler, issues ultimatums to the Iranians, ‘surrender or be destroyed’ and who threatens the US, join us in bombing Iran or face a world ecological and economic catastrophe.

That Morris is utterly, starkly and clinically insane is beyond question. That the New York Times in publishing his genocidal ravings provides new signs of how power and wealth has contributed to the degeneration of Jewish intellectual and cultural life in the US. To comprehend the dimensions of this decay we need only compare the brilliant tragic-romantic German-Jewish writer, Walter Benjamin, desperately fleeing the advance of totalitarian Nazi terror to the Israeli-Jewish writer, Benny Morris’ criminal advocacy of Zionist nuclear terror published in the New York Times.

The question of Zionist power in America is not merely a question of a ‘lobby’ influencing Congressional and White House decisions concerning foreign aid to Israel. What is at stake today are the related questions of the advocacy of a nuclear war in which 70 million Iranians face extermination and the complicity of the US mass media in providing a platform, nay a certain political respectability for mass murder and global contamination. Unlike the Nazi past, we cannot claim, as the good Germans did, that ‘we did not know’ or ‘we weren’t notified’, because it was written by an eminent Israeli academic and was published in the New York Times.

All of us are used to Fox “News” and Newsmax kissing Israel’s butt at every opportunity and ranting endlessly about the “imminent threat” posed by the latest neocon-created Bogeyman.

Well, the propaganda has just clicked over from dishonest to crazy with the latest article from Kenneth Timmerman entitled “U.S. Intel: Iran Plans Nuclear Strike on U.S.” Curiously no other major news service in the US considers Mr. Timmerman’s article worth publishing.

Never mind the fact that (1).Iran has zero nuclear weapons, (2).Iran’s best missile can only just reach Israel (which is the real reason for neocon panic), and (3).Any attack by Iran against the US –even if it were possible– would result in about one hundred US nuclear bombs obliterating Iran, and the Iranians know that.

Despite this huge gap in logic, apparently Timmerman has found someone just as crazy as himself who can make a mountain out of a molehill. The fact that Iran doesn’t have a nuclear bomb (and couldn’t make one for ten years assuming they had a secret program) was of course completely glossed over by Timmerman. Why let that “little” fact stand in the way? Timmerman goes on to quote a Dr. Graham who weaves a web of speculation claiming that Iran will launch their missiles from ships parked off the coast of the US. (Never mind the fact that our military satellites can track ships all over the world, especially suspicious ships from the Mid East.)

Timmerman’s article rants “Iran has carried out missile tests for what could be a plan for a nuclear strike on the United States, the head of a national security panel has warned. In testimony before the House Armed Services Committee and in remarks to a private conference on missile defense over the weekend hosted by the Claremont Institute, Dr. William Graham warned that the U.S. intelligence community ‘doesn’t have a story’ to explain the recent Iranian tests…. Graham chairs the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack, a blue-ribbon panel established by Congress in 2001.”

How many of these parasitic warmongering neocons like Dr. Graham do we have drawing salaries from the federal government? Hopefully Graham will be booted out of his office soon and will be forced to get a real job flipping hamburgers which would much better suit his intellectual abilities.

Israel is getting desperate for the Bush regime to launch a war against Iran that will turn its nuclear power plant into a radioactive cloud which will drift eastward over millions of innocent people including some of our real allies.

So neocons like Mr. Timmerman are coming out of the woodwork and doing their worst trying to gin up support for another illegal war of aggression by the US. There’s an old saying that George Bush once fouled up that goes “Fool me once; shame on you. Fool me twice; shame on me.” Most Americans can see through these neocons and their lies. Mr. Timmerman should hang up his keyboard and retire in Tel Aviv. The Israelis owe him a pension for all the fifth column work he’s done on their behalf.

Timmerman was one of the cheerleaders for the war against Iraq. And is now waving his pompoms to start another war for Israel, against Iran.

Go to hell, Kenny boy or go to Israel. Either one would be fine, since they are one and the same.

"United Press International carried a story last Thursday about a group called the Foundation for Democracy in Iran," William Rivers Pitt wrote January 22, 2006, in truthout. "This group, according to the UPI story, claims that, 'Tehran is planning a nuclear weapons test before the Iranian New Year on March 20, 2006.' FDI, according to the story, offered absolutely no proof to back this claim. But that's not three to five years. That's less than ten weeks. Scary stuff, right?

"Take a closer look, however," Pitt wrote, "and you can see the fingerprints of the architects of our current Iraq boondoggle all over this. The Foundation for Democracy in Iran is run by a man named Kenneth Timmerman. Timmerman is umbilically connected to the godfather of right-wing think tanks, the American Enterprise Institute. It was the American Enterprise Institute that spawned the Project for the New American Century, the think tank that gave us Cheney, Wolfowitz, Rumsfeld, the original noise about Iraqi WMD, and the idea that a military takeover of the entire Mideast is a bully idea. The same people that terrorized the American people into unnecessary war in Iraq are preparing to do the same with Iran, and all in time for the midterms.

"Defeated in Iraq?

Look for it at the pawn shops, the homeless shelters, and the growing number of empty sub-divisions

30/07/08 -- - The United States did not invade Iraq to "stop the violence". That was never the goal. So, it's foolish to say that the surge achieved its objective. It hasn't. Nor has the surge "created the space for a political solution"; another meaningless slogan regurgitated endlessly by the Bush troupe. The political agenda in Iraq has failed utterly. We know that because the Shiite-led government has asked the US to leave "as soon as possible" and for the Bush administration to set a "timetable for withdrawal". Not a "time horizon" as the administration-spinmiesters like to say; a Timetable, which means a fixed time when the United States must leave. So, if the Iraqi government has asked the US to leave; where is the "political solution" the surge was supposed to create? There isn't one. The mission has failed; it's as plain as day. This is not an arguable point.

What the surge really proves is that ethnic cleansing works. Baghdad was a city of roughly 65% Sunnis. Now it is nearly 75% Shiites. Most of the million or so Iraqis who have been killed in the conflict, and most of the 4 million who are either internally displaced or have become refugees, are probably Sunnis. This is an important point and one that Americans should understand. The surge was created to disguise what was really taking place on the ground; ethnic cleansing on a massive scale. No one disputes this. The Sunnis have been effectively purged from the capital. That's not a "political solution". It is a war crime.

More important, the United States military has helped the Shiites win their war against the Sunnis. The Shiites control Baghdad now; the Sunnis will never get it back. That is why they are moving on to the next phase of their strategy, which is to demand that the foreign troops leave. So, at least in one respect the surge has worked; it has helped the Shiites and their allies in Tehran win the war. Bush has helped to strengthen Ahmadinejad. Was that the objective?

The Shiites have no experience running the government. That's always been the Sunnis role dating back hundreds of years. That does not mean they are incapable of leadership, it simply means that the Bush administration [ziocons] decided to break with traditional imperial policy to pursue their [zionist] colonial ambitions. Normally, imperial powers choose to remove just a few hundred of the top political leaders and leave the existing system in place so the society keeps functioning with as little disruption as possible.

Not Bush. Bush chose to raze the country to the ground; rip-apart the social fabric, destroy the critical infrastructure, and spread chaos far and wide. Now, as author Nir Rosen says, "Iraq no longer exists". By conceding control of the government to the Shiites, Bush has not established democracy, but anarchy and sectarian hatred. The idea of creating a "Shiite Crescent" in the Middle East is part of a wacky theory cooked up in a Washington think-tank. Imagine if the Russians invaded the United States and decided that the quickest path to political stability was to wipe out the government, disband the bureaucracy, and appoint inexperienced people from the poorer sections of the inner-cities and barrios to run the country. This is the level of stupidity in the Bush administration. The strategy has cost the lives of over a million Iraqis. That's a high price for stupidity.

There was never the slightest chance that the US would succeed in establishing strategic outposts in the heart of the Arab world. It was doomed from the get-go. The Bush administration points to the temporary lull in the violence as a sign of progress, but they are mistaken. They're using the wrong yardstick. The Iraqi resistance has achieved what every guerrilla army hopes to achieve; they have undermined their enemy's ability to wage war. The US is facing growing resistance to its imperial policies around the world, but it can't address those problems because its army is tied down in Iraq. This is quickly becoming one of the main areas of disagreement in the 2008 political campaign. The world is drifting away from the United States and it isn't coming back whether Obama or McCain are elected. The superpower model of global government is on its way out.

The real way to measure success or failure in Iraq is to look at the US fiscal budget which has suddenly skyrocketed to nearly $500 billion. This is mainly due to the exorbitant costs of prosecuting an open-ended conflict in the Middle East. The American consumer is not confused by the surge rhetoric; he knows we are losing. He's not blind. He sees evidence of defeat every time he pulls up to a gas-pump. Tell me: Is $4 dollar per gallon gas a sign of victory or defeat? This isn't rocket science.

Once again, the individual battles and skirmishes in Iraq are meaningless; what matters is that America's ability to wage war has been greatly undermined. By the end of 2009, the troops will begin to withdraw or they will be left to fight with sling-shots and bows-and-arrows. The housing market is collapsing, the financial system is in meltdown phase, and the country is facing the greatest funding crisis in its 230 year history. Don't look for proof of America's defeat in Iraq. Look for it at home. Look for it at the pawn shops, the homeless shelters, and the growing number of empty sub-divisions which have turned into ghost towns. This is where one can see the true costs of the war; a war that was lost before the first bomb was dropped.

Occupation Iraq: Bush's Liberation

The country has been destroyed. More than a hundred thousand people were killed, the infrastructure was obliterated and the country became an open battlefield for terrorists from everywhere to settle their scores with the Americans. We never heard of Al Qaeda in Mesopotamia before, but now they are there. We never heard of car bombs or I.E.D.s, but they are still killing us every day. There is no horrible way of death that we haven’t seen since 2003, and for what?

After five years, Baghdad still has no reliable electricity, no clean water or any kind of services. Recently, sandstorms struck the city for five days and people had to lock themselves inside their houses, with the temperature at about 120 degrees F. and no electricity, not enough water and a big fuel crisis.

Who can live in such conditions? You need to buy fuel for your generator on the black market, but that costs $25 for 4 gallons that won’t last for one night, and you are jobless and have no money. Can anyone imagine that this is happening in an oil producing country? These are just a few examples of what is happening in Iraq, and how the Iraqis now live after they were overwhelmed with freedom and democracy.

So my question is, what should the Americans do before leaving?

If I put a bomb in someone’s house and destroy it, then I cannot just simply say “sorry” and leave. I have a responsibility to fix what I have broken, I have to rebuild the man’s house and bring it back at least to what it was.

The politicians have been talking about reconstructing Iraq for five years now, but I as an Iraqi, haven’t seen any. We used to hear about all the good things that we would get after “liberation” — factories, beautiful houses, fancy restaurants, movie theaters and playgrounds. “Baghdad will be more beautiful than Dubai,” a Western journalist said to me back in 2003, and the funny part is that the looting was still going on and half of Baghdad was on fire.

But what have we got? After five years of “liberation,” Iraqis still barely get electricity. People have started to make jokes about it, calling it “holy electricity” or “Ayatollah electricity,” because you have to pray to get it. One hour of electricity every day and sometime every three or four days … what a blessing!

And what about the hospitals, schools, factories, all the museums and libraries, the lives of the Iraqis who were killed since the invasion? I remember one of the Iraqi politicians who came back to Iraq in 2003 saying that “Iraq under Saddam was floating over a sea of mass graves.” But I never heard him say a word about the mass graves we have now....

Not one single day goes by in New Zealand now without a reference somewhere to global warming, and New Zealand’s requirement to comply with the Kyoto protocol. But few people realise that Kyoto was the brainchild of a corrupt multinational energy company, looking to make a buck out of the green movement.

Amidst the talk about the benefits that Kyoto Protocol is supposed to promote, it is perhaps forgotten especially amongst the greenies how Kyoto was born in the corridors of very big business. The name Enron has all but faded from our news pages since the company went down in flames in 2001 amidst charges of fraud, bribery, price fixing and graft. But without Enron there would have been no Kyoto Protocol.

About 20 years ago Enron was owner and operator of an interstate network of natural gas pipelines, and had transformed itself into a billion-dollar-a-day commodity trader, buying and selling contracts and their derivatives to deliver natural gas, electricity, internet bandwidth, whatever. The 1990 Clean Air Act amendments authorized the Environmental Protection Agency to put a cap on how much pollutant the operator of a fossil-fueled plant was allowed to emit. In the early 1990s Enron had helped establish the market for, and became the major trader in, EPA’s $20 billion-per-year sulphur dioxide cap-and-trade program, the forerunner of today’s proposed carbon credit trade. This commodity exchange of emission allowances caused Enron’s stock to rapidly rise.

Then came the inevitable question, what next? How about a carbon dioxide cap-and-trade program? The problem was that CO2 is not a pollutant, and therefore the EPA had no authority to cap its emission. Al Gore took office in 1993 and almost immediately became infatuated with the idea of an international environmental regulatory regime. He led a U.S. initiative to review new projects around the world and issue ‘credits’ of so many tons of annual CO2 emission reduction. Under law a tradeable system was required, which was exactly what Enron also wanted because they were already trading pollutant credits. Thence Enron vigorously lobbied Clinton and Congress, seeking EPA regulatory authority over CO2. From 1994 to 1996, the Enron Foundation contributed nearly $1 million dollars - $990,000 - to the Nature Conservancy, whose Climate Change Project promotes global warming theories. Enron philanthropists lavished almost $1.5 million on environmental groups that support international energy controls to “reduce” global warming. Executives at Enron worked closely with the Clinton administration to help create a scaremongering climate science environment because the company believed the treaty could provide it with a monstrous financial windfall. The plan was that once the problem was in place the solution would be trotted out.

A lawyer named Christopher Horner was hired who had worked in Senator Liebermann’s Environment Committee. Horner, employed by Enron, became director of relations with the Federal Government. That was in 1997, before the Kyoto Protocol was drafted. According to Homer, on the second day at the job he was told that the Number One Objective was to obtain an international treaty that would impose cuts in CO2 emissions, but at the same time allowed trade with emission rights. Enron had the biggest natural gas production behind Russia’s Gazprom. Enron was making a lot of money trading with coal, but they had already calculated that the profits they would lose with coal would be more than compensated by the profits derived from its privileged position in other areas. With clever positioning and anticipation Enron had bought the world’s biggest wind power company, GE Wind, from General Electric. They now also owned the biggest solar power company in the world, in society with Amoco (now belonging to British Petroleum – BP). Enron then started to finance everything related to the global warming hype, including grants to scientists – but asking for results favorable to their interest – “proof” that humans were responsible for the excessive emissions of CO2 through fossil fuel burning. The fire of malaise, now lit and kindled, only required feeding.

The expressive term ‘Baptist-bootlegger’ derives from the days of prohibition. Under prohibition bootleggers and those who trans-ported and supplied illegal alcohol made fortunes. One such entrepreneur was Joseph Kennedy whose second son, John, became US President in 1961. The bootleggers had allies in the Baptists and other teetotalists, who believed that alcohol was a deadly threat to the social order, and had worked for decades to get prohibition onto the statute books. The Baptists provided the political cover and the bootleggers pocketed the proceeds. In public the two groups maintained a great social distance from each other. Now Enron had positioned itself at the centre of an awesome Baptist-bootlegger coalition. The gargantuan rents which Enron energetically sought could be realized only if the Kyoto Protocol became established as part of US and international law. Ken Lay, Enron’s CEO saw Enron as not only making billions from sales of the natural gas which was to displace coal as the preferred fuel under the Kyoto commitments, but he realised that as the main if not the only international and domestic trader in the new barter world of carbon credits, Enron could realise hitherto unimagined wealth. Such credits, of course, would only become bankable pieces of paper if governments, particularly the US Government, established and policed a global policy of decarbonisation under which a global tax on carbon was to be enforced.

As the movement to establish the Kyoto Protocol developed momentum, it was necessary for Ken Lay to build up alliances with the green movement including Greenpeace. A 1998 letter, signed by Lay and a few other bigwigs asked President Clinton, in essence, to harm the reputations and credibility of scientists who argued that global warming was an overblown issue, because these individuals were standing in Enron’s way. The letter, dated Sept. 1, asked the president to shut off the public scientific debate on global warming, which continues to this date. In particular, it requested Clinton to moderate the political aspects of this discussion by appointing a bipartisan Blue Ribbon Commission. The purpose of this commission was clear – high-level trashing of dissident scientists. Setting up a panel to do this was simple; just look at the recent issue of Scientific American where four attack dogs were called out to chew up Bjorn Lomborg. He had the audacity to publish The Skeptic Environmentalist demonstrating that global warming is overblown. David Bellamy, the world’s foremost environmentalist also stepped out of line with his widely printed article “Global Warming? What a load of old Poppycock.” In the same way Galileo was forced to publicly utter that the moon had no effect on tides, so Bellamy under pressure backtracked on some of his claims.

Enron commissioned its own internal study of global warming science. It turned out to be largely in agreement with the same scientists that Enron was trying to shut up. After considering all of the inconsistencies in climate science, the report concluded: “The very real possibility is that the great climate alarm could be a false alarm. The anthropogenic warming could well be less than thought and favorably distributed.” One of Enron’s major consultants in that study was NASA scientist James Hansen, who started the whole global warming mess in 1988 with his bombastic congressional testimony. Recently he published a paper in the Proceedings of the National Academy of Sciences predicting exactly the same inconsequential amount of warming in the next 50 years as the scientists that Enron wanted to gag. They were a decade ahead of NASA. True to its plan, Enron never made its own findings public, self-censoring them while it pleaded with the Bush administration for a cap on carbon dioxide emissions that it could broker. That pleading continues today – the remnant-Enron still views global warming regulation as the straw that will raise it from its corporate oblivion. Some greenie campaigning in America is still directed from this source. On July 7, 2004, Kenneth Lay was indicted by a federal grand jury for his involvement in the scandal.

Everyone knows that a few hundred votes in Florida tipped the election to George W, but few are aware that West Virginia, normally a Democrat stronghold, went for Bush because the coal industry in that state decided to back him because he would not endorse Kyoto. Without West Virginia, the vote in Florida would have made no difference.

”Enron stood to profit millions from global warming energy-trading schemes,” said Mike Carey, president of the Ohio Coal Association and American Coal Coalition. The investigation into the collapse of Enron will reveal much more about the intricacies of the Baptist-bootlegger coalition which was promoting the Kyoto cause within the Republican Party and within US business circles. Coal-burning utilities would have had to pay billions for permits because they emit more CO2 than do natural gas facilities. That would have encouraged closing coal plants in favor of natural gas or other kinds of power plants, driving up prices for those alternatives. Enron, along with other key energy companies in the so-called Clean Power Group – El Paso Corp., NiSource, Trigen Energy, and Calpine – would make money both coming and going – from selling permits and then their own energy at higher prices. If the Kyoto Protocol were ratified and in full force, experts estimated that Americans would lose between $100 billion and $400 billion each year. Additionally, between 1 and 3.5 million jobs could be lost. That means that each household could lose an average of up to $6,000 each year. That is a lot to ask of Americans just so large energy companies can pocket millions from a regulatory scheme. Moreover, a cost of $400 billion annually makes Enron’s current one-time loss of $6 billion look like pocket change. Little wonder Americans and the incoming Bush administration did not want a bar of it.

In NZ the Labour government was forced to agree to the Kyoto Protocol because the Alliance Party self destructed and Labour needed the Greens for support in Confidence and Supply. The cost of that support was agreement to GE legislation and the Kyoto Protocol. Labour could see that the GE debate had no financial return, but the carbon credit trading game looked much more promising. Positive credit-trading with all our trees acting as CO2 sinks made politicians see dollar signs. But just as Enron came unstuck mired in financial ruin and scandal, so too is the Kyoto Protocol set to ruin economies and bring down governments and any players foolish enough to be taken in. Enron collapsed in a quagmire of bribery, misinformation, energy price manipulation and the use of political connections to exert pressure on energy boards. The number of foreclosure proceedings initiated in Massachusetts plummeted in June, a sign that a new state law delaying property takings is working.

The drop is attributed to a state law that took effect May 1 giving struggling homeowners a bit of breathing room. The so-called right-to-cure law created a 90-day period in which homeowners can "cure" mortgage delinquencies by catching up on payments or finding a buyer.

And if not?

Signed by the governor in the fall, the law also prevents lenders from tacking on fees during those 90 days. Normal mortgage payments will continue to accrue, however.

Even with the cooling off period, Massachusetts is on track to have more than double the number of foreclosures this year than in 2007. It's too soon to tell whether the new law will help struggling homeowners, or just delay the inevitable.

"All workouts are intended to be permanent solutions for allowing people to keep their homes," Faith Schwartz, Hope Now's executive director, said yesterday on a conference call with reporters.

The voluntary group, formed last October at the urging of Treasury Secretary Henry Paulson, has been criticized by lawmakers including House Financial Services Committee Chairman Barney Frank and regulators such as Federal Deposit Insurance Corp. chairman Sheila Bair for not moving fast enough to help homeowners facing foreclosure."

But the draft proposal has sparked intense criticism by family planning advocates, women's health activists, and members of Congress who say the regulation would create overwhelming obstacles for women seeking abortions and birth control.

There is also deep concern that the rule could have far-reaching, but less obvious, implications. Because of its wide scope and because it would - apparently for the first time - define abortion in a federal regulation as anything that affects a fertilized egg, the regulation could raise questions about a broad spectrum of scientific research and care, critics say.

"The breadth of this is potentially immense," said Robyn S. Shapiro, a bioethicist and lawyer at the Medical College of Wisconsin. "Is this going to result in a kind of blessed censorship of a whole host of areas of medical care and research?"

Critics charge that the proposal is the latest example of the administration politicizing science to advance ideological goals.

"They are manipulating the system by manipulating the definition of the word 'abortion,' " said Susan F. Wood, a professor at George Washington University who resigned from the Food and Drug Administration over the delays in approving the nonprescription sale of Plan B. "It's another example of this administration's disregard for science and medicine in how agencies make decisions."

The proposal is outlined in a 39-page draft regulation that has been circulated among several HHS agencies.

The FDA has not objected, but several officials at the National Institutes of Health said that the agency had expressed serious concerns.

Since a copy of the document leaked earlier this month, outside advocates and scientists have voiced growing alarm that the regulation could inhibit research in areas including stem cells, infertility, and even such unrelated fields as cancer.

With tuition bills looming, thousands of Massachusetts students and parents are scrambling to secure college loans amid deep turbulence in the nation's credit markets, but college and university officials are reassuring families they should be able to borrow the money they need.

From where?

College officials are quick to tell parents and students that government-backed programs, such as Stafford loans, remain widely available and that a wide range of options for additional private and federal loans remains, although probably at higher interest rates.

"There are a lot of options for students and families," said Tony Erwin, director of financial aid services at Northeastern University. "But the terms aren't going to be as favorable. That's a result of the market shifting."

But some education officials said the timing of MEFA's withdrawal, just weeks before students return to campus, was bound to unsettle families.

"It's very discouraging to learn about this so late in the game," said Robert Antonucci, president of Fitchburg State College. "It creates an environment of panic, even though there are other options out there."

Numerous commercial lenders and state financing agencies stopped providing student loans this year because of a deepening credit shortage and reduced government subsidies that cut lenders' profits, loan specialists say.

At Boston University yesterday, some students said the loan struggles amounted to a crash course in real-world finance.

"I think college students have to grow up a lot quicker because of the uncertain economy," said Jennifer Choi, a junior from Orange County in California who is applying for a loan from Sallie Mae, the nation's largest student lender, to pay for the upcoming semester. Balancing the paperwork with her job and classes, she said, has been daunting.

Deciding what kind of loan to take out is much like choosing a mortgage, financial specialists said. There are interest rates, fees, penalties, and incentives - and mind-boggling fine print. The biggest question is whether borrowers are willing to gamble on a variable-rate loan.

If interest rates rise, payments could jump - causing the same kind of trouble homeowners have been grappling with as variable mortgage rates rose.

In tough economic times, officials said, students and their parents are cobbling together tuition payments from any number of grants and loans. At the University of Massachusetts at Boston, the number of students seeking financial aid has climbed by more than 1,200 from last year.

"It's impacting people that thought they'd be immune," said J. Keith Motley, chancellor."

Memories of the notorious late-night budget session in 2000 still linger, when members drank beer and wine, slept during debates, and were caught voting for other members. That year, Salvatore F. DiMasi, then assistant majority leader, gaveled for "order in the Animal House" as members chanted, "Toga! Toga!"

He also phoned the two men who are competing to take his place, House Ways and Means chairman Robert A. DeLeo and majority leader John H. Rogers, to tell them to stop their jockeying, said a source briefed on the discussions.

Both Rogers and DeLeo have insisted that they would not try to unseat DiMasi, but by collecting commitments from their colleagues they are fueling rumors that he may step down. Both sides are counting votes and maintaining spreadsheets. Some lawmakers are on both lists, and each side is pointing fingers at the other for starting the latest round of support-gathering.

In both the Senate and House versions, the Turnpike Authority, which is dependent on toll revenue, would remain primarily responsible for its debt payments. But if it defaulted, taxpayers would be on the hook for interest payments.

But Patrick officials and House leaders worry that without strong backing from the state, the Turnpike Authority could be forced into a situation it cannot afford, leaving toll payers with massive hikes or sending the agency into insolvency. They say the plan is relatively risk free.

The Massachusetts House gave preliminary approval yesterday to a bill that would sharply curb greenhouse gas emissions in the state. The measure has moved to the Senate for final approval. Aides said Patrick may sign it into law as early as today.

The proposed law would require that the emissions, which scientists say are causing global warming, be reduced from 1990 levels by as much as 25 percent by 2020. It also calls for a reduction of 80 percent by 2050. The bill provides fines of as much as $25,000 a day for violations.

"Now is the time to take action," said Representative Frank Smizik, chairman of the Joint Committee on Environment, Natural Resources, and Agriculture. He warned his colleagues that without action, the state's climate would soon feel like South Carolina's. The bill passed unanimously on a 154-to-0 vote.

Also yesterday, the House made a technical change in a bill allowing gays who live in other states to marry in Massachusetts. The change allows gays to marry here immediately rather than after 90 days.

The House gave final approval to the bill yesterday and attached an emergency preamble to let it take effect as soon as it is signed by the governor. Most bills must wait 90 days before becoming law.

In other action, a bipartisan House committee recommended lawmakers use identification cards to cast their votes. DiMasi introduced the new, secure voting system after members were caught letting others vote for them, including one who was in the Virgin Islands at the time of a vote."

An Arlington woman succeeded yesterday in her quest to have state Senator J. James Marzilli Jr. charged with sexually assaulting her, raising questions about Middlesex District Attorney Gerard T. Leone Jr.'s decision not to file charges in May and renewing pressure on him to prosecute the case.

Leone said he did not expect to prosecute the case because the only new evidence to emerge yesterday was a four-page statement from the woman, detailing her allegations that Marzilli had groped her. Leone said that investigators had interviewed the woman several times when initially looking into her assertions and that yesterday's statement did not shed new light on the case.

"I'm keeping an open mind, but I think the likelihood is very low that there's anything in that four-page affidavit that I've reviewed that is going to change our mind," Leone said yesterday. "Based upon evidence we've looked at, we consider there to be significant legal and factual deficiencies in going forward with a prosecution."

If Leone does not prosecute the case, the charges will be dismissed, his office said.

Marzilli's lawyer, Terrence W. Kennedy, said yesterday: "It's going to get dismissed. The DA has said publicly and over and over again that he was going to do that. . . . This case is going nowhere. . . . It's the least of my concerns."

Then why the deceptive headline, as if this guy was going to be held accountable?

Leone investigated the allegations and decided May 13 that there was "insufficient evidence to prove criminal charges beyond a reasonable doubt against Mr. Marzilli."

Marzilli is facing additional charges; police say he made inappropriate sexual comments to four women in Lowell June 3 and tried to grope one. He has pleaded not guilty to charges of annoying and accosting a person of the opposite sex, attempting to commit indecent assault and battery, disorderly conduct, and resisting arrest.

In June, Marzilli checked into McLean Hospital in Belmont for what Kennedy described as bipolar disorder. Marzilli returned home this month and is "preparing for the battle" ahead against the charges, Kennedy said yesterday.

An outspoken 50-year-old liberal first elected to the House in 1991 and to the Senate in December, Marzilli has said he would not seek reelection this fall.

He has ignored calls from the state Republican Party to resign, and the party has responded by pointing out that he is still drawing a taxpayer-funded salary.

A GOP statement yesterday read: "Cost of Senator Marzilli per day: $180.10."

Taking Away the Tax Base

I just want to know how a state that has predicated paying its bills on gas and smoking taxes will be able to expand spending while the tax base shrivels -- by design.

Nearly 8 percent fewer Massachusetts adults smoked in 2007 than the year before, the steepest decline in cigarette use in more than a decade, state health authorities reported yesterday.

The drop coincided with the revival of the state's tobacco-control program, which was slashed under the administrations of Jane Swift and Mitt Romney. The Department of Public Health, for example, in boosting its spending by 50 percent, resurrected in-your-face television ads starring former smokers whose health was affected by cigarettes.

But we were counting on those taxes to fund the state government.

At the same time, the state's quest to insure nearly every resident, which has extended coverage to more than 350,000 adults, may have contributed to the decline.

Another thing this government doesn't have enough money for.

When cigarette taxes increased by $1 a pack at the start of this month, it spawned a flurry of calls to the state hotline that helps smokers. In a typical month, that service gets 400 or 500 calls. By yesterday, more than 7,000 people had called this month, compelling the state to extend a nicotine replacement patch giveaway through August to meet demand.

That two-month campaign is costing $500,000. Overall, the state spent close to $13 million on tobacco control in the budget year that just ended. At its high point, in 2001, spending stood at $50.5 million; within a few years, it had plunged to $2.5 million.

Tobacco-control specialists not connected with the state cautioned that it can be risky to draw too many conclusions from one year's worth of data. But they also acknowledged that Massachusetts' smoking rates have been plunging for two decades.

Oh, so the PR CAMPAIGN using TAXPAYER DOLLARS really has NO EFFECT at all --- despite the blaring headlines claiming such success!!!

Fewer than 2 in 10 men currently smoke. Within a few years, Connolly said, smoking rates may hover near 10 percent, leaving only the most "hardcore" smokers. "Then what do we do?" he said. "Do we treat tobacco like cocaine or opium? Do we ban it?"

The decline has not been noticed only by those who oppose tobacco: Big tobacco has felt the drop acutely.

"The decline in the US cigarette market is one that continues year on year," said David Sutton, a spokesman for the nation's largest cigarette maker, Philip Morris USA. "We expect that to continue."

The company lost one more customer yesterday: Joanne Lynn, a Marlboro devotee for 35 years.

Her husband had pressured her relentlessly to quit. Then there was that cigarette odor that fouled her clothing. "And we'll be taking a walk, and we're approaching a hill, and I say, 'Oh, my, we have to do the hill,' " said Lynn, 49, who sometimes wasn't sure her lungs could take the climb.

So she finally decided to quit, in no small part because she and other colleagues received an e-mail from their boss telling them about the state's nicotine patch giveaway.

Her boss: Auerbach, the Department of Public Health commissioner.

Now, she said, she won't have to play a daily game of hide-and-seek.

"I used to sneak out of the building, run down the street, and hope the commissioner or somebody didn't catch me smoking my cigarette," said Lynn, of Saugus, who works in the agency's graphic design department. "I didn't want to smoke in front of the building with the big DPH sign there."

WASHINGTON - The outbreak of salmonella poisoning that made more than 1,300 people ill across the country and cost American tomato growers more than $300 million has been traced to peppers grown on a farm in Mexico, federal officials said yesterday.

David Acheson, the head of food safety at the Food and Drug Administration, said the strain of Salmonella saintpaul that caused the nationwide outbreak has been found in irrigation water and serrano peppers on a Mexican farm.

Members questioned Acheson and King sharply about why it has taken since May to track down the source of the food poisoning and whether they were mistaken all along in associating the illness with tomatoes.

The warning from the federal agencies led to a mass removal of tomatoes from grocery market bins and restaurant menus and cost the industry more than $300 million, said Representative Dennis Cardoza, Democrat of California, the chairman of the subcommittee. He asked Acheson whether a single contaminated tomato was ever found.

Acheson conceded that no contaminated tomatoes were found, but he refused to completely clear tomatoes. He said tomatoes as well as jalapeno and serrano peppers were grown on the Mexican farm that had contaminated irrigation water and tomatoes were processed through the same packing center in Nuevo Leon, Mexico. So it is "plausible" that some of the illnesses were caused by contaminated tomatoes, he said.
